    Diagnosis and the management constituency of small-scale fisheries

    Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment.     This report provides a state-of-the-art overview of governance literature on adaptation strategies. What has recent research taught us on adaptation from the perspective of governance and to what research agenda does this lead? This report is structured as followed. Firstly, it will be argued why adaptation is a matter of governance. Secondly, the research methods for the literature study will be outlined. Thirdly, the results of the literature study will portray the findings in terms of the themes and foci with, respectively, environmental studies, spatial planning and development studies, and public administration studies. Finally, a comparative analysis of these findings will lead to a research agenda for future research on governance of adaptatio

    New Zealand is facing increasing challenges in managing natural resources (land, freshwater, marine space and air quality) under pressures from domestic (population growth, agricultural intensification, cultural expectations) and international (climate change) sources. These challenges can be described in terms of managing ‘wicked problems’; i.e. problems that may not be understood fully until they have been solved, where stakeholders have different world views and frames for understanding the problem, the constraints affecting the problem and the resources required to solve it change over time, and no complete solution is ever actually found. Adaptive governance addresses wicked problems through a framework to engage stakeholders in a participative process to create a long term vision. The vision must identify competing goals and a process for balancing them over time that acknowledges conflicts cannot always be resolved in a single lasting decision. Circumstances, goals and priorities can all vary over time and by region. The Resource Management Act can be seen as an adaptive governance structure where frameworks for resources such as water may take years to evolve and decades to fully implement. Adaptive management is about delivery through an incremental/experimental approach, limits on the certainty that governments can provide and stakeholders can demand, and flexibility in processes and results. In New Zealand it also requires balancing central government expertise and resources, with local authorities which can reflect local goals and knowledge, but have varying resources and can face quite distinct issues of widely differing severity. It is important to signal the incremental, overlapping, iterative and time-consuming nature of the work involved in developing and implementing adaptive governance and management frameworks. Managing the expectations of those involved as to the nature of the process and their role in it, and the scope and timing of likely outcomes, is key to sustaining participation.Adaptive capacity; governance; resilience

    IWRM is about integrated and "joined-up" management. It is about promoting integration across sectors, applications, groups in society and time, based upon an agreed set of principles. IWRM has been widely applied and aims for more coordinated use of land and water and is divided into full (wholly integrated activities) and light (applying the principles at the local level). The main criticisms of IWRM are the failure to translate the theory into action and the lack of change on the ground.     Key Factors Supporting Small-Scale Coastal Fisheries Management

    This synthesis was designed to provide an evidence base on the success factors in small-scale coastal fisheries management in developing countries and, in turn, to assist the Rockefeller Foundation in developing its strategy for its Oceans and Fisheries Initiative. In doing so, it identifies and describes some 20 key factors believed to influence success in small-scale coastal fisheries management. The report was completed via a rapid review of key sources of knowledge from formal published literature, institutional literature, key informants and Internet searches. The focus was on key success factors in achieving a balance of social, economic and ecological benefits from the management of small-scale coastal fisheries.     Recent project-management literature and high-profile disasters—the financial crisis, the BP Deepwater Horizon oil spill, and the Fukushima nuclear accident—illustrate the flaws of traditional risk models for complex projects. This research examines how various groups with interests in the Arctic offshore define risks. The findings link the wicked problem framework and the emerging paradigm of Project Management of the Second Order (PM-2). Wicked problems are problems that are unstructured, complex, irregular, interactive, adaptive, and novel.     Disentangling scale approaches in governance research: comparing monocentric, multilevel, and adaptive governance

    The question of how to govern the multiscale problems in today’s network society is an important topic in the fields of public administration, political sciences, and environmental sciences. How scales are defined, studied, and dealt with varies substantially within and across these fields. This paper aims to reduce the existing conceptual confusion regarding scales by disentangling three representative approaches that address both governance and scaling: monocentric governance, multilevel governance, and adaptive governance. It does so by analyzing the differences in (1) underlying views on governing, (2) assumptions about scales, (3) dominant problem definitions regarding scales, and (4) preferred responses for dealing with multiple scales.
