    This report by the UN looks into the prosperity and the changing urban landscape of major cities all around the globe. As the world moves into the urban age, the dynamism and intense vitality of cities become even more prominent. A fresh future is taking shape, with urban areas around the world becoming not just the dominant form of habitat for humankind, but also the engine-rooms of human development as a whole. This ongoing evolution can be seen as yet another assertion, albeit on a larger scale, of the time-honoured role of cities as centres of prosperity. In the 21st as in much earlier centuries, people congregate in cities to realize aspirations and dreams, fulfil needs and turn ideas into realities. Prosperity in this broader, organic sense transcends narrow economic success to encompass a socially broadbased, balanced and resilient type of development that combines tangible and more intangible aspects. Taken in this multi-dimensional sense, urban prosperity tightens the links between individuals and society with their everyday environment, i.e., the city itself. Amidst multiple challenges facing cities today, a focus on poverty reduction and/or responses to the economic crisis is gradually shifting to a broader and more general understanding of the need to harness the transformative dynamics and potentials which, to varying degrees, characterize any city anywhere in the world

    Unique Opportunities of Island States to Transition to a Low-Carbon Mobility System

    Small islands developing states (SIDS) contribute minuscule proportions to global greenhouse gas (GHG) emissions and energy consumption, but are highly exposed to climate change impacts, in particular to extreme weather events and sea-level rise. However, there is little research on potential decarbonization trajectories unique to SIDS. Here, we argue that insular topology, scale, and economy are distinctive characteristics of SIDS that facilitate overcoming carbon lock-in. We investigate these dimensions for the three islands of Barbados, Fiji, and Mauritius. We find that insular topologies and small scale offer an opportunity for both public transit corridors and rapid electrification of car fleets. The tourism sector enables local decision-makers and investors to experiment with shared mobility and to induce spillover effects by educating tourists about new mobility options. Limited network effects, and the particular economy thus enables to overcome carbon lock-in. We call for targeted investments into SIDS to transition insular mobility systems towards zero carbon in 2040.     Economic Resilience of German Lignite Regions in Transition

    This paper recalls the development of the German lignite regions Rhineland and Lusatia since 1945 to allow for a better understanding of their situation in 2019. We analyze their economic resilience, defined as adaptive capacity, using Holling’s adaptive cycle model. We find that the Rhineland is currently in the conservation phase, while Lusatia experiences a reorganization phase following the economic shock of the German reunification. Key policy recommendations for the upcoming coal phase-out are to foster innovation within the Rhineland’s infrastructures to avoid overconnection, and to expand digital and transportation infrastructure in Lusatia so that the structurally weak region can enter the exploitation phase.     Governance and the city : an empirical exploration into global determinants of urban performance

    The authors contribute to the field of urban governance and globalization through an empirically-based exploration of determinants of the performance of cities. They construct a preliminary worldwide database for cities, containing variables and indicators of globalization (at the country and city level), city governance, city performance (access and quality of infrastructure service delivery), as well as other relevant city characteristics. This city database, encompassing hundreds of cities worldwide, integrates existing data with new data gathered for this research. The findings suggest that good governance and globalization (at both the country and city level) do matter for city-level performance in terms of access and quality of delivery of infrastructure services. The authors also find that globalization and good city governance are significantly related with each other. Furthermore, the evidence suggests that there are complex interactions between technology choices, governance, and city performance, as well as evidence of a nonlinear (U-shaped) relationship between city size and performance, challenging the view that very large cities necessarily exhibit lower performance and pointing instead to potential agglomeration economies. The framework also suggests a way of bridging two seemingly competing strands of the literature, namely viewing the city as a place or as an outcome.     Competing Dimensions of Energy Security: An International Perspective

    How well are industrialized nations doing in terms of their energy security? Without a standardized set of metrics, it is difficult to determine the extent that countries are properly responding to the emerging energy security challenges related to climate change, growing dependence on fossil fuels, population growth and economic development. In response, we propose the creation of an Energy Security Index to inform policymakers, investors and analysts about the status of energy conditions. Using the United States and 21 other member countries of the Organization for Economic Cooperation and Development (OECD) as an example, and looking at energy security from 1970 to 2007, our index shows that only four countriesÂĄÂȘBelgium, Denmark, Japan, and the United KingdomÂĄÂȘhave made progress on multiple dimensions of the energy security problem. The remaining 18 have either made no improvement or are less secure. To make this argument, the first section of the article surveys the scholarly literature on energy security from 2003 to 2008 and argues that an index should address accessibility, affordability, efficiency, and environmental stewardship. Because each of these four components is multidimensional, the second section discusses ten metrics that comprise an Energy Security Index: oil import dependence, percentage of alternative transport fuels, on-road fuel economy for passenger vehicles, energy intensity, natural gas import dependence, electricity prices, gasoline prices, sulfur dioxide emissions, and carbon dioxide emissions. The third section analyzes the relative performance of four countries: Denmark (the top performer), Japan (which performed well), the United States (which performed poorly), and Spain (the worst performer). The article concludes by offering implications for policy. Conflicts between energy security criteria mean that advancement along any one dimension can undermine progress on another dimension. By focusing on a 10-point index, public policy can better illuminate such tradeoffs and can identify compensating policies

    Dams provide numerous economic benefits and can mitigate the adverse impacts of water variability and extreme climate events. However, such large-scale water infrastructure has also caused significant social and environmental costs, prompting calls for alternative, nature-based solutions. WLE suggests that collections of built and natural infrastructure, combined with participatory management approaches, can support water and food security, while enhancing livelihoods and environmental outcomes

    From Sensor to Observation Web with Environmental Enablers in the Future Internet

    This paper outlines the grand challenges in global sustainability research and the objectives of the FP7 Future Internet PPP program within the Digital Agenda for Europe. Large user communities are generating significant amounts of valuable environmental observations at local and regional scales using the devices and services of the Future Internet. These communities’ environmental observations represent a wealth of information which is currently hardly used or used only in isolation and therefore in need of integration with other information sources. Indeed, this very integration will lead to a paradigm shift from a mere Sensor Web to an Observation Web with semantically enriched content emanating from sensors, environmental simulations and citizens. The paper also describes the research challenges to realize the Observation Web and the associated environmental enablers for the Future Internet. Such an environmental enabler could for instance be an electronic sensing device, a web-service application, or even a social networking group affording or facilitating the capability of the Future Internet applications to consume, produce, and use environmental observations in cross-domain applications. The term ?envirofied? Future Internet is coined to describe this overall target that forms a cornerstone of work in the Environmental Usage Area within the Future Internet PPP program. Relevant trends described in the paper are the usage of ubiquitous sensors (anywhere), the provision and generation of information by citizens, and the convergence of real and virtual realities to convey understanding of environmental observations. The paper addresses the technical challenges in the Environmental Usage Area and the need for designing multi-style service oriented architecture. Key topics are the mapping of requirements to capabilities, providing scalability and robustness with implementing context aware information retrieval. Another essential research topic is handling data fusion and model based computation, and the related propagation of information uncertainty. Approaches to security, standardization and harmonization, all essential for sustainable solutions, are summarized from the perspective of the Environmental Usage Area. The paper concludes with an overview of emerging, high impact applications in the environmental areas concerning land ecosystems (biodiversity), air quality (atmospheric conditions) and water ecosystems (marine asset management)

    The IUCN Red List of Ecosystems: motivations, challenges, and applications

    Abstract In response to growing demand for ecosystem-level risk assessment in biodiversity conservation, and rapid proliferation of locally tailored protocols, the IUCN recently endorsed new Red List criteria as a global standard for ecosystem risk assessment. Four qualities were sought in the design of the IUCN criteria: generality; precision; realism; and simplicity. Drawing from extensive global consultation, we explore trade-offs among these qualities when dealing with key challenges, including ecosystem classification, measuring ecosystem dynamics, degradation and collapse, and setting decision thresholds to delimit ordinal categories of threat. Experience from countries with national lists of threatened ecosystems demonstrates well-balanced trade-offs in current and potential applications of Red Lists of Ecosystems in legislation, policy, environmental management and education. The IUCN Red List of Ecosystems should be judged by whether it achieves conservation ends and improves natural resource management, whether its limitations are outweighed by its benefits, and whether it performs better than alternative methods. Future development of the Red List of Ecosystems will benefit from the history of the Red List of Threatened Species which was trialed and adjusted iteratively over 50 years from rudimentary beginnings. We anticipate the Red List of Ecosystems will promote policy focus on conservation outcomes in situ across whole landscapes and seascapes
