From lifelong education to lifelong learning. Discussion of some effects of today\u27s neoliberal policies

When we think about current adult education in the context of the uneven and contradictory social and economic impact of globalization, it necessarily implies thinking about the transfer from the paradigm of lifelong education to the paradigm of lifelong learning. We shall examine the essential quality involved in the social significance and the political dimension of each of these paradigms, because, since the post-war period, both became innovative educational policy strategies capable of mobilizing and transforming society. We would like to stress the importance of rethinking the role of adult education today in the light of the responsibilities shifting from the state to individuals, arising from the implications of this transition of paradigms: we do this by framing it in the context of the socio-productive restructuring movement, which speeded up the move from the so-called model of qualification, associated to social emancipation, to what is known as the model of competence (later competences), which is associated with individual empowerment. Long-term care and intermediary structures for frail older people : Switzerland and Germany in comparison

Mutual effects of land distribution and economic development : evidence from Asia, Africa, and Latin America

Land plays an important role in the economies of developing countries, and many theories connecting land inequality with different dimensions of economic development already exist. Even though efficacious land distribution allows societies to transition from poverty to a human capital-based developed economy, ongoing issues related to property rights, inequality, and the political economy of land distribution are unavoidable. The general objective of this paper is to explore the nexus between land distribution and economic development. The specific objectives are to: (i) identify which land distribution programs/activities contribute to economic development; (ii) investigate the role of stakeholders in land distribution programs that affect the growth of productivity; and (iii) assess the deficiencies of current land distribution policies in Asia, Africa, and Latin America to explore how economic development theories contribute to decreasing income inequality. This paper provides an overview of land distribution history and the main economic development theories. It also highlights the links between land distribution and the main elements of economic development. Finally, it provides a comparative review of the most recent empirical works regarding the characteristics, limitations, and potential (mutual) effects of land distribution and economic development settings on developing countries worldwide

Food supply chain integrity : the need to go beyond certification

Purpose The purpose of this paper is to establish a conceptual model adopted from a strategy-structure-performance paradigm for investigating the fit between the supply chain integration and halal food supply chain integrity and the impact of halal food supply chain integrity on firms’ performance in a Malaysian context. Design/methodology/approach This study comprises a sample of a halal manufacturing firm in Malaysia. A cross-sectional research design was used in this study. Data were gathered based on mailed and personally administered questionnaires. SmartPLS was used to analyse the 254 valid responses. Findings The research findings indicate that internal integration and strategy have positive impact on halal food supply chain integrity. The study results confirmed that customer integration and supplier integration contributes to halal food supply chain integrity. It also finds that halal food supply chain integrity has a significantly positive impact. Research limitations/implications The results suggested that a strategic collaboration with the supplier pivoted around the quality and integrity of the raw materials should be undertaken. Practical implications The results from this study supports that the managers should adopt all halal food supply chain integrity components to achieve a superior performance. Even though some of the components did not yield significant results in terms of their relationships with firms’ performance, these dimensions were generally related to the standardised industry requirements, such as certifications. Originality/value The findings are original and unique and are based on established theories from the literature on supply chain management practices. The research findings are useful to academics and policymakers interested in fostering a halal supply chain in Malaysia

Providing safe and supported accommodation for young people who are in the care system and who are at risk of, or experiencing, sexual exploitation or trafficking for sexual exploitation

This report presents the findings of a scoping study into accommodation for young people at risk of/experiencing sexual exploitation. The scoping study took place January to March 2011 and included a literature search, consultation with young people, consultation with practitioners and development of a full research proposal. How institutions elude design: river basin management and sustainable livelihoods.

YesThis paper challenges ideas that it is possible to `get the institutions right¿ in the management of natural resources. It engages with the literature and policy specifying `design principles¿ for robust institutions and uses data from a river basin management project in Usangu, Tanzania, to illustrate the complexity of institutional evolution. The paper draws on emerging `post-institutionalist¿ perspectives to reject over-formalised managerial approaches in favour of those that accept the dynamic nature of institutional formation, and accommodate a variety of partial and contingent solutions. Data from Usangu suggests that external `crafting¿ is inevitably problematic because, to a certain extent, institutions elude design
