    India - India's growing conflict between trade and transport : issues and options

    India was a rather marginal participant in world trade during the early years after independence. Since 1980, however, the structure and orientation of Indian export trades have undergone fundamental changes. Substantial progress has been made in diversifying the export base - manufactured goods have increased and the traditional bulk sector has shrunk. Key targets for the export of manufactured goods are the European, Japanese and North American markets. However, these markets are characterized by increasingly efficient trade logistics, including containerization and multimodal transport arrangements. To enable further trade growth, India is confronted with a need to tie into the highly organized international trade logistics networks, something the country is totally unprepared to cope with in terms of demanding logistical arrangements. There is a real danger that India's trade performance will deteriorate, if no corrective measures are taken. A highly fragmented service industry, outdated regulations, heavy Government control, a constrained private sector, and largely inadequate infrastructure have curtailed efforts to improve trade logistics, including containerization and multimodal transport arrangements in India.     Physiology-Aware Rural Ambulance Routing

    In emergency patient transport from rural medical facility to center tertiary hospital, real-time monitoring of the patient in the ambulance by a physician expert at the tertiary center is crucial. While telemetry healthcare services using mobile networks may enable remote real-time monitoring of transported patients, physiologic measures and tracking are at least as important and requires the existence of high-fidelity communication coverage. However, the wireless networks along the roads especially in rural areas can range from 4G to low-speed 2G, some parts with communication breakage. From a patient care perspective, transport during critical illness can make route selection patient state dependent. Prompt decisions with the relative advantage of a longer more secure bandwidth route versus a shorter, more rapid transport route but with less secure bandwidth must be made. The trade-off between route selection and the quality of wireless communication is an important optimization problem which unfortunately has remained unaddressed by prior work. In this paper, we propose a novel physiology-aware route scheduling approach for emergency ambulance transport of rural patients with acute, high risk diseases in need of continuous remote monitoring. We mathematically model the problem into an NP-hard graph theory problem, and approximate a solution based on a trade-off between communication coverage and shortest path. We profile communication along two major routes in a large rural hospital settings in Illinois, and use the traces to manifest the concept. Further, we design our algorithms and run preliminary experiments for scalability analysis.     As road pricing, telematics and logistics evolve, information and communication technologies (ICT) aim directly at making traffic flow more efficiently in a given infrastructure. Furthermore, the virtual world gives rise to new business fields and decentralised structures which affect the development of transport indirectly. While technological progress continues to drive qualitative improvements in traffic conditions, e-business and telework in particular have, for structural reasons, a much less pronounced effect on traffic than widely presumed.     Routing And Communication Path Mapping In VANETS

    Vehicular ad-hoc network (VANET) has quickly become an important aspect of the intelligent transport system (ITS), which is a combination of information technology, and transport works to improve efficiency and safety through data gathering and dissemination. However, transmitting data over an ad-hoc network comes with several issues such as broadcast storms, hidden terminal problems and unreliability; these greatly reduce the efficiency of the network and hence the purpose for which it was developed. We therefore propose a system of utilising information gathered externally from the node or through the various layers of the network into the access layer of the ETSI communication stack for routing to improve the overall efficiency of data delivery, reduce hidden terminals and increase reliability. We divide route into segments and design a set of metric system to select a controlling node as well as procedure for data transfer. Furthermore we propose a system for faster data delivery based on priority of data and density of nodes from route information while developing a map to show the communication situation of an area. These metrics and algorithms will be simulated in further research using the NS-3 environment to demonstrate the effectiveness

    An analysis was made to identify potential gravity-sensitive mechanisms that may be present in the single-cell growth system. Natural convection (density gradients, induced sedimentation, and buoyancy) is important in microbial systems. The absence of natural convection in the space-flight environment could provide an opportunity for new approaches for developments in industrial fermentation and agriculture. Some of the potential influences of gravity (i.e., convection, sedimentation, etc.) on the cell were discussed to provide insight into what experimental areas may be pursued in future space-flight research programs

    The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members
