    A Review Of Interoperability Standards And Initiatives In Electronic Government

    Being important at organizational, process and semantic levels, interoperability became a key characteristic of the new electronic government systems and services, over the last decade. As a crucial prerequisite for automated process execution leading to “one-stop” e-Government services, interoperability has been systematically prescribed, since the dawn of the 21st century: Standardization frameworks, that included guidelines ranging from simple statements to well defined international Web-Service standards started to appear at National and Cross-Country levels, powered by governments, the European Union or the United Nations. In parallel, most international software, hardware and service vendors created their own strategies for achieving the goal of open, collaborative, loosely coupled systems and components. The paper presents the main milestones in this fascinating quest that shaped electronic government during the last 10 years, describing National Frameworks, key Pan-European projects, international standardization and main industrial and research achievements. Moreover, the paper describes the next steps needed to achieve interoperability at technical, semantic, organizational, legal or policy level – leading to the transformation of administrative processes and the provision of low-cost, high-quality services to citizens and businesses

    NFDI4Culture - Consortium for research data on material and immaterial cultural heritage

    Digital data on tangible and intangible cultural assets is an essential part of daily life, communication and experience. It has a lasting influence on the perception of cultural identity as well as on the interactions between research, the cultural economy and society. Throughout the last three decades, many cultural heritage institutions have contributed a wealth of digital representations of cultural assets (2D digital reproductions of paintings, sheet music, 3D digital models of sculptures, monuments, rooms, buildings), audio-visual data (music, film, stage performances), and procedural research data such as encoding and annotation formats. The long-term preservation and FAIR availability of research data from the cultural heritage domain is fundamentally important, not only for future academic success in the humanities but also for the cultural identity of individuals and society as a whole. Up to now, no coordinated effort for professional research data management on a national level exists in Germany. NFDI4Culture aims to fill this gap and create a usercentered, research-driven infrastructure that will cover a broad range of research domains from musicology, art history and architecture to performance, theatre, film, and media studies. The research landscape addressed by the consortium is characterized by strong institutional differentiation. Research units in the consortium's community of interest comprise university institutes, art colleges, academies, galleries, libraries, archives and museums. This diverse landscape is also characterized by an abundance of research objects, methodologies and a great potential for data-driven research. In a unique effort carried out by the applicant and co-applicants of this proposal and ten academic societies, this community is interconnected for the first time through a federated approach that is ideally suited to the needs of the participating researchers. To promote collaboration within the NFDI, to share knowledge and technology and to provide extensive support for its users have been the guiding principles of the consortium from the beginning and will be at the heart of all workflows and decision-making processes. Thanks to these principles, NFDI4Culture has gathered strong support ranging from individual researchers to highlevel cultural heritage organizations such as the UNESCO, the International Council of Museums, the Open Knowledge Foundation and Wikimedia. On this basis, NFDI4Culture will take innovative measures that promote a cultural change towards a more reflective and sustainable handling of research data and at the same time boost qualification and professionalization in data-driven research in the domain of cultural heritage. This will create a long-lasting impact on science, cultural economy and society as a whole

    A Review of Critical Infrastructure Protection Approaches: Improving Security through Responsiveness to the Dynamic Modelling Landscape

    As new technologies such as the Internet of Things (IoT) are integrated into Critical National Infrastructures (CNI), new cybersecurity threats emerge that require specific security solutions. Approaches used for analysis include the modelling and simulation of critical infrastructure systems using attributes, functionalities, operations, and behaviours to support various security analysis viewpoints, recognising and appropriately managing associated security risks. With several critical infrastructure protection approaches available, the question of how to effectively model the complex behaviour of interconnected CNI elements and to configure their protection as a system-of-systems remains a challenge. Using a systematic review approach, existing critical infrastructure protection approaches (tools and techniques) are examined to determine their suitability given trends like IoT, and effective security modelling and analysis issues. It is found that empirical-based, agent-based, system dynamics-based, and network-based modelling are more commonly applied than economic-based and equation-based techniques, and empirical-based modelling is the most widely used. The energy and transportation critical infrastructure sectors reflect the most responsive sectors, and no one Critical Infrastructure Protection (CIP) approach – tool, technique, methodology or framework – provides a ‘fit-for-all’ capacity for all-round attribute modelling and simulation of security risks. Typically, deciding factors for CIP choices to adopt are often dominated by trade-offs between ‘complexity of use’ and ‘popularity of approach’, as well as between ‘specificity’ and ‘generality’ of application in sectors. Improved security modelling is feasible via; appropriate tweaking of CIP approaches to include a wider scope of security risk management, functional responsiveness to interdependency, resilience and policy formulation requirements, and collaborative information sharing between public and private sectors

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    The publication of eHealth Conversations, developed with the support of the Spanish Agency for International Development Cooperation (AECID), represents a major step forward for the PAHO/WHO Strategy, since it explores ways of implementing regional mechanisms with free and equitable access to information and knowledge sharing. These initiatives aim to advance the goals of more informed, equitable, competitive, and democratic societies, where access to health information is considered a basic right. This publication is one of the instruments used by PAHO/WHO to develop the initiatives outlined in the Strategy, which coincides with the global eHealth strategy. One of the fundamental needs for the improvement of eHealth is the dissemination of information, and PAHO/WHO is assuming a leading role in this effort. The development of this new electronic publication is a key step in disseminating information that will be useful for decision makers on applying these technologies for the health of the Americas. This electronic book is one of the products of PAHO/WHO’s project: “eHealth Conversations: Using Information Management, Dialogue, and Knowledge Exchange to Move Toward Universal Access to Health.” Participants in these conversations included experts on electronic health and other specialties. Through virtual dialogues, the experts contributed with knowledge and reflections on the present and the future of eHealth in the Americas, analyzed the situation, and made recommendations for the implementation of electronic health initiatives. These recommendations are not only intended for PAHO/ WHO, but also for governments and the private sector. The aim of the project is to guarantee the convergence of local, national, and regional initiatives regarding the adoption and application of ICTs for public health, with special attention on critical issues in this field.
