    Using computer vision in security applications

    In this paper we present projects developed in the Computer Vision Laboratory, which address the issue of safety. First, we present the Internet Video Server (IVS) monitoring system [5] that sends live video stream over the Internet and enables remote camera control. Its extension GlobalView [1,6], which incorporates intuitive user interface for remote camera control, is based on panoramic image. Then we describe our method for automatic face detection [3] based on color segmentation and feature extraction. Finally, we introduce our SecurityAgent system [4] for automatic surveillance of observed location

    Mapping Varieties of Industrial Relations: Eurofound\u27s Analytical Framework Applied

    Eurofound’s 2016 report Mapping key dimensions of industrial relations identified four key dimensions of industrial relations: industrial democracy, industrial competitiveness, social justice, and quality of work and employment. This report builds upon that earlier study, developing a dashboard of 45 indicators to assess how and to what extent the conceptual framework of these key dimensions can be applied at national level. The indicators were tested across the Member States by Eurofound’s Network of European Correspondents and show reasonable accuracy when used to map the predominant features and trends of the national industrial relations systems. The study confirms that a dashboard of indicators that can accurately measure and summarise the complex reality of industrial relations across the EU is a valuable tool for comparative research and a useful instrument for supporting policymakers, social partners and stakeholders. The report sets out a range of options for further developing this conceptual approach

    Growth, Integration and Spillovers in the Central and East European Software Industry

    This paper explores growth and competitive advantage in CEE software firms; it looks at the role of strategic partnerships and industry (spillover) effects. The empirical analysis is based on survey data from 224 software firms from six CEE countries (Bulgaria, Czech R, Estonia, Serbia, Slovenia, Romania). The results of the descriptive analysis are interpreted from the perspective of the role of capabilities in industrial development. The analysis shows that the patterns of growth are a mix of sector, region and sub--region specific determinants and show important national differences. This suggests that the CEE software industry cannot be considered as a homogenous phenomenon. There is no general tendency towards an expansion in exports; based on our sample only Romania is developing an export oriented software industry. Research shows that the CEE software industry is populated by young, dedicated, domestic firms, which are independent, and privately owned and which are mainly oriented towards localisation of software. They are strongly dependent for trade and production on alliances and strategic partnerships with foreign partners and a small share of technology based partnerships. There is an extensive process of industry upgrading underway, involving country and sub-region specific changes. The spillover effects are significant, through links with clients and intensive intra-industry knowledge transfer through high employment turnover and potentially high knowledge transfer from foreign to local projects. Differences between central and eastern Europe are strong in terms of degree of diversification of software supply, industrial upgrading and quality of demand. The pattern of software development in CEE differs from that in other emerging markets in the sense that it is domestic market oriented, but with an emerging export market for services. Its further growth and upgrading will be strongly dependent on the acquisition of organisational capabilities by local firms

    E-public services: the case of e-taxation in Slovenia

    The paper discuses e-taxation, one of the services offered by many governments in the world today. It argues that although this service can be developed well, according to the many benchmarking models in the world and become very familiar to members of the public , it can also be used poorly. The empirical results in the paper prove this. The case of Slovenia is presented, with a placement of Slovenia on the European map of e-government and a thorough description of the different electronic taxation services available to Slovenian citizens. Slovenia ranks above the EU average in online availability and in sophistication. The supply side of e-taxation services is then compared to the demand side and the results of different research studies and questionnaires are discussed and compared. Since e-taxation services, especially concerned with personal income tax, are still to be used more widely by Slovenian citizens, different existing approaches that have tried to correct the situation are analysed and new possibilities are suggested.e-government, e-taxation, citizens’ satisfaction, Slovenia
