    InfoInternet for Education in the Global South: A Study of Applications Enabled by Free Information-only Internet Access in Technologically Disadvantaged Areas (authors' version)

    This paper summarises our work on studying educational applications enabled by the introduction of a new information layer called InfoInternet. This is an initiative to facilitate affordable access to internet based information in communities with network scarcity or economic problems from the Global South. InfoInternet develops both networking solutions as well as business and social models, together with actors like mobile operators and government organisations. In this paper we identify and describe characteristics of educational applications, their specific users, and learning environment. We are interested in applications that make the adoption of Internet faster, cheaper, and wider in such communities. When developing new applications (or adopting existing ones) for such constrained environments, this work acts as initial guidelines prior to field studies.Comment: 16 pages, 1 figure, under review for a journal since March 201

    Towards appropriate, accessible information networks in developing communities : an assessment of selected information literacy projects and programmes in South Africa and Namibia

    The central theme of this study revolves around information delivery in a developing community. The notion of appropriate, accessible information networks is scrutinised. The Okavango region in Namibia is used as a case study of a developing, rural community. The region is underdeveloped in important spheres such as health, agriculture and education. Library and related information services are either underdeveloped or undeveloped. The region has a favourable rainfall pattern and a viable agricultural resource base. This is important for Namibia, because the country has large areas of semi-desert and desert. Although the Okavango region is vast ( some 4.6 million hectares), the majority of the population (137,000 at the 1991 census), are settled in a narrow 5-10 kilometre strip along the south bank of the Okavango river. This in itself offers challenging opportunities to improve connectivity and access to appropriate information for community development. The current situation with regard to information delivery and information literacy levels in Namibia is sketched and a detailed description of two projects striving towards appropriate, accessible information delivery given. Both projects are based in a tertiary environment, one at the University of Namibia and the other at five Western Cape tertiary institutions in South Africa. Although, essentially these projects aim at improving information delivery at a tertiary level, community outreach components are woven into the long term vision of both projects. The information literacy components of the projects described are of special significance.     The information and knowledge age is upon us due to rapid advances ininformation and communication technologies (ICTs). These new technologies arechanging the way we live and work, and they are transforming many aspects ofsocial and economic organization in ways we could have hardly imagined less thantwo decades ago. ICTs offer developing countries formidable and cost-effectivetools for accelerated development. This paper assesses the role that ICTs can playin Africa’s development with special emphasis on governance. The 21st centurychallenges for governance in Africa are reviewed. The paper summarizes the usesof ICTs in governance and discusses possible risks. It also attempts to offer ideasthat should be considered in employing ICTs for governance, and identifies keyareas for intervention by African countries and the African Development Bank. Thepaper stresses the importance of the human factor in realizing good governance,given that ICTs are only tools.

    Regional economic communities influencing policy: a study of information communications technology policy (on telecommunication) of four SADC countries

    Masters of Arts (ICT Policy and Regulation) Research ReportIn the last three decades’ information and communication technology (ICT) has been a catalyst for an unprecedented social and economic revolution. In part, the revolution can be accredited to the rapid change in technology over the years, while on the other hand it can be attributed to reform changes which include, but are not limited to, the liberalisation of the sector. Countries introduced reforms in the ICT sector via targeted policy changes which facilitated change in the sector. They either formulated policies with the objective to remedy specific issues in their environment or adopted policies guided by the regional bodies. This study evaluates the extent to which country specific ICT policies adopt recommendations made by regional bodies. The Southern African Development Community (SADC) region is used for this research with four Member States ICT policies evaluated for conformity to the SADC recommendations, specifically with respect to the SADC Protocol on Transport, Communication and Meteorology. The policies are also evaluated against policy formulating techniques recommended when formulating policies. The focus of this study is the telecommunications policies of each of the chosen Member States and policy recommendations by SADC on same. The study employed desktop research and an analysis of the relevant documentation, which were interrogated for specific content with respect to previously identified policy objectives. These were then analysed against the SADC Protocol and the policy techniques. The policy formulating techniques are to ensure the policies under analysis are not conforming to the SADC recommendation due to poor policy writing techniques, however it is imperative for the reader to note that the research is on the conformity of the Member States to the policy recommendations by SADC. It emerged from the research that the Member States in SADC, under study, adopted policy recommendations made by SADC to varying degrees. There is also evidence of the use of specific policy-formulation techniques. Countries that have some evidence of use of policy techniques have better policy as evidence by achievements of the policy objectives. In order to formulate good policy not only must the regional body provide concise policy recommendations, the Member States must be able to formulate policy that would be in line with the recommendations. Regional bodies have an influence in member state policy formulation and there are benefits to be gained by regional economic communities if they have harmonised polices supported by Mwasha (nd). It also emerged that whilst there is policy reform in the ICT sector there is a dearth of research with regards to policy analysis and evaluation of the existing policies.MT 201
