Changing the role of tutors in distance education with information and communication technologies
The Open University plans to make more extensive use of information and communications technologies (ICTs) for distance teaching and learning and for administrative contacts between students, tutors and the University's headquarters. This paper reports on a survey of the Tuition and Counselling (TAC) staff, most of whom work only partâtime for the OU. It established the extent to which TAC staff currently have access to and familiarity with ICTs and their perceived needs for training and other forms of support for its effective use. The paper discusses the possible impact on TAC staff of the greater use of new technologies in their OU work, and the organisational and pedagogic changes that may ensue

E-Learning and support tools for Information and Computer Sciences
The availability of Web 2.0 tools together with associated Open Educational Resources (OER) enables the creation of new social and collaborative learning spaces. This paper investigates student preferences (across three cohorts) in terms of openly and freely accessible Web 2.0 tools to provide a space where students can interact with each other and their tutor to discuss concerns that arise within their final year project-based learning. This intervention was planned since existing arrangements that support communication between tutor and distance learning students appeared insufficient to facilitate the necessarily intense episodes of interaction required for productive supervision. The findings suggest that different student cohorts are interested in using a variety of Web 2.0 tools. E-learning for Networked Living
Networked Living is a Level 1 course in Information and Communication Technologies (ICT) offered by the UK Open University. The first two presentation of the course, in 2005 and 2006, attracted over 3000 students between them. Networked Living introduces students to ICT concepts and issues in a range of contexts. The course adopts a blended learning approach, using printed texts, web resources, DVD and computer conferencing.
All the above media are used where appropriate to support students' learning. About 60% of the material is print-based â teaching texts, together with selected third-party articles. About 20% is web-based â using a comprehensive course web site, but also requiring students to find and use third-party sites. The remaining 20% is based on offline computer resources (e.g. spreadsheets) and collaborative activities using computer conferencing.
The course web site contains short animations, quizzes and several interactive activities where students contribute information and commentaries, and can then see the collated contributions of other students. The DVD contains longer animations, simulations and software. Computer conferencing is used for tutor-group and whole-cohort conferences, and for online tutorials, with both asynchronous and synchronous discussion. The course web site provides a new, shareable 'online journal' facility, where students can record their work for the course.

What did the Romans ever do for us? âNext generationâ networks and hybrid learning resources
Networked learning is fundamentally concerned with the use of information and communication technologies (ICT) to link people to people and resources, to support the process of learning. This paper explores some current and forthcoming changes in ICT and some potential implications of these developments for networked learning. Whilst we aim to avoid taking a technologically determinist stance, we explore the potential for future practice and how some educational and pedagogic practices are evolving to exploit and shape the digital environment. We argue that we can change both the ways in which connections between people (learners and other learners; learners and tutors) are made and the nature of the resources that learning communities (particularly distributed communities) can engage with. In doing this we draw on two strands of work. Firstly, we draw on the âIBZL Educationâ a UK Open University initiative to develop new scholarship in the context of STEM (Science, Technology, Engineering and Mathematics) through which educators are encouraged to think about technological change in the next five to ten years and ways in which we can intervene and shape these developments. We use problem-based learning as an example of a learning experience that can be difficult to implement in a networked learning environment. IBZL identified two broad strands of significant technological development. 'Superfast' broadband networks that are capable of supporting novel applications are being rolled in the UK (and elsewhere). Also, boundaries between the real and virtual worlds are becoming blurred as in the âinternet of thingsâ where, for example, RFID tags enable information about the real world to be brought into the virtual one. We use the term âartefactâ to describe designed components, whether entirely digital, such as a computer forum, or material, such as a tablet PC. Networked âhybridâ technologies of virtual and material components have may great potential for use in education.
Secondly, we illustrate how these changes may be beginning to happen in distance education using the example of TU100 My Digital Life, a new introductory Open University. . TU100 Students use an electronics board in their own homes to work on a programming problem in collaboration other students through a tutor-led tutorial in a web conferencing system. We also note some of the evident complexity that establishing such resources as part of wider infrastructures of networked learning would be likely to involve

Lyceum: internet voice groupware for distance learning
This paper describes the design, implementation and deployment of Lyceum, a groupware system providing students and tutors with real time voice conferencing and visual workspace tools, over the standard internet. Lyceum uses a Java client/server architecture to tackle a formidable set of networking requirements: multi-way voice communication with synchronous shared displays, scalable to hundreds of simultaneous users, running over normal modem connections via unknown internet service providers, on home PCs. Additionally, the design had to support multiple courses with different requirements. We describe the interdisciplinary requirements analysis, and iterative design process, by which an academic course team was able to specify and evaluate prototypes. We present the systemĂs architecture, describe the technical successes and failures from LyceumĂs first large scale deployment, and summarise its affordances for interaction and learning

Building capacity in climate change policy analysis and negotiation: methods and technologies
Capacity building is often cited as the reason âwe cannot just pour money into developing countriesâ and why so many development projects fail because their design does not address local conditions. It is therefore a key technical and political concept in international development.
Some of the poorest countries in the world are also some of the most vulnerable to the impacts of climate change. Their vulnerability is in part due to a lack of capacity to plan and anticipate the effects of climate change on crops, water resources, urban electricity demand etc. What capacities do these countries lack to deal with climate change? How will they cope? What steps can they take to reduce their vulnerability?
This innovative and high-profile research project was part of a larger project (called C3D) and conducted with non-governmental organisations in Senegal, South Africa and Sri Lanka. The research involved several participatory workshops and a questionnaire to all three research centres

Supporting undergraduate studentsâ acquisition of academic argumentation strategies through computer conferencing
Executive Summary
Background
This research grows out of work on the importance of argumentation in developingstudentsâ critical abilities. It focuses attention on how students argue in computer mediated conferences as opposed to traditionalwritten assignments, investigating the way in which argumentation is realised within the relatively new context of
computer conferencing which allows extended written discussions to take place overa period of weeks. Such text-based asynchronous conferencing is typically
characterised by features of both spoken and written modes.
Aims
The main aims of the project were:
⢠to investigate the argumentation strategies used in asynchronous text-based computer conferences;
⢠to compare the argumentation strategies developed through conferencing with those used in the writing of academic assignments;
⢠to examine the strategies used by tutors to encourage and facilitate argumentation in text-based computer conferences.
Methods
Data was collected over two years for the distance undergraduate course âPerspectives on Complementary and Alternative Medicineâ at the Open University.Qualitative data was obtained through interviews with the course chair, tutors and students, and through a student questionnaire. Assignments and computer-mediated
tutorials were collected for textual analysis, although the timing of the assignments meant that analysis has only just begun on the essay data. To analyse the argumentation in the computer conferences and assignments a method of
categorising, coding and tracking argumentative discourse was developed building on earlier work by the authors. In addition, computational searches were carried out to compare linguistic features across conference and assignment data.
Results
In tutorial conferences, student discussion tended to take the form of collaborative co-construction of an argument through exchanging information and experience to
substantiate a position. However, students were also prepared to challenge other viewpoints. In both cases, they frequently drew on personal and professional
experience to support argument claims. The use of these strategies suggests that text-based conferencing lends itself to the collective combining of diverse sources of
information, experiences and ideas.
Conference discussions were often personalised with fewer explicit logical links marking argument structure. They were also marked by complexity of argument strands, many of which reached no conclusion. Preliminary analysis of argumentation in assignments suggests that this did not, however, adversely affect studentsâ ability to create a more traditional, linear argument in their essays. Further analysis will be undertaken to compare argumentation strategies across the two sets of data. Tutors expressed concern about levels of participation in the tutorial conferences, which varied quite considerably. They also felt uncertain about their own knowledge of appropriate pedagogic strategies which would encourage students to participate in a collaborative yet critical way, and tended to rely on strategies from face-to-face teaching. Analysis of the conference discussion showed that tutors made fewer claims than students and were also less likely to provide information in support of their claims. There was, therefore, little modelling by tutors of the basic type of argumentation that would be expected in formal written assignments.Despite these concerns, student responses indicated that having a tutor and a group
of peers to interact with, or just to observe, was valued as a supportive feature of this form of distance learning. No clear picture arose of how to make conferencing more
interactive for more students, and this reinforces the sense gained from the tutor interviews of the difficulty of proposing a model of tutoring in computer conferences
that will necessarily engage all students or raise the level of discussion and debate.
Conclusions
Our study suggests that text-based conferencing has an important role to play in developing studentsâ argumentation strategies and understanding of academic
discourse and conventions. In view of its hybrid nature, somewhere between spontaneous speech and formal academic writing, course designers and tutors should aim to take advantage of both aspects â on the one hand, the informal
dialogic exchange of opinions and co-construction of knowledge, and on the other,the opportunity for consolidation, reflection and re-positioning.
Our findings reinforce the view that studentsâ willingness to exchange ideas freely and openly is partly a consequence of how personally engaged, at ease and
confident students feel with one another and their tutor. In particular, it seems that there is a role for the interpersonal and, to some extent, the chat and the frivolity, which in some other studies discussed in the literature review have been regarded as negative influences.
Recommendations
To facilitate studentsâ development of argumentation and learning more generally,tutors need greater awareness of the ways in which academic argumentation operates in computer conferencing as compared to written assignments. Since pedagogic strategies developed in other contexts may not transfer well to computer conferencing, there is a need for targeted professional development, focussing in
particular on:
⢠Choosing topics for discussion and designing effective task prompts;
⢠Supporting weaker students;
⢠Encouraging challenging of ideas;
⢠Finding the right tone to facilitate peer discussions.
Some specific suggestions are made within the report, but our recommendations at this stage remain tentative as we still have to complete the analysis of the assignment data and draw conclusions about the impact of the computer
conferencing on the quality of written argumentation within this more formal context

Using asynchronous discussion tools in engineering education
This paper considers a number of uses of asynchronous discussion in engineering education, highlighting the benefits to learners and the issues which need to be considered. The main context is the use of computer conferencing by distance learners of technology at the UK Open University. The paper focuses on two courses where computer conferencing has been used in different ways: for optional peer support; and for assessed group activities. A number of questions about the use of asynchronous discussion are considered in the light of experience from these two contexts. The paper also indicates where more research is needed, considers how this research might be carried out, and discusses the difficulties involved
