Optimal channel allocation with dynamic power control in cellular networks
Techniques for channel allocation in cellular networks have been an area of
intense research interest for many years. An efficient channel allocation
scheme can significantly reduce call-blocking and calldropping probabilities.
Another important issue is to effectively manage the power requirements for
communication. An efficient power control strategy leads to reduced power
consumption and improved signal quality. In this paper, we present a novel
integer linear program (ILP) formulation that jointly optimizes channel
allocation and power control for incoming calls, based on the
carrier-to-interference ratio (CIR). In our approach we use a hybrid channel
assignment scheme, where an incoming call is admitted only if a suitable
channel is found such that the CIR of all ongoing calls on that channel, as
well as that of the new call, will be above a specified value. Our formulation
also guarantees that the overall power requirement for the selected channel
will be minimized as much as possible and that no ongoing calls will be dropped
as a result of admitting the new call. We have run simulations on a benchmark
49 cell environment with 70 channels to investigate the effect of different
parameters such as the desired CIR. The results indicate that our approach
leads to significant improvements over existing techniques.Comment: 11 page
Regulating Search Warrant Execution Procedure for Stored Electronic Communications
Electronic communication services, from email, to social media, tomessaging applications, have not only dramatically changed daily life but have also had a profound impact on criminal investigations and procedure.The often large volume of electronically stored information has led to a two-step process for search warrant execution, codified in Federal Criminal Procedure Rule 41. When conducting a search pursuant to Rule 41, law enforcement often retains both responsive items—materials that fall within the scope of the warrant—and nonresponsive materials—intermingled items that can be searched, but ultimately exceed the scope of the warrant. This possession of nonresponsive material creates a tension between the account holder’s privacy interests and the government’s ability to conduct an effective search.Courts and scholars have implemented and proposed a range of approaches for search warrant execution inlight of concerns about sweeping general searches and the practicalities of searching electronically stored information. This Note examines these approaches to regulate search warrant execution procedure in the context of stored electronic communications. This Note also discusses the strengths and shortcomings of these various mechanisms and concludes that Rule 41 should be amended to provide standards for the retention and use of nonresponsive material
Perceptions of gender balance of IS journal editorial positions
An analysis of 18,854 editorial positions on IS journals was undertaken to examine the perceived gender balance of those positions as an indication of their contribution towards a positive role model for females considering an IS academic career. The nature and extent of perceived gender balance is examined in terms of overall composition of editorial positions, journal prestige and the specific area within IS covered by a journal. The results indicate that perceived gender balance of editorial positions reflects that of ICT academia generally, and that female representation appears to be concentrated in journals covering areas that are traditionally seen as female occupations, e.g., health, education, librarianship. As such, little or no encouragement is given to females considering an IS academic career.<br /
Physical Multi-Layer Phantoms for Intra-Body Communications
This paper presents approaches to creating tissue mimicking materials that
can be used as phantoms for evaluating the performance of Body Area Networks
(BAN). The main goal of the paper is to describe a methodology to create a
repeatable experimental BAN platform that can be customized depending on the
BAN scenario under test. Comparisons between different material compositions
and percentages are shown, along with the resulting electrical properties of
each mixture over the frequency range of interest for intra-body
communications; 100 KHz to 100 MHz. Test results on a composite multi-layer
sample are presented confirming the efficacy of the proposed methodology. To
date, this is the first paper that provides guidance on how to decide on
concentration levels of ingredients, depending on the exact frequency range of
operation, and the desired matched electrical characteristics (conductivity vs.
permittivity), to create multi-layer phantoms for intra-body communication
applications
Development of the Web Users Self-Efficacy scale (WUSE)
The aim of this research was to develop a scale that could evaluate an individuals confidence in using the Internet. Web-based resources are becoming increasingly important within higher education and it is therefore vital that students and staff feel confident and competent in the access, provision, and utilisation of these resources. The scale developed here represents an extension of previous research (Cassidy & Eachus, 2002) that developed a measure of self-efficacy in the context of computer use. An iterative approach was used in the development of the Web User Self-Efficacy scale (WUSE) and the participants were recruited from the student body of a large University
in the North West of the United Kingdom, and globally via a web site set up for this purpose. Initial findings suggest that the scale has acceptable standards of reliability and validity though work is continuing to refine the scale and improve the psychometric properties of the tool
