    An Overview of 2014 SBIR Phase 1 and Phase 2 Air-Breathing Propulsion

    NASA's Small Business Innovation Research (SBIR) program focuses on technological innovation by investing in development of innovative concepts and technologies to help NASA mission directorates address critical research needs for Agency programs. This report highlights nine of the innovative SBIR 2014 Phase I and Phase II projects that emphasize one of NASA Glenn Research Center's six core competencies-Air-Breathing Propulsion. The technologies cover a wide spectrum of applications such as development of X-ray computed tomography (CT) imaging method for the measurement of complex 3D ice shapes, phased array techniques for low signal-to-noise ratio wind tunnels, compact kinetic mechanisms for petroleum-derived and alternative aviation fuels, and hybrid electric propulsion systems for a multirotor aircraft. Each featured technology describes an innovation, technical objective, and highlights NASA commercial and industrial applications. This report provides as an opportunity for NASA engineers, researchers, and program managers to learn how NASA SBIR technologies could help their programs and projects, and lead to collaborations and partnerships between the small SBIR companies and NASA that would benefit both

    An Examination of Technology Strategies for the Integration of Bioinformatics in Pharmaceutical R&D Processes

    Bioinformatics is the use of computers for the storage, recall and analysis of data derived from scientific research aimed at providing answers to biological questions. Increasingly pharmaceutical firms are choosing to incorporate bioinformatics into their drug research and development (R&D) programs. Based on examination of recent literature and case studies of a cross section of the pharmaceutical industry and research community, this research concludes the following key points: Bioinformatics has been widely accepted as a new core competency for pharmaceutical research. Pharmaceutical firms are broadening their competencies to different extents to access new technologies. Integrated bioinformatics systems are systemic innovations and require strong in-house capabilities, however bioinformatics tools may also be used in an autonomous manner. Thus two groups of industrial users are emerging: those who use bioinformatics tools piecemeal and those who are attempting to integrate these tools into systems. Integration poses a complex set of technical and organisational problems, but may enable high throughput programs for drug discovery that optimise resources more effectively and thus provide competitive advantages. Such integrated systems must be tailor-made and are possible only through gaining competencies that are difficult to replicate.     The purpose of this chapter is to discuss some of the main features and trends in human resources (HR) strategy. Inasmuch as people are among the most important resources available to firms, one could argue that HR strategy should be central to any debate about how firms achieve competitive advantage. But this “people are our most important asset” argument is actually fairly hollow in light of the evidence. Far too many articles on HR start with this premise, but the reality is that organizations have historically not rested their fortunes on human resources. The HR function remains among the least influential in most organizations, and competitive strategies have not typically been based on the skills, capabilities, and behaviors of employees. In fact, as Snell, Youndt and Wright (1996:62) noted, in the past executives have typically tried to “take human resources out of the strategy equation--i.e., by substituting capital for labor where possible, and by designing hierarchical organizations that separate those who think from those who actually do the work.

    An integrated new product development model for the Turkish electronics industry

    The aim of this study is to report on an integrated model of new product development (NPD) and the analysis of factors, which have a significant effect on new product development success. First, an integrated NPD model based on past research findings and suggestions of several researchers is built. A three-step model is constructed and is tested through a series of statistical tests and analysis.     This paper aims at exploring the dynamics of industrial R&D activities in large companies. Through the use of four case studies of the largest R&D centers of Italian firms operating in different industrial sectors (telecommunications, automotive, rubber and plastics, and semiconductors), we try and compare the different approaches that private R&D centers have chosen in the recent past, to face the challenges of growing complexity in their research areas and increasing constraints in budgets devoted to R&D activities. The difficulties Italian companies face in the management of their R&D investments have to do with the specificities of a fairly weak national innovation system as well as with challenges that are common to other national and industrial contexts.

    Organizational adaptation and transformative change management in technology-based organizations is explored in the context of collaborative alliances. A Re-reengineering approach is outlined in which a new Competitive Adaptability Five-Influences Analysis approach under conditions of collaborative alliance, is described as an alternative to Porter’s Five-Forces Competitive Rivalry Analysis model. Whilst continuous change in technology and the associated effects of technology shock (Dedola & Neri, 2006; Christiano, Eichenbaum & Vigfusson, 2003) are not new constructs, the reality of the industrial age was and is a continuing reduction in timeline for relevance and lifetime for a specific technology and the related skills and expertise base required for its effective implementation. This, combined with increasing pressures for innovation (Tidd & Bessant, 2013) and at times severe impacts from both local and global economic environments (Hitt, Ireland & Hoskisson, 2011) raises serious challenges for contemporary management teams seeking to strategically position a company and its technology base advantageously, relative to its suppliers, competitors and customers, as well as in predictive readiness for future technological change and opportunistic adaptation. In effect, the life-cycle of a technology has become typically one of disruptive change and rapid adjustment, followed by a plateau as a particular technology or process captures and holds its position against minor challenges, eventually to be displaced by yet another alternative (Bower & Christensen, 1995)

    The potential contribution of small firms to innovation in the built environment.

    The methods by which small firms overcome the disadvantages of their size to implement innovation on construction projects are examined here through five case studies. It is found that such methods include working with advanced clients, prioritising relationship-building strategies and using patents to protect intellectual property. Key obstacles to innovation implementation by small firms on construction projects are found to be bias in the allocation of government business assistance and regulatory inefficiencies under federal systems of government. The study’s findings derive from a theoretical framework which emphasises firm capabilities and environment, and innovation typologies. Further research is recommended into the impact of government assistance and regulation on small innovative construction firms

    An integrated core competence evaluation framework for portfolio management in the oil industry

    Drawing upon resource-based theory, this paper presents a core competence evaluation framework for managing the competence portfolio of an oil company. It introduces a network typology to illustrate how to form different types of strategic alliance relations with partnering firms to manage and grow the competence portfolio. A framework is tested using a case study approach involving face-to-face structured interviews. We identified purchasing, refining and sales and marketing as strong candidates to be the core competencies. However, despite the company's core business of refining oil, the core competencies were identified to be their research and development and performance management (PM) capabilities. We further provide a procedure to determine different kinds of physical, intellectual and cultural resources making a dominant impact on company's competence portfolio. In addition, we provide a comprehensive set of guidelines on how to develop core competence further by forging a partnership alliance choosing an appropriate network topology
