    A PALplus-Compatible HDTV Encoder System

The paper presents a new implementation for realising PALplus signals from high-definition television (HDTV) transmissions. A proposed encoder design is introduced, which decomposes the HDTV input into two separate channels, the first of which subsamples the input signal to produce the standard resolution TV signal, and the second derives a digitally compressed residual component. The problems of non-uniform line structure due to the decimation of an interlaced signal are addressed, as are the visible distortions caused by aliasing and cross-talk effects, with appropriate solutions presented. Finally the important issues of colour enhancement and the composition of the compatible signal are briefly discusse

Perfect reconstruction filter banks for HDTV representation and coding

subband decompisition of HDTV signlas is important both for representation purpose (to create compatible subchannels) and fro coding (several proposed compression schemes include some subband division). We first review perfect reconstruction filter banks in multiple dimensions in the contest of arbitrary sampling patterns. Then we concentrate on the special case of quincunx substampling and derive filter banks to go from processing to interlaced scanning (with a highpass which contains deinterlacing information) as well as from interlaced to progressive. We apply this decompisition to a sequence and indicate bitrates

A reduced reference video quality assessment method for provision as a service over SDN/NFV-enabled networks

139 p.The proliferation of multimedia applications and services has generarted a noteworthy upsurge in network traffic regarding video content and has created the need for trustworthy service quality assessment methods. Currently, predominent position among the technological trends in telecommunication networkds are Network Function Virtualization (NFV), Software Defined Networking (SDN) and 5G mobile networks equipped with small cells. Additionally Video Quality Assessment (VQA) methods are a very useful tool for both content providers and network operators, to understand of how users perceive quality and this study the feasibility of potential services and adapt the network available resources to satisfy the user requirements
