Facilitating Telecommuting as a Means of Congestion Reduction, MTI Report 09-14
Walls, Safirova and Jiang (2007) note the paucity of studies that examine telecommuting among individuals across organizations and studies that compare telecommuters with non-telecommuters. This study responds to this call by gaining a deeper understanding of telecommuting patterns and adoption behavior through an examination of perceived obstacles and facilitators of telecommuting. The study involved data collection using survey methodology, focus groups, and archival data collection. Respondents include telecommuters and non-telecommuters as well as supervisors from a wide variety of organizations. The study also included collecting benchmarking data regarding telecommuting policies and practices of companies in Silicon Valley in an attempt to understand factors that impact telecommuting

Face-to-face or distance training? Two different approaches to motivate SMEs to learn - an update
In the past, too many government-sponsored initiatives have presented learning resources that have been wasted because the target small business audience has failed to make use of them. This paper explores the issue of offering learning materials to small and medium-sized enterprises (SMEs) in a manner that recognizes their working environment, mode of operation and preferred learning methods. It then outlines methods currently being tested in the UK and Ireland, and indicates preliminary findings. The two methodologies are different in that the UK (LSSB - Learning Support for Small Businesses) programme is aimed at distance learning in primarily small businesses, whilst the Irish (University of Limerick and Limerick City Enterprise Board) programme is aimed at face-to-face learning primarily in micro-enterprises. “You’re Nobody ‘til Somebody Loves You”: The Use of Job Search for Bargaining Leverage
The purpose of this research is to investigate a previously overlooked yet important objective for an employee engaging in job search – seeking alternative employment to obtain leverage against the current employer. We focus specifically on how employees conduct job search to obtain leverage, and then turn to the question of what motivates employees to adopt this objective. Using a sample of high-level managers, our results indicate the leverage-seeking job search predicts both preparatory and active search beyond the more traditional reason for engaging in job search (i.e., to change jobs). However, as expected, leverage-seeking search was a weaker predictor of the job search processes compared to searching to leave and was not significantly related to job satisfaction. Hierarchical level, perceived alternatives, financial independence, and the meaning attached to money significantly predicted leverage-seeking search, while compensation level, equity, and career plateau showed little effect. Implications for practice and future research on job search and employee retention more generally are discussed
The Profiles of Software Pirates among Tertiary Institutions in Singapore
The study seeks to examine the perception of software piracy as well as to discover its underlying factors among Singapore’s three university communities. Some five hundred responses were gathered from students and staff. By means of cluster analysis and factor analysis, the results identify three clusters of pirate profiles as influenced by factors such as attitudes towards software publishers, general acceptance, convenience, and ethics. The decision tree method links each pirate profile to demographic and computer-related variables. It shows that while age is negatively related to software piracy, computer experience and computer usage demonstrates an ambiguous relationship to software piracy respectively. Further, the undergraduate students tend to be pirates more often than university employees, and the Malays tend to be less frequent pirates as compared to other races. It is hoped that the study will help the relevant policy makers to develop better strategies to protect and to enforce the intellectual property rights among the universities as well as in an increasingly knowledge-based economy such as Singapore.Software Piracy; Software Policy; Protection and Enforcement of Intellectual Property Rights; Cluster Analysis; Factor Analysis.

From its custodial role in the newly independent country, the public sector had changed and taken an active role in the country’s economic development. However, since 1980s onwards, the philosophy and techniques of New Public Management (NPM) have been implemented in Malaysia.This again transformed the public sector from being an engine of economic growth to become a facilitator to the private sector and service provider to the public. A comparative analysis of graduate employment prospects in European labour markets:a study of graduate recruitment in four countries
The aim of this paper is to provide a comparative analysis of higher education and the graduate labour markets in selected European countries (France, Germany, Spain and United Kingdom) in the context of the expectations of graduates and prospective employers, and respective recruitment and selection practices. Expectations of graduating students from a number of European collaborating universities are sought and analysed in order to find out about a match between the knowledge and skills of graduates and the needs of European employers. The study examines the process of graduate recruitment, employee and employer expectations, and the role of higher education institutions in meeting such expectations. Primary data was gathered from 252 employers and 485 final year (graduating) students through the use of questionnaires. The analysis of the data collected has revealed different approaches to but similar methods of graduate recruitment between the four countries. Despite the current differences in higher education systems and labour market trends, the expectations of employers and graduating students are more similar than different. It is concluded that EU graduates will have good employment prospects in an integrated labour market
