    Trends in Russian research output indexed in Scopus and Web of Science

    Trends are analysed in the annual number of documents published by Russian institutions and indexed in Scopus and Web of Science, giving special attention to the time period starting in the year 2013 in which the Project 5-100 was launched by the Russian Government. Numbers are broken down by document type, publication language, type of source, research discipline, country and source. It is concluded that Russian publication counts strongly depend upon the database used, and upon changes in database coverage, and that one should be cautious when using indicators derived from WoS, and especially from Scopus, as tools in the measurement of research performance and international orientation of the Russian science system.Comment: Author copy of a manuscript accepted for publication in the journal Scientometrics, May 201

    Cooperation in R&D as a leading indicator of innovative activity growth

    Purpose: The article is focused on new trends in cooperation activity in research and development in the manufacturing industries of Russia. Various types of cooperation are considered, special attention is paid to research organizations and universities. Design/Methodology/Approach: In the context of this issue, it seems necessary to consider the conceptual framework and information basis for the analysis of scientific activity, to study the problems of scientific and technical cooperation, based on the works of foreign and domestic scientists and to develop indicators of cooperative activities. Finding: Authors proposed to rank the regions of Russia by the level of cooperation activity based on a specially developed hidden indicator. Comparison of the results obtained with regional layers of the costs of R&D suggests that joint research and development activities are typical for those regions that pay considerable attention to development of science. Ranking regions of Russia in terms of cooperative activity allowed identifying the leaders and outsiders of this process. Practical implications: The results of the study can be used in the development of measures of regional development of the country in the implementation of R&D.     Former Socialist Economies and the Undergraduate Curriculum

    The authors report on the results of a survey of current undergraduate instruction on the socialist economic system and post-socialist economies. Based on responses from eighty colleges and universities, they evaluate how course offerings and content have changed in light of the momentous developments of the past decade. The evidence is then used to comment on trends and potential future developments in classes on comparative economic systems and transition economies. Although undergraduate offerings in these areas have arrived at a short-run equilibrium, there are good reasons to believe that the structure of the courses should soon be re-thought.college teaching, socialist systems, transition economies

    Russian perspectives of online learning technologies in higher education: An empirical study of a MOOC

    There has been a rapid growth of massive open online courses (MOOCs) in the global education market in the last decade. Online learning technologies are becoming increasingly widespread in the non-formal education sector and in higher and supplementary vocational education. The use of MOOCs in Russia to support the delivery of educational programmes at university level opens opportunities in terms of expanding the educational choice for students, the development of virtual academic mobility, reduction in the cost of educational services, and improvement in the accessibility of education. However, the effectiveness of using different online learning technologies at university level, and the consequences of their widespread adoption, has not been sufficiently explored. In this research study, a comparative analysis is made of the effects of different online learning models on student educational outcomes in a university setting. A study was undertaken in which different groups of students at the Ural Federal University, Russia, were encouraged to study technical and humanities disciplines using a framework of blended learning, and online learning with tutoring support. The results of the study were compared with the results of a reference (control) group of students who studied the same disciplines in a traditionally taught model. It was found that both models (blended and online) of MOOC implementation demonstrated greater learning gains, in comparison with the traditional model. For engineering and technical disciplines, there was no statistically significant difference between blended or online learning technologies. For the humanities discipline, where the communicative component of the learning process was significant, the blended learning technology produced better results. Conclusions of this empirical research may be useful for heads of educational organizations and teachers in helping them to make strategic decisions about the modernization of university courses by increasing the effectiveness of the implementation of new educational technologies.     Bologna changes in MA degree programmes. Convergence of the public administration programmes in South-Eastern Europe

    The provisions of Bologna Declaration are ongoing implemented in several South- Eastern European states, members or non members of the European Union. For most states, important restructuring processes for the legal framework and organisation system of higher education were imperative. At the same time, the content of the programmes for all the three cycles was revised in order to follow closely the finalities stipulated in the European documents, substantiating the European Higher Education Area. In this context, the current paper aims to carry out the comparative analysis for the actual level attained by the mentioned states in implementing Bologna Process, with special attention towards higher education in the area of public administration. Research teams, led by the author of this paper have analysed the degree of curricular compatibility of the Bachelor programmes from various European states. This time, the research will focus on describing the process of convergence related to the delivery modalities and the content of the Master programmes in the area of public administration, corresponding to the second cycle of Bologna system.     Conceptual foundations of transition to the non-linear models of higher education in the region

    The subject matter of the analysis is the non-linear characteristics of the new model of higher education in relation to its resources and risk environment. The purpose of this article is to prove the need and the possibility of transition to the non-linear model of higher education in the region on the basis of theoretical positions and the results of the study of non-linear socio-economic processes. In this connection, the socio-economic factors of such transition are characterized; the objective necessity of its implementation in the context of the economic and social uncertainty of a particular region, which is Ural Federal District, is shown. A new type of relationship between universities and their social partners is considered. The need for the change of interactions between educational communities; reliance on the use of a new wide range of economic, social and spiritual resources; the constant search for new mechanisms, educational programs, relations with the external environment, management decisions are argued. Ural Federal District is shown as one of the most advanced regions of the Russian Federation not only in the sphere of the economy, social and cultural life, but also in the sphere of higher education. This circumstance is related to the constant, intensive search for innovative approaches to the modernization of higher education in the region, including the formation of its non-linear model. The presented situation forms the basis of the hypothesis that the non-linear model of higher education can ensure its competitiveness in the global educational space, to enhance its role in the society and specific regions of the country and to turn it to a locomotive of the socio-economic and socio-cultural development. The study is based on an interdisciplinary methodology, including the potential of theoretical sociology, sociology of education, economic sociology, management theory, regional economy.     The development of computer science research in the People's Republic of China 2000-2009: A bibliometric study

    This paper reports a bibliometric study of the development of computer science research in the People's Republic of China in the 21st century, using data from the Web of Science, Journal Citation Reports and CORE databases. Focusing on the areas of data mining, operating systems and web design, it is shown that whilst the productivity of Chinese research has risen dramatically over the period under review, its impact is still low when compared with established scientific nations such as the USA, the UK and Japan. The publication and citation data for China are compared with corresponding data for the other three BRIC nations (Brazil, Russian and India). It is shown that China dominates the BRIC nations in terms of both publications and citations, but that Indian publications often have a greater individual impact. © The Author(s) 2012

    Responses of Private and Public Schools to Voucher Funding: The Czech and Hungarian Experience

    A state monopoly in schooling followed the collapse of communism in Central Europe. The centrally planned system was abandoned. Systems comparable with educational voucher scheme, also known as school choice system, were introduced in the Czech Republic and Hungary in the early 1990s. The newly established system of school financing allocates public funds according to the number of students enrolled in a school. Accredited non-state schools, private and religious, are also eligible for public subsidies. The scope and the form of these reforms represent a unique opportunity to test conflicting hypotheses of proponents and opponents of the voucher scheme. In this empirical analysis, we test fundamental theoretical predictions of the voucher model. Specifically, we test: i) whether non-state schools are established at locations where the supply of educational opportunities provided by state schools is low or of low quality, ii) whether state and non-state schools in such a system respond to changes in demand for education, and iii) whether state schools respond to competition from non-state schools. We use detailed school level data on the whole population of schools and data on regional conditions. In our econometric model we estimate education value added, instead of relying on absolute quality of school graduates. We find that non-state schools emerge at locations with excess demand and lower quality state schools. We also find that greater competition from non-state schools creates incentives for state schools with the result that state schools slightly improve the quality of educational inputs used and significantly improve their output, quality of graduates. As concerns the technical schools, we find that non-state schools react to regional labor market conditions in terms of technical branch premium and unemployment rate. We do not find such reactions to market signals by state schools.     Higher education corruption in the world media: Prevalence, patterns, and forms

    Corruption in higher education is a newly emerging topic in the field of education research. There is a phenomenal growth in the number of media reports on corruption in higher education over the last decade. However, the rigorous systematic research on education corruption is virtually nonexistent. This paper considers corruption in higher education as reflected in the world media, including such aspects of corruption as its prevalence, patterns, and dominating forms. It follows publications in the specialized and the non-specialized media outlets in the United States, the United Kingdom, and the Russian Federation. The publications are grouped depending on the particular problem they address. This criterion has been chosen as best addressing the issue of corruption internationally. Socio-economic context of educational reforms and changes in each country leaves its print on major forms of corruption in higher education. The findings help to determine which aspects of corruption in higher education should be given more consideration in the future research and which ones might be prioritized, as well as how the national systems of higher education can be improved.corruption, higher education, media, Russia, UK, US

    Managing stimulation of regional innovation subjects’ interaction in the digital economy

    The reported study was funded by RFBR according to the research project No. 18-01000204_a, No. 16-07-00031_a, No. 18-07-00975_a.Purpose: The article is devoted to solving fundamental scientific problems in the scope of the development of forecasting modeling methods and evaluation of regional company’s innovative development parameters, synthesizing new methods of big data processing and intelligent analysis, as well as methods of knowledge eliciting and forecasting the dynamics of regional innovation developments through benchmarking. Design/Methodology/Approach: For regional economic development, it is required to identify the mechanisms that contribute to (or impede) the innovative economic development of the regions. The synergetic approach to management is based on the fact that there are multiple paths of IS development (scenarios with different probabilities), although it is necessary to reach the required attractor by meeting the management goals. Findings: The present research is focused on obtainment of new knowledge in creating a technique of multi-agent search, collection and processing of data on company’s innovative development indicators, models and methods of intelligent analysis of the collected data. Practical Implications: The author developed recommendations before starting the process of institutional changes in a specific regional innovation system. The article formulates recommendations on the implementation of institutional changes in the region taking into account the sociocultural characteristics of the region’s population.
