    Floods are a devastating natural calamity that may seriously harm both infrastructure and people. Accurate flood forecasts and control are essential to lessen these effects and safeguard populations. By utilizing its capacity to handle massive amounts of data and provide accurate forecasts, deep learning has emerged as a potent tool for improving flood prediction and control. The current state of deep learning applications in flood forecasting and management is thoroughly reviewed in this work. The review discusses a variety of subjects, such as the data sources utilized, the deep learning models used, and the assessment measures adopted to judge their efficacy. It assesses current approaches critically and points out their advantages and disadvantages. The article also examines challenges with data accessibility, the interpretability of deep learning models, and ethical considerations in flood prediction. The report also describes potential directions for deep-learning research to enhance flood predictions and control. Incorporating uncertainty estimates into forecasts, integrating many data sources, developing hybrid models that mix deep learning with other methodologies, and enhancing the interpretability of deep learning models are a few of these. These research goals can help deep learning models become more precise and effective, which will result in better flood control plans and forecasts. Overall, this review is a useful resource for academics and professionals working on the topic of flood forecasting and management. By reviewing the current state of the art, emphasizing difficulties, and outlining potential areas for future study, it lays a solid basis.     The Globalization of Artificial Intelligence: African Imaginaries of Technoscientific Futures

    Imaginaries of artificial intelligence (AI) have transcended geographies of the Global North and become increasingly entangled with narratives of economic growth, progress, and modernity in Africa. This raises several issues such as the entanglement of AI with global technoscientific capitalism and its impact on the dissemination of AI in Africa. The lack of African perspectives on the development of AI exacerbates concerns of raciality and inclusion in the scientific research, circulation, and adoption of AI. My argument in this dissertation is that innovation in AI, in both its sociotechnical imaginaries and political economies, excludes marginalized countries, nations and communities in ways that not only bar their participation in the reception of AI, but also as being part and parcel of its creation. Underpinned by decolonial thinking, and perspectives from science and technology studies and African studies, this dissertation looks at how AI is reconfiguring the debate about development and modernization in Africa and the implications for local sociotechnical practices of AI innovation and governance. I examined AI in international development and industry across Kenya, Ghana, and Nigeria, by tracing Canada’s AI4D Africa program and following AI start-ups at AfriLabs. I used multi-sited case studies and discourse analysis to examine the data collected from interviews, participant observations, and documents. In the empirical chapters, I first examine how local actors understand the notion of decolonizing AI and show that it has become a sociotechnical imaginary. I then investigate the political economy of AI in Africa and argue that despite Western efforts to integrate the African AI ecosystem globally, the AI epistemic communities in the continent continue to be excluded from dominant AI innovation spaces. Finally, I examine the emergence of a Pan-African AI imaginary and argue that AI governance can be understood as a state-building experiment in post-colonial Africa. The main issue at stake is that the lack of African perspectives in AI leads to negative impacts on innovation and limits the fair distribution of the benefits of AI across nations, countries, and communities, while at the same time excludes globally marginalized epistemic communities from the imagination and creation of AI

    Beam scanning by liquid-crystal biasing in a modified SIW structure

    A fixed-frequency beam-scanning 1D antenna based on Liquid Crystals (LCs) is designed for application in 2D scanning with lateral alignment. The 2D array environment imposes full decoupling of adjacent 1D antennas, which often conflicts with the LC requirement of DC biasing: the proposed design accommodates both. The LC medium is placed inside a Substrate Integrated Waveguide (SIW) modified to work as a Groove Gap Waveguide, with radiating slots etched on the upper broad wall, that radiates as a Leaky-Wave Antenna (LWA). This allows effective application of the DC bias voltage needed for tuning the LCs. At the same time, the RF field remains laterally confined, enabling the possibility to lay several antennas in parallel and achieve 2D beam scanning. The design is validated by simulation employing the actual properties of a commercial LC medium

Even with the most complex and advanced technologies, current image acquisition systems do not permit a reliable identification of the skin lesion by visual examination due to the challenging structure of the malignancy. This promotes the need for the implementation of automatic skin lesion segmentation methods in order to assist in physicians’ diagnostic when determining the lesion's region and to serve as a preliminary step for the classification of the skin lesion. Accurate and precise segmentation is crucial for a rigorous screening and monitoring of the disease's progression. For the purpose of the commented concern, the present project aims to accomplish a state-of-the-art review about the most predominant conventional segmentation models for skin lesion segmentation, alongside with a market analysis examination. With the rise of automatic segmentation tools, a wide number of algorithms are currently being used, but many are the drawbacks when employing them for dermatological disorders due to the high-level presence of artefacts in the image acquired. In light of the above, three segmentation techniques have been selected for the completion of the work: level set method, an algorithm combining GrabCut and k-means methods and an intensity automatic algorithm developed by Hospital Sant Joan de Déu de Barcelona research group. In addition, a validation of their performance is conducted for a further implementation of them in clinical training. The proposals, together with the got outcomes, have been accomplished by means of a publicly available skin lesion image database

    The role of artificial intelligence-driven soft sensors in advanced sustainable process industries: a critical review

    With the predicted depletion of natural resources and alarming environmental issues, sustainable development has become a popular as well as a much-needed concept in modern process industries. Hence, manufacturers are quite keen on adopting novel process monitoring techniques to enhance product quality and process efficiency while minimizing possible adverse environmental impacts. Hardware sensors are employed in process industries to aid process monitoring and control, but they are associated with many limitations such as disturbances to the process flow, measurement delays, frequent need for maintenance, and high capital costs. As a result, soft sensors have become an attractive alternative for predicting quality-related parameters that are ‘hard-to-measure’ using hardware sensors. Due to their promising features over hardware counterparts, they have been employed across different process industries. This article attempts to explore the state-of-the-art artificial intelligence (Al)-driven soft sensors designed for process industries and their role in achieving the goal of sustainable development. First, a general introduction is given to soft sensors, their applications in different process industries, and their significance in achieving sustainable development goals. AI-based soft sensing algorithms are then introduced. Next, a discussion on how AI-driven soft sensors contribute toward different sustainable manufacturing strategies of process industries is provided. This is followed by a critical review of the most recent state-of-the-art AI-based soft sensors reported in the literature. Here, the use of powerful AI-based algorithms for addressing the limitations of traditional algorithms, that restrict the soft sensor performance is discussed. Finally, the challenges and limitations associated with the current soft sensor design, application, and maintenance aspects are discussed with possible future directions for designing more intelligent and smart soft sensing technologies to cater the future industrial needs

    Reinforcement Learning Empowered Unmanned Aerial Vehicle Assisted Internet of Things Networks

    This thesis aims towards performance enhancement for unmanned aerial vehicles (UAVs) assisted internet of things network (IoT). In this realm, novel reinforcement learning (RL) frameworks have been proposed for solving intricate joint optimisation scenarios. These scenarios include, uplink, downlink and combined. The multi-access technique utilised is non-orthogonal multiple access (NOMA), as key enabler in this regime. The outcomes of this research entail, enhancement in key performance metrics, such as sum-rate, energy efficiency and consequent reduction in outage. For the scenarios involving uplink transmissions by IoT devices, adaptive and tandem rein forcement learning frameworks have been developed. The aim is to maximise capacity over fixed UAV trajectory. The adaptive framework is utilised in a scenario wherein channel suitability is ascertained for uplink transmissions utilising a fixed clustering regime in NOMA. Tandem framework is utilised in a scenario wherein multiple-channel resource suitability is ascertained along with, power allocation, dynamic clustering and IoT node associations to NOMA clusters and channels. In scenarios involving downlink transmission to IoT devices, an ensemble RL (ERL) frame work is proposed for sum-rate enhancement over fixed UAV trajectory. For dynamic UAV trajec tory, hybrid decision framework (HDF) is proposed for energy efficiency optimisation. Downlink transmission power and bandwidth is managed for NOMA transmissions over fixed and dynamic UAV trajectories, facilitating IoT networks. In UAV enabled relaying scenario, for control system plants and their respective remotely deployed sensors, a head start reinforcement learning framework based on deep learning is de veloped and implemented. NOMA is invoked, in both uplink and downlink transmissions for IoT network. Dynamic NOMA clustering, power management and nodes association along with UAV height control is jointly managed. The primary aim is the, enhancement of net sum-rate and its subsequent manifestation in facilitating the IoT assisted use case. The simulation results relating to aforesaid scenarios indicate, enhanced sum-rate, energy efficiency and reduced outage for UAV-assisted IoT networks. The proposed RL frameworks surpass in performance in comparison to existing frameworks as benchmarks for the same sce narios. The simulation platforms utilised are MATLAB and Python, for network modeling, RL framework design and validation

    Federated Learning for Medical Image Analysis: A Survey

    Machine learning in medical imaging often faces a fundamental dilemma, namely the small sample size problem. Many recent studies suggest using multi-domain data pooled from different acquisition sites/datasets to improve statistical power. However, medical images from different sites cannot be easily shared to build large datasets for model training due to privacy protection reasons. As a promising solution, federated learning, which enables collaborative training of machine learning models based on data from different sites without cross-site data sharing, has attracted considerable attention recently. In this paper, we conduct a comprehensive survey of the recent development of federated learning methods in medical image analysis. We first introduce the background and motivation of federated learning for dealing with privacy protection and collaborative learning issues in medical imaging. We then present a comprehensive review of recent advances in federated learning methods for medical image analysis. Specifically, existing methods are categorized based on three critical aspects of a federated learning system, including client end, server end, and communication techniques. In each category, we summarize the existing federated learning methods according to specific research problems in medical image analysis and also provide insights into the motivations of different approaches. In addition, we provide a review of existing benchmark medical imaging datasets and software platforms for current federated learning research. We also conduct an experimental study to empirically evaluate typical federated learning methods for medical image analysis. This survey can help to better understand the current research status, challenges and potential research opportunities in this promising research field.Comment: 19 pages, 6 figure

    KYT2022 (Finnish Research Programme on Nuclear Waste Management 2019–2022), organised by the Ministry of Economic Affairs and Employment, was a national research programme with the objective to ensure that the authorities have sufficient levels of nuclear expertise and preparedness that are needed for safety of nuclear waste management. The starting point for public research programs on nuclear safety is that they create the conditions for maintaining the knowledge required for the continued safe and economic use of nuclear energy, developing new know-how and participating in international collaboration. The content of the KYT2022 research programme was composed of nationally important research topics, which are the safety, feasibility and acceptability of nuclear waste management. KYT2022 research programme also functioned as a discussion and information-sharing forum for the authorities, those responsible for nuclear waste management and the research organizations, which helped to make use of the limited research resources. The programme aimed to develop national research infrastructure, ensure the continuing availability of expertise, produce high-level scientific research and increase general knowledge of nuclear waste management
