    Ratcheting labor standards : regulation for continuous improvement in the global workplace

    Ratcheting Labor Standards (RLS) is a regulatory alternative that aims to improve the social performance of firms in the global economy. Under RLS, firms disclose to a certified monitor, information on their social performance, minimally including working conditions, hours, and wages. The monitors rank firms on the basis of their current social performance, and their rates of improvement, and make these rankings, and the methods on which they are based, accessible to the public. This process, it is argued, encourages leading firms to strive towards superior social practices. Competition among firms, and monitors will help establish two kinds of standards:"best practices"defined by the most advanced firms, and"rates of improvement", shown to be feasible at various levels of development. Both continually"ratchet"upward as the best practices get better still, and firms find ways to accelerate improvement, in a race to the top. These, and other RLS mechanisms, would create incentives for firms to dedicate a portion of the ingenuity, and resources now devoted to product development to the continuous improvement of labor practices.Environmental Economics&Policies,Health Economics&Finance,Labor Standards,Children and Youth,Work&Working Conditions

    Uptake of an OHS code of practice by construction firms : barriers and enablers in an Australian industry

    The Australian construction industry, reflecting a global trend, is moving towards the implementation of a voluntary code of practice (hereafter VCP) for occupational health and safety. The evidence suggests that highlyvisible clients and project management firms, in addition to their subcontractors, look set to embrace such a code. However, smaller firms not operating in high-profile contracting regimes may prove reticent to adopt a VCP. This paper incorporates qualitative data from a high-profile research project commissioned by Engineers Australia and supported by the Australian Contractors’ Association, Property Council of Australia, Royal Australian Institute of Architects, Association of Consulting Engineers Australia, Australian Procurement and Construction Council, Master Builders Australia and the Australian CRC for Construction Innovation. The paper aims to understand the factors that facilitate or prevent the uptake of the VCP by smaller firms, together with pathways to the adoption of a VCP by industry

    Domestic Outsourcing in the United States: A Research Agenda to Assess Trends and Effects on Job Quality

    The goal of this paper is to develop a comprehensive research agenda to analyze trends in domestic outsourcing in the U.S. -- firms' use of contractors and independent contractors -- and its effects on job quality and inequality. In the process, we review definitions of outsourcing, the available scant empirical research, and limitations of existing data sources. We also summarize theories that attempt to explain why firms contract out for certain functions and assess their predictions about likely impacts on job quality. We then lay out in detail a major research initiative on domestic outsourcing, discussing the questions it should answer and providing a menu of research methodologies and potential data sources. Such a research investment will be a critical resource for policymakers and other stakeholders as they seek solutions to problems arising from the changing nature of work
