    Identification of Critical Factors in Large Crisis Decision Making Processes using Computational Tools: The case of ATHENA

    Crises are a constant element of modern day life. Earthquakes, floods, terrorist acts are major examples of crises that occur in different areas under different frequencies. Crisis situations are always dynamic and they are characterised by unpredictable consequences that societies cannot always handle. The dynamics of crisis situations are such that societies have to re-evaluate and re-design their policies. This paper aims to present a Social Media-based system that coordinates the responses of the authorities in a large crisis. The paper performs extensive review of literature in order to identify decision making approaches in crisis situations and the different factors that affect these approaches. It also presents the ATHENA Crisis Management system which is based on a platform that makes combined use of data mining algorithms for the purpose of analysing large amounts of data received through the Social Media during and after a large crisis. A number of conclusions are drawn on the identification of different types of factors that impact large crisis decision making

    Building a Socio-technical Perspective of Community Resilience with a Semiotic Approach

    Situated in the diversity and adversity of real-life contexts facing crisis situations, this research aims at boosting the resilience process within communities supported by digital and social technology. In this paper, eight community leaders in different parts of the world are invited to express their issues and wishes regarding the support of technology to face social challenges. Methods and artefacts based on the Organisational Semiotics (OS) and the Socially-Aware computing have been applied to analyse and consolidate this data. By providing both a systemic view of the problem and also leading to the identification of requirements, the analysis evidences some benefits of the OS-based approach to consolidate perspectives from different real-life scenarios towards building a socio-technical solution

    Evolving technologies for disaster management in U.S. Cities

These technologies, which have become embedded within everyday life, have significant implications for government agencies - particularly within the field of disaster management. This paper draws on the evolution of disaster research, the history of disaster management in the US, literature on emerging uses of social media technology, and interviews from 24 emergency management offices in the US to examine three questions: 1) What types of technology are cities currently using in disaster management, 2) Which factors are most influential in determining how cities select emergency management technology, and 3) How can future technology development better address the needs of emergency managers? Several conclusions and observations emerged from analysis of the current literature and interview data. First, technology is primarily used by city disaster management agencies in the preparedness and response phrases of the disaster cycle. These technologies can be grouped into communications, data management, and simulation technologies. Cities are already operating on web-based platforms and are, in many cases, tentatively experimenting with the use of social media as a one-way broadcasting system rather than a bi-directional platform to gather information from the general public. Second, while various factors impact technology adoption, funding, the support of a political champion, and legal concerns stand out in particular. In addition to these adoption factors, cities are also currently facing a number of challenges including general interoperability, changing government-public relations, and increasingly mobile populations. Future technology needs must work to address these issues through the development and adoption of open standards, strengthening data integration capacities.     Resilience assessment and planning in power distribution systems:Past and future considerations

    Over the past decade, extreme weather events have significantly increased worldwide, leading to widespread power outages and blackouts. As these threats continue to challenge power distribution systems, the importance of mitigating the impacts of extreme weather events has become paramount. Consequently, resilience has become crucial for designing and operating power distribution systems. This work comprehensively explores the current landscape of resilience evaluation and metrics within the power distribution system domain, reviewing existing methods and identifying key attributes that define effective resilience metrics. The challenges encountered during the formulation, development, and calculation of these metrics are also addressed. Additionally, this review acknowledges the intricate interdependencies between power distribution systems and critical infrastructures, including information and communication technology, transportation, water distribution, and natural gas networks. It is important to understand these interdependencies and their impact on power distribution system resilience. Moreover, this work provides an in-depth analysis of existing research on planning solutions to enhance distribution system resilience and support power distribution system operators and planners in developing effective mitigation strategies.     Laptop theft: a case study on effectiveness of security mechanisms in open organizations

    Organizations rely on physical, technical and procedural mechanisms to protect their physical assets. Of all physical assets, laptops are the probably the most troublesome to protect, since laptops are easy to remove and conceal. Organizations open to the public, such as hospitals and universities, are easy targets for laptop thieves, since every day hundreds of people not employed by the organization wander in the premises. The problem security professionals face is how to protect the laptops in such open organizations. \ud \ud In this study, we look at the eectiveness of the security mechanisms against laptop theft in two universities. We analyze the logs from laptop thefts in both universities and complement the results with penetration tests. The results from the study show that surveillance cameras and access control have a limited role in the security of the organization and that the level of security awareness of the employees plays the biggest role in stopping theft. The results of this study are intended to aid security professionals in the prioritization of security mechanisms

    Lessons Learned from Creating a Mobile Version of an Educational Board Game to Increase Situational Awareness

    This paper reports on an iterative design process for a serious game, which aims to raise situational awareness among different stakeholders in a logistics value chain by introducing multi-user role-playing games. It does so in several phases: After introducing the field of logistics as a problem domain for an educational challenge, it firstly describes the design of an educational board game for the field of disruption handling in logistics processes. Secondly, it de-scribes how the board game can be realized in an open-source mobile serious games platform and identifies lessons learned based on advantages and issues found. Thirdly, it derives requirements for a re-design of the mobile game and finally draws conclusions.SALOM

    Giving life to the map can save more lives. Wildfire scenario with interoperable simulations

    Abstract. In the Mediterranean region, drier and hotter summers are leading to more likely and severe wildfires. The authors propose an innovative approach for situational awareness by giving life to maps and exploiting interoperable GIS, hazard models, simulations, and interconnection analysis processes aimed to enhance preparedness and strengthen the resilience of responding organizations. The information related to a virtual city and its countryside has been implemented in the terrain of simulation systems. The TIGER wildfire model software has been adapted to a scenario where districts, refugee camps and critical infrastructures can be impacted by a fire and has been linked to a smoke dispersion model, and associated impacts to the electricity network and roads. The transfer of computed fire propagation and combustion data to the AI-powered SWORD simulation enable more accurate computing of damage and loss. In SWORD, civil protection, military assets and humanitarian actions can be performed for training and operation preparation. The simulation data about fire and assets' deployments can feed a web app map or a command and control system, thus providing situational awareness for optimal decision-making, and analysis about people in danger, network interconnections and potential service disruption. Disaster managers and commanders can interact with simulated assets performing their chosen courses of action and analyse the outcomes.In conclusion, tests in a wildfire case study demonstrated a high level of interoperability among those systems and the possibility to provide updated situational awareness leading to better emergency preparedness and critical infrastructure resilience building, finally contributing to save more lives.</p
