    Anonymous credit cards and their collusion analysis

    Communications networks are traditionally used to bring information together. They can also be used to keep information apart in order to protect personal privacy. A cryptographic protocol specifies a process by which some information is transferred among some users and hidden from others. We show how to implement anonymous credit cards using simple cryptographic protocols. We pose, and solve, a collusion problem which determines whether it is possible for a subset of users to discover information that is designed to be hidden from them during or after execution of the anonymous credit card protocol

    Copyright protection for the electronic distribution of text documents

    Each copy of a text document can be made different in a nearly invisible way by repositioning or modifying the appearance of different elements of text, i.e., lines, words, or characters. A unique copy can be registered with its recipient, so that subsequent unauthorized copies that are retrieved can be traced back to the original owner. In this paper we describe and compare several mechanisms for marking documents and several other mechanisms for decoding the marks after documents have been subjected to common types of distortion. The marks are intended to protect documents of limited value that are owned by individuals who would rather possess a legal than an illegal copy if they can be distinguished. We will describe attacks that remove the marks and countermeasures to those attacks. An architecture is described for distributing a large number of copies without burdening the publisher with creating and transmitting the unique documents. The architecture also allows the publisher to determine the identity of a recipient who has illegally redistributed the document, without compromising the privacy of individuals who are not operating illegally. Two experimental systems are described. One was used to distribute an issue of the IEEE JOURNAL ON SELECTED AREAS IN COMMUNICATIONS, and the second was used to mark copies of company private memoranda

    The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members

    The swift growth of e-commerce and the Internet has led to the development of a new form of electronic funds transfer—the personal on-line payment—that uses web and e-mail technologies to initiate and confirm payments. This article describes this payment instrument and the trends that have given rise to it. The authors explain that personal on-line payment systems are already providing a convenient alternative to checks, money orders, and cash, and may replace credit cards for some small-scale retail e-commerce. However, issues such as the interoperability of diverse systems and the systems’ inherent risks will continue to be central. The authors also suggest that although personal on-line payment systems are not likely to have a great impact on monetary policy, they do raise regulatory issues associated with consumer rights and protection.Electronic funds transfers ; Electronic commerce ; Payment systems ; Finance, Personal

    M-Commerce Implementation in Nigeria: Trends and Issues

    Nigeria was described as the fastest growing telecoms nation in Africa and the third in the World. The country had experienced a phenomenal growth from a teledensity of 0.49 in 2000 to 25.22 in 2007. This trend has brought about a monumental development in the major sectors of the economy, such as banking, telecoms and commerce in general. This paper presents the level of adoption of ICT in the banking sector and investigates the prospects of m-Commerce in Nigeria based on strengths, weaknesses, opportunities and threats (SWOT) analysis. Findings revealed that all banks in Nigeria offer e-Banking services and about 52% of the offer some forms of m-Banking services. The banks and the telecoms operators have enormous potentials and opportunities for m-Commerce but the level of patronage, quality of cell phones, lack of basic infrastructure and security issues pose a major threat to its wide scale implementation

    Modernizing payment systems in emerging economies

    The authors address the following questions in this overview of payment systems: What is a payment system? How can efficient systems contribute to the development of modern, market-based financial institutions and markets? What elements are necessary for payment systems to operate efficiently? What are the operational characteristics of a modern payment system? What is the World Bank approach to selected payment system initiatives, design, and development? Effective, efficient payment systems, they conclude, are vital for the economic development of emerging economies. Efficient payment systems help promote the development of commerce, enhance economic policy oversight, control the risk inherent in moving large values, and reduce the financial, capital and human resources devoted to the transfer of payments. Many emerging economies lack the financial and technical resources to develop such systems. Many turn technical resources to develop such systems. Many turn to the World Bank and other international agencies for assistance. Unfortunately, some believe that the entire solution for an effective payment system rests in obtaining modern computer hardware and believe the World Bank's sole contribution is to finance hardware costs. Hardware procurement alone will not solve problems of payment systems. These countries need organizational plans and structure for national payment systems before they spend money on computer equipment. They often lack the expertise to design and operate modern payment systems, so they may need technical assistance from financial experts before they invest in systems development. The design of a new payment system should be kept simple. Many emerging economies lack the infrastructure and banking sophistication to leapfrog from basic to state-of-the-art payment systems. The first task is to fix the most serious problems. The second is to upgrade the current systems incrementally, to meet basic standards of timeliness, security, and reliability. As these improvements are made, the countries can turn their attention to long-term, advanced solutions. Each country's payments system is unique. To simply import another country's system without adjusting for the target country's geography, infrastructure, banking and legal structures, culture, and needs could lead to suboptimal solutions.
