    A systematic review of the energy and climate impacts of teleworking

    Information and communication technologies (ICTs) increasingly enable employees to work from home and other locations (‘teleworking’). This study explores the extent to which teleworking reduces the need to travel to work and the consequent impacts on economy-wide energy consumption. Methods/Design: The paper provides a systematic review of the current state of knowledge of the energy impacts of teleworking. This includes the energy savings from reduced commuter travel and the indirect impacts on energy consumption associated with changes in non-work travel and home energy consumption. The aim is to identify the conditions under which teleworking leads to a net reduction in economy-wide energy consumption, and the circumstances where benefits may be outweighed by unintended impacts. The paper synthesises the results of 39 empirical studies, identified through a comprehensive search of 9,000 published articles. Review results/Synthesis: Twenty six of the 39 studies suggest that teleworking reduces energy use, and only eight studies suggest that teleworking increases, or has a neutral impact on energy use. However, differences in the methodology, scope and assumptions of the different studies make it difficult to estimate ‘average’ energy savings. The main source of savings is the reduced distance travelled for commuting, potentially with an additional contribution from lower office energy consumption. However, the more rigorous studies that include a wider range of impacts (e.g. non-work travel or home energy use) generally find smaller savings. Discussion: Despite the generally positive verdict on teleworking as an energy-saving practice, there are numerous uncertainties and ambiguities about its actual or potential benefits. These relate to the extent to which teleworking may lead to unpredictable increases in non-work travel and home energy use that may outweigh the gains from reduced work travel. The available evidence suggests that economy-wide energy savings are typically modest, and in many circumstances could be negative or non-existent

    The "Information Highway" and the Location of Economic Activity

    This paper studies possible consequences from building an "information highway" for the location of firms and households in the context of a two-region, three-good model of economic geography. The advancements in information and communication technology are identified with a decrease in transportation costs for intermediate services on the one hand and with a decrease in the costs of teleworking for households on the other hand. The stability of three situations is investigated: all production in the city; manufacturing in the city and services in the rural region; manufacturing in the rural region and services in the city (service city). While the first situation can constitute a stable equilibrium, the second cannot and the third is only feasible if additional locational externalities exist for services in the city.     Systematic Analysis of Rebound Effects for "Greening by ICT" Initiatives

    The application of ICT can lead to considerable reductions in the energy consumption of society. Although ICT itself consumes energy, there are many good reasons to explore the possibilities of 'green ICT'. After decades of experiments and research, ICTs designed to be 'green' still holds the promise of leading to substantial ecological benefits by means of dematerialisation, more efficient production processes and changed (more sustainable) human behaviour. Up till now, the effects of ICT on energy consumption are much less straightforward due to rebound effects: effects that have a negative influence on the intended positive effect. In parallel, rebound effects themselves have in turn other side effects as well, so there are many interacting effects to account for, greatly adding to complexity of the discussion. Despite evidence that suggests otherwise, initiatives that focus on 'greening by ICT' do notaccount for a consistent analysis of these rebound effects. This paper proposes an approach that enables to map and analyze these rebound effects systematically. This approach is applied in two related cases, teleworking and the use of Smart Working Centres. The Rapid Assessment Program (RAP) is used as a simulation model to identify which chains of effects are most interesting to consider for intervention. The application in the two cases demonstrates that rebound effects can by structured and that the RAP is a very suitable way to do so and provides a good assessment of net sustainability effects.rebound effects, Rapid Assesment Program, greening by ICT, teleworking.

    WP 7 - Teleworking policies of organisations - The Dutch experience

    The over-all picture concerning the diffusion of telework stemming from research undertaken in 2000 and 2001 is rather negative. Teleworking policies of organisations hardly go beyond the minimal definition that we used in analyzing Dutch surveys from these years (organisations offering the opportunity for teleworking and, if they were asked for, paid for the necessary facilities). The conclusion is not exaggerated that a large majority of Dutch organisations are playing a waiting game on teleworking, even in sectors where jobs show a rather high ‘teleworkability’. The few exceptions (Interpolis, TNO Arbeid), mainly seizing the opportunities of building new offices or relocate their businesses, to combine flexible offices with teleworking policies, soon get nation-wide attention. Meanwhile, various surveys indicate a further growth of telework in the Netherlands in the 1999-2001 period, although this expansion seems to concentrate on multi-site telework by mainly self-employed – largely a ‘new economy’ phenomenon (Van Klaveren and Van de Westelaken, 2001). In this country, teleworking is apparently spreading rather informally and implicitly, leaving a wide gap between the policies of organisations and the preferences of many workers.

    Information and Communication Technology (ICT) has had an undeniable impact on our society. Some people argue that technology has projected us onto a new wave of social and cultural change. Nevertheless, despite the growth of technology and the social significance of its applications, we have only a poor grasp of its actual impact on the use of physical space. The key question addressed in this paper is therefore: how will ICT influence the spatial-economic patterns of business activities in the Netherlands? In offering answers to this question, the paper develops a conceptual framework that distinguishes two roles of ICT in spatial-economic development: that of a ‘motor’, enhancing productivity and encourages the development of economic sectors, and that of an ‘enabler’ (of e-work, e-commerce and e-business), which may lead households and firms to adopt a different attitude to space requirements. The paper is based on a thorough survey of the current literature on the subject, the results of a recent survey of ICT’s impact on society, and original empirical research into specific factors such as ICT companies’ location preferences and the willingness of knowledge workers to commute. The paper presents an assessment of the usefulness of these concepts in terms of the Dutch situation, both today and in the future. We conclude that Information and Communication Technology has not yet had a marked visible impact on the use of space. To the contrary, despite predictions neither Dutch companies (particularly those in the ICT sector) nor knowledge workers display any unusual degree of mobility at the local or regional s 2perfect substitute for ‘traditional’ behavioural patterns. Nevertheless, there are clear indications that the ‘spatial order’ of the Netherlands is likely to change. Although it is likely that ICT will consolidate underlying spatial patterns, on the regional aggregate changes are occurring within those patterns. While (inner) cities have traditionally been the breeding ground for new ICT companies, this function has now largely been taken over by the outlying city regions, in which multiple clusters of economic activity are emerging: a process of ‘splintering urbanism’. However, despite this regionalized pattern of deconcentration, the traditional city centres continue to fulfil a number of essential functions. These centres remain the meeting places, and the shopping and entertainment centres for businesses and households (the ‘Consumer City’). In the processes of deconcentration and multimodality, ICT should be seen to play an important facilitating and strengthening role. cale.     Flexible working policies and environments in UK Local Authorities: current practice

    The research surveys the uptake of 'modern' or flexible working practices in UK Local Authorities, especially as it impacts on property and office accommodation. Nearly all permit flexible starting and finishing times for as many employees as is practical while forms of accredited hours working for at least some appropriate employees are policy in a majority. Flexible practices with property and ICT implications, working from home without a dedicated work station, formal policies, 'hot' desking, flexible offices and satellite or drop-in offices are less common (ca 10%) but have grown significantly in the last two years. A number of councils also report being at the stage of planning pilots. Five detailed case studies are reported. Three authorities have expanding strategic programmes for 'workstyle' changes or new ways of working. One has shifted its emphasis away from such plans toward higher density office usage only and one was awaiting the election result before anticipated permission to start. These cases do all come from authorities in areas of much higher than average property values and costs. While they have seen savings, they emphasise that the initiatives were equally about better work life balance and improved office environments. Green benefits and service enhancements are harder to quantify but are believed to have been achieved. Higher density of net space utilisation has uniformly been achieved. Executive commitment and clear member support are seen as critical strategic success factors. Clear liaison between HR, Property/ Facilities and ICT has been essential to operational success. Entrenched management attitudes and, at least initially, staff reluctance to change, are cited as the major drawbacks. Accounting and valuation practices can also be a barrier. Similar messages are provided by a variety of pilots, some undertaken deliberately as strategic tests, others as much more of an ad hoc response to local circumstances. Most have not, or not yet, seen net office space reduced. The more successful pilots were not 'just' either property or HR policy initiatives: indeed there is some evidence that initiatives involving only one of the two functions have been less successful. Service areas most frequently cited as being involved in changes are various property functions. Trading Standards and Social Services are other areas where the real or potential development of flexible working and shared desking is highlighted though the latter in particular is also cited as an area where workers in the office have particular mutual support needs. Higher density officing for less mobile workers is, in principle, an option more widely available. Workplace strategy should reflect future service delivery models, asset management plans and organisational development. New ways of working have been a tool for achieving changes in culture and delivery, but were, and are, a challenge to traditional mindsets. They will involve senior property professionals in a range of issues with which they have not traditionally been associated. Future property and workplace strategy will be driven by an authority's service models and aspirations as to working culture: but will also be a tool, alongside organisational development (OD) and ICT, to achieve change and improvement
