    ICT adoption in developing countries : perspectives from small-scale agribusinesses

    The purpose of this paper is to critically examine how social augmented parameters impact on the effective adoption of information and communication technology (ICT) by small-scale agribusinesses operating in Southeast Nigeria. The relevance of incorporating social imperatives in scholarship focused on technology adoption is due to its role in sustaining the process of adoption and diffusion. Data were gathered from a focus group made up of 27 agribusiness proprietors affiliated with a state cooperative based in the south-eastern Nigerian state of Ebonyi. This paper puts forward an argument that to ensure successful diffusion of innovation, a balance must be maintained between the amount of effort expended in the design of ICT and social factors such as language and traditional life. The paper finds that a willingness of indigenous ICT users is particularly influenced by the recognition and incorporation of visible social imperatives during the adoption process. The outcome of this study highlights important issues for ICT adoption. One particular area that must be taken into consideration is the adoption channel. Perceptions of ICT adoption will differ significantly among adopters. For this reason, the need for developing an appropriate adoption channel that ensures successful diffusion of the innovation should be recognised. This study contributes to ongoing research in ICT innovation adoption in small agribusinesses operating in indigenous societies. The theoretical implications of this paper are the development of a conceptual ICT adoption framework that emphasises social imperatives. The paper also demonstrates that agricultural enterprises should be treated as ‘normal’ firms in their own right

    The diffusion/adoption of innovation in the internal market

    The main aim of the present study is to analyze the drivers of innovation adoption by (i) developing proper measures able to proxy for innovation adoption and internal market regulations, (ii) identifying the channels through which innovation adoption takes place and (iii) assessing the main determinants of this adoption process within the internal market. An original model is derived from the theoretical literature on innovation diffusion. Results show that the impact of the transmission channels on innovation adoption is especially important for cooperation, leaving trade and competition as apparently minor channels of innovation diffusion (and especially depending on the type of innovation adoption under examination).     "Re-engineering Cyprus" : information technologies and transformation processes in the Republic of Cyprus

    By most Western Europeans Cyprus is probably perceived as a tourist resort rather than a technologically highly developed country. Interested German visitors are informed by the travel brochure published by the Republic of Cyprus' tourist office that "in the villages old customs and traditions still exist" (Zypern. 9000 Jahre Geschichte und Kultur 1997, 11). Pictures of places of antiquity, churches, monasteries, fortresses, archaic villages and of people engaged in agricultural work and crafts convey the image of a traditional Mediterranean society. However, the Republic of Cyprus is a rapidly modernising country. It has developed recently "from a poor agrarian into a high-income service economy" (Christodoulou 1995, 11) and "radical transformation processes" are observed (cf. ibid., 18). The forthcoming accession to the European Union additionally accelerates the pace of these transformation processes. Due to its position on the extreme rim of Europe in the Eastern Mediterranean region at the crossroads of three continents, the island is perceived both as marginal (cf. Pace 1999) and as a link between Europe and the Asian and African continents (cf. Kasoulides 1999). Cyprus is conceptualised for the future as a centre and intersection: as regional hub of the modern capital market, as communications and trade centre in the Eastern Mediterranean, as "telecommunications hub for the Eastern Mediterranean and Middle East region", as "international services centre". The Republic of Cyprus has a highly developed telecommunications infrastructure, which is the basic prerequisite for the conversion into such a centre and is one of the most important factors for the economic competitiveness of Cyprus. The global nature of communication platforms today, especially the Internet, is regarded as the key to the integration of Cyprus into the world economy. By implementing information technologies and promoting necessary expertise, economic progress and modernisation of the country as well as its global competitiveness is assumed to be guaranteed. Investments in the information technology infrastructure are regarded as essential for the development of Cyprus, fostering the implementation of the information society. This aim and the necessary implementation measures feature increasingly on the agendas of scientific and economic conferences and symposia in Cyprus

    Stakeholder dialogue as an institutional strategy for sustainable development in China : the case of community environmental roundtables

    Stakeholder dialogue, as an alternative institutional strategy for environmentally and socially sustainable development, has received little attention from researchers and practitioners in developing countries such as China, even though the dialogue strategy can potentially lead public governance to a more efficient level. This paper first discusses the potential of stakeholder dialogue as an institutional tool for promoting sustainable development in China, and then presents a pilot program of stakeholder dialogue recently developed in China -- the community environmental roundtables. Community leaders organize roundtable dialogues where representatives from government agencies, companies and the local residents exchange their views toward certain environmental issues they are facing and discuss possible ways to resolve the issues. Informal agreements are reached during the dialogues and implemented after them. This community roundtable dialogue strategy has been piloted in dozens of Chinese municipalities, addressing various environmental issues. A survey of dialogue participants shows that significant impacts have been generated on environmental protection, community management, as well as social and institutional development at the community level. Mutual understanding and trust among the government, companies, and local citizens are enhanced, environmental and social conflicts are reduced, and the public performance of various parties has been improved. This approach is expected to help solve other conflicts and public governance issues in China as well.
