Commitment-driven distributed joint policy search
Decentralized MDPs provide powerful models of interactions in multi-agent environments, but are often very difficult or even computationally infeasible to solve optimally. Here we develop a hierarchical approach to solving a restricted set of decentralized MDPs. By forming commitments with other agents and modeling these concisely in their local MDPs, agents effectively, efficiently, and distributively formulate co-ordinated local policies. We introduce a novel construction that captures commitments as constraints on local policies and show how Linear Programming can be used to achieve local optimality subject to these constraints. In contrast to other commitment enforcement approaches, we show ours to be more robust in capturing the intended commitment semantics while maximizing local utility. We also describe a commitment-space heuristic search algorithm that can be used to approximate optimal joint policies. A preliminary empirical evaluation suggests that our approach yields faster approximate solutions than the conventional encoding of the problem as a multiagent MDP would allow and, when wrapped in an exhaustive commitment-space search, will find the optimal global solution
The reforming appeal of distributed leadership
With a systematic literature review, this article examines the significance of distributed leadership in healthcare, assessing the extent to which it reflects a consistent set of values, meanings, practices and outcomes. It identifies key mediating factors and their importance in enabling or constraining distributive leadership processes. The findings indicate that clinicians without formal leadership titles are inspiring change and driving improvements, although countervailing pressures are limiting this in practice. Distributed leadership is evident in the way that clinical teams function, and more could be made of this for the modernisation of healthcare. At present, this potential tends to be constrained, and subject to competing interpretations that reflect distinct occupational identities. Greater attention could be given to educational and developmental programmes that claim space for distributed influence among current and aspiring leaders, and for enabling arrangements that can help ‘ordinary leaders’ to feel less vulnerable and more confident about this aspect of their practice. Established approaches to leader development could be usefully refocused to prioritise collective processes and refine relational abilities, ideally with more inclusive, joint venture initiatives that bring formal and informal leaders together for mutual learning and effective engagement
Foreign Direct Investment, Tax Competition and Social Expenditure
The aim of this paper is to make a first step towards studying the role of social expenditure and its interaction with corporate taxation in determining the destination of foreign direct investment (FDI) flows. Using panel data for 18 OECD countries and measuring the extent of social welfare policies by the (public social expenditure)/GDP ratio, we find strong support for the conjecture that redistributive social welfare state policies are valued by multinationals as, for instance, they may signal a government's commitment to social stability.Foreign Direct Investment, Tax Competition, Social Policy
Specification of vertical semantic consistency rules of UML class diagram refinement using logical approach
Unified Modelling Language (UML) is the most popular modelling language use for
software design in software development industries with a class diagram being the
most frequently use diagram. Despite the popularity of UML, it is being affected by
inconsistency problems of its diagrams at the same or different abstraction levels.
Inconsistency in UML is mostly caused by existence of various views on the same
system and sometimes leads to potentially conflicting system specifications. In
general, syntactic consistency can be automatically checked and therefore is
supported by current UML Computer-aided Software Engineering (CASE) tools.
Semantic consistency problems, unlike syntactic consistency problems, there exists
no specific method for specifying semantic consistency rules and constraints.
Therefore, this research has specified twenty-four abstraction rules of class‟s relation
semantic among any three related classes of a refined class diagram to semantically
equivalent relations of two of the classes using a logical approach. This research has
also formalized three vertical semantic consistency rules of a class diagram
refinement identified by previous researchers using a logical approach and a set of
formalized abstraction rules. The results were successfully evaluated using hotel
management system and passenger list system case studies and were found to be
reliable and efficient
The Impact of ISO 9000 Diffusion on Trade and FDI: A New Institutional Analysis
The effects of ISO 9000 diffusion on trade and FDI have gone understudied. We employ panel data reported by OECD nations over the 1995-2002 period to estimate the impact of ISO adoptions on country-pair economic relations. We find ISO diffusion to have no effect in developed nations, but to positively pull FDI (i.e., enhancing inward FDI) and positively push trade (i.e., enhancing exports) in developing nations
