In workforce routing and scheduling there are many applications in which differently skilled workers must perform jobs that occur at different locations, where each job requires a particular combination of skills. In many such applications, a group of workers must be sent out to provide all skills required by a job. Examples are found in maintenance operations, the construction sector, health care operations, or consultancies. In this thesis, we analyze the combined problem of composing worker groups (teams) and routing these teams under goals expressing service-, fairness-, and cost-objectives. We develop mathematical optimization models and heuristic solution methods for an integrated solution and a sequential solution of the teaming- and routing-subproblems . Computational experiments are conducted to identify the tradeoff of better solution quality and computational effort

    Three essays on workforce scheduling

This thesis presents three different problems belonging to different planning stages of the workforce scheduling process. The first article addresses a tour scheduling problem faced by a ground-handling agency at airports. In this problem, multiskilled agents are assigned to shifts and days-off within a planning horizon of one month to cover the airlines agent requirements. The second article considers a technician routing and scheduling problem form an external maintenance provider. This problem mainly involves obtaining weekly schedules such that the maintenance tasks requested by geographically distributed customers are fulfilled. The considered decisions consist of the assignment of technicians to teams, the assignment teams to tasks, and the dispatch of teams to service routes. The third article addresses a task scheduling problem for check-in counters personnel at airports. This problem involves the daily assignment of multiskilled agents to flights (check-ins and boardings) considering the change-over times between gates, such that the agent requirements from the airlines are satisfied

Solving the Multi-activity Shift Scheduling Problem using Variable Neighbourhood Search

This paper presents a set of benchmarks instances for the multi-activity shift scheduling problem and the results produced using a variable neighbourhood search method. The data set is intended as a resource to generate and verify novel research on an important and practical but challenging problem. The variable neighbourhood search uses four different neighbourhood operators and can produce feasible solutions within short computation times

In this survey the state-of-the-art technology and the literature to date are discussed. In particular, we will discuss the gap in the literature concerning rostering staff to tasks by qualifications, with the inclusion of restrictions on a measure of task familiarity, which is a unique consequence of the structure of ATC operations

Workforce scheduling and routing problems: literature survey and computational study

In the context of workforce scheduling, there are many scenarios in which personnel must carry out tasks at different locations hence requiring some form of transportation. Examples of these type of scenarios include nurses visiting patients at home, technicians carrying out repairs at customers’ locations and security guards performing rounds at different premises, etc. We refer to these scenarios as workforce scheduling and routing problems (WSRP) as they usually involve the scheduling of personnel combined with some form of routing in order to ensure that employees arrive on time at the locations where tasks need to be performed. The first part of this paper presents a survey which attempts to identify the common features of WSRP scenarios and the solution methods applied when tackling these problems. The second part of the paper presents a study on the computational difficulty of solving these type of problems. For this, five data sets are gathered from the literature and some adaptations are made in order to incorporate the key features that our survey identifies as commonly arising in WSRP scenarios. The computational study provides an insight into the structure of the adapted test instances, an insight into the effect that problem features have when solving the instances using mathematical programming, and some benchmark computation times using the Gurobi solver running on a standard personal computer

A genetic algorithm with composite chromosome for shift assignment of part-time employees

Personnel scheduling problems involve multiple tasks, including assigning shifts to workers. The purpose is usually to satisfy objectives and constraints arising from management, labour unions and employee preferences. The shift assignment problem is usually highly constrained and difficult to solve. The problem can be further complicated (i) if workers have mixed skills; (ii) if the start/end times of shifts are flexible; and (iii) if multiple criteria are considered when evaluating the quality of the assignment. This paper proposes a genetic algorithm using composite chromosome encoding to tackle the shift assignment problem that typically arises in retail stores, where most employees work part-time, have mixed-skills and require flexible shifts. Experiments on a number of problem instances extracted from a real-world retail store, show the effectiveness of the proposed approach in finding good-quality solutions. The computational results presented here also include a comparison with results obtained by formulating the problem as a mixed-integer linear programming model and then solving it with a commercial solver. Results show that the proposed genetic algorithm exhibits an effective and efficient performance in solving this difficult optimisation problem

An Optimization Framework for a Dynamic Multi-Skill Workforce Scheduling and Routing Problem with Time Windows and Synchronization Constraints

This article addresses the dynamic multi-skill workforce scheduling and routing problem with time windows and synchronization constraints (DWSRP-TW-SC) inherent in the on-demand home services sector. In this problem, new service requests (tasks) emerge in real-time, necessitating a constant reevaluation of service team task plans. This reevaluation involves maintaining a portion of the plan unaltered, ensuring team-task compatibility, addressing task priorities, and managing synchronization when task demands exceed a team's capabilities. To address the problem, we introduce a real-time optimization framework triggered upon the arrival of new tasks or the elapse of a set time. This framework redesigns the routes of teams with the goal of minimizing the cumulative weighted throughput time for all tasks. For the route redesign phase of this framework, we develop both a mathematical model and an Adaptive Large Neighborhood Search (ALNS) algorithm. We conduct a comprehensive computational study to assess the performance of our proposed ALNS-based reoptimization framework and to examine the impact of reoptimization strategies, frozen period lengths, and varying degrees of dynamism. Our contributions provide practical insights and solutions for effective dynamic workforce management in on-demand home services
