    Distributed Ledger Technology (DLT) Applications in Payment, Clearing, and Settlement Systems:A Study of Blockchain-Based Payment Barriers and Potential Solutions, and DLT Application in Central Bank Payment System Functions

    Payment, clearing, and settlement systems are essential components of the financial markets and exert considerable influence on the overall economy. While there have been considerable technological advancements in payment systems, the conventional systems still depend on centralized architecture, with inherent limitations and risks. The emergence of Distributed ledger technology (DLT) is being regarded as a potential solution to transform payment and settlement processes and address certain challenges posed by the centralized architecture of traditional payment systems (Bank for International Settlements, 2017). While proof-of-concept projects have demonstrated the technical feasibility of DLT, significant barriers still hinder its adoption and implementation. The overarching objective of this thesis is to contribute to the developing area of DLT application in payment, clearing and settlement systems, which is still in its initial stages of applications development and lacks a substantial body of scholarly literature and empirical research. This is achieved by identifying the socio-technical barriers to adoption and diffusion of blockchain-based payment systems and the solutions proposed to address them. Furthermore, the thesis examines and classifies various applications of DLT in central bank payment system functions, offering valuable insights into the motivations, DLT platforms used, and consensus algorithms for applicable use cases. To achieve these objectives, the methodology employed involved a systematic literature review (SLR) of academic literature on blockchain-based payment systems. Furthermore, we utilized a thematic analysis approach to examine data collected from various sources regarding the use of DLT applications in central bank payment system functions, such as central bank white papers, industry reports, and policy documents. The study's findings on blockchain-based payment systems barriers and proposed solutions; challenge the prevailing emphasis on technological and regulatory barriers in the literature and industry discourse regarding the adoption and implementation of blockchain-based payment systems. It highlights the importance of considering the broader socio-technical context and identifying barriers across all five dimensions of the social technical framework, including technological, infrastructural, user practices/market, regulatory, and cultural dimensions. Furthermore, the research identified seven DLT applications in central bank payment system functions. These are grouped into three overarching themes: central banks' operational responsibilities in payment and settlement systems, issuance of central bank digital money, and regulatory oversight/supervisory functions, along with other ancillary functions. Each of these applications has unique motivations or value proposition, which is the underlying reason for utilizing in that particular use case

    A Trust Management Framework for Vehicular Ad Hoc Networks

    The inception of Vehicular Ad Hoc Networks (VANETs) provides an opportunity for road users and public infrastructure to share information that improves the operation of roads and the driver experience. However, such systems can be vulnerable to malicious external entities and legitimate users. Trust management is used to address attacks from legitimate users in accordance with a user’s trust score. Trust models evaluate messages to assign rewards or punishments. This can be used to influence a driver’s future behaviour or, in extremis, block the driver. With receiver-side schemes, various methods are used to evaluate trust including, reputation computation, neighbour recommendations, and storing historical information. However, they incur overhead and add a delay when deciding whether to accept or reject messages. In this thesis, we propose a novel Tamper-Proof Device (TPD) based trust framework for managing trust of multiple drivers at the sender side vehicle that updates trust, stores, and protects information from malicious tampering. The TPD also regulates, rewards, and punishes each specific driver, as required. Furthermore, the trust score determines the classes of message that a driver can access. Dissemination of feedback is only required when there is an attack (conflicting information). A Road-Side Unit (RSU) rules on a dispute, using either the sum of products of trust and feedback or official vehicle data if available. These “untrue attacks” are resolved by an RSU using collaboration, and then providing a fixed amount of reward and punishment, as appropriate. Repeated attacks are addressed by incremental punishments and potentially driver access-blocking when conditions are met. The lack of sophistication in this fixed RSU assessment scheme is then addressed by a novel fuzzy logic-based RSU approach. This determines a fairer level of reward and punishment based on the severity of incident, driver past behaviour, and RSU confidence. The fuzzy RSU controller assesses judgements in such a way as to encourage drivers to improve their behaviour. Although any driver can lie in any situation, we believe that trustworthy drivers are more likely to remain so, and vice versa. We capture this behaviour in a Markov chain model for the sender and reporter driver behaviours where a driver’s truthfulness is influenced by their trust score and trust state. For each trust state, the driver’s likelihood of lying or honesty is set by a probability distribution which is different for each state. This framework is analysed in Veins using various classes of vehicles under different traffic conditions. Results confirm that the framework operates effectively in the presence of untrue and inconsistent attacks. The correct functioning is confirmed with the system appropriately classifying incidents when clarifier vehicles send truthful feedback. The framework is also evaluated against a centralized reputation scheme and the results demonstrate that it outperforms the reputation approach in terms of reduced communication overhead and shorter response time. Next, we perform a set of experiments to evaluate the performance of the fuzzy assessment in Veins. The fuzzy and fixed RSU assessment schemes are compared, and the results show that the fuzzy scheme provides better overall driver behaviour. The Markov chain driver behaviour model is also examined when changing the initial trust score of all drivers

AI technology has come to play a central role in the modern data economy.     Boundary Spanner Corruption in Business Relationships

    Boundary spanner corruption—voluntary collaborative behaviour between individuals representing different organisations that violates their organisations’ norms—is a serious problem in business relationships. Drawing on insights from the literatures on general corruption perspectives, the dark side of business relationships and deviance in sales and service organisations, this dissertation identifies boundary spanner corruption as a potential dark side complication inherent in close business relationships It builds research questions from these literature streams and proposes a research structure based upon commonly used methods in corruption research to address this new concept. In the first study, using an exploratory survey of boundary spanner practitioners, the dissertation finds that the nature of boundary spanner corruption is broad and encompasses severe and non-severe types. The survey also finds that these deviance types are prevalent in a widespread of geographies and industries. This prevalence is particularly noticeable for less-severe corruption types, which may be an under-researched phenomenon in general corruption research. The consequences of boundary spanner corruption can be serious for both individuals and organisations. Indeed, even less-severe types can generate long-term negative consequences. A second interview-based study found that multi-level trust factors could also motivate the emergence of boundary spanner corruption. This was integrated into a theoretical model that illustrates how trust at the interpersonal, intraorganisational, and interorganisational levels enables corrupt behaviours by allowing deviance-inducing factors stemming from the task environment or from the individual boundary spanner to manifest in boundary spanner corruption. Interpersonal trust between representatives of different organisations, interorganisational trust between these organisations, and intraorganisational agency trust of management in their representatives foster the development of a boundary-spanning social cocoon—a mechanism that can inculcate deviant norms leading to corrupt behaviour. This conceptualisation and model of boundary spanner corruption highlights intriguing directions for future research to support practitioners engaged in a difficult problem in business relationships

    Reputation Systems: A framework for attacks and frauds classification

    Reputation and recommending systems have been widely used in e-commerce, as well as online collaborative networks, P2P networks and many other contexts, in order to provide trust to the participants involved in the online interaction. Based on a reputation score, the e-commerce user feels a sense of security, leading the person to trust or not when buying or selling. However, these systems may give the user a false sense of security due to their gaps. This article discusses the limitations of the current reputation systems in terms of models to determine the reputation score of the users. We intend to contribute to the knowledge in this field by providing a systematic overview of the main types of attack and fraud found in those systems, proposing a novel framework of classification based on a matrix of attributes.     A Dataset on Malicious Paper Bidding in Peer Review

    In conference peer review, reviewers are often asked to provide "bids" on each submitted paper that express their interest in reviewing that paper. A paper assignment algorithm then uses these bids (along with other data) to compute a high-quality assignment of reviewers to papers. However, this process has been exploited by malicious reviewers who strategically bid in order to unethically manipulate the paper assignment, crucially undermining the peer review process. For example, these reviewers may aim to get assigned to a friend's paper as part of a quid-pro-quo deal. A critical impediment towards creating and evaluating methods to mitigate this issue is the lack of any publicly-available data on malicious paper bidding. In this work, we collect and publicly release a novel dataset to fill this gap, collected from a mock conference activity where participants were instructed to bid either honestly or maliciously. We further provide a descriptive analysis of the bidding behavior, including our categorization of different strategies employed by participants. Finally, we evaluate the ability of each strategy to manipulate the assignment, and also evaluate the performance of some simple algorithms meant to detect malicious bidding. The performance of these detection algorithms can be taken as a baseline for future research on detecting malicious bidding

    This work centers around leadership communication: how our (dis)information-rich and uncertain global environment has posed challenges to and offered opportunities for this key leadership behavior, and how leaders engage in difficult communications with their stakeholders. I focus on leader-stakeholder two-way dynamics to investigate leader communication in critical moments when they deliver undesirable information to their stakeholders and respond to tough questions from their stakeholders. Essay I reviews research on leader communication and discusses those challenges and opportunities. Essay II uses 107 million Twitter posts to examine stakeholder responses to political leaders’ COVID-19 communications and illustrates the evolving leader-stakeholder relationship throughout different phases of the global pandemic. Essay III explores organizational leaders’ response strategies when facing difficult questions from stakeholders in high-stakes corporate environments. In conclusion, I aim to highlight leaders’ indispensable responsibilities to communicate effectively, benevolently, and responsibly, enhancing the field’s current understanding of crisis leadership, followership, and strategic leadership

    If every system is perfectly designed to get the results it gets, what is wrong with the design of the systems that govern Britain? And how have they resulted in failures in housing, privatisation, outsourcing, education and healthcare? In How Did Britain Come to This? Gwyn Bevan examines a century of varieties of systemic failures in the British state. The book begins and ends by showing how systems of governance explain scandals in NHS hospitals, and the failures and successes of the UK and Germany in responding to Covid-19 before and after vaccines became available. The book compares geographical fault lines and inequalities in Britain with those that have developed in other European countries and argues that the causes of Britain’s entrenched inequalities are consequences of shifts in systems of governance over the past century. Clement Attlee’s postwar government aimed to remedy the failings of the prewar minimal state, while Margaret Thatcher’s governments in the 1980s in turn sought to remedy the failings of Attlee’s planned state by developing the marketised state, which morphed into the financialised state we see today. This analysis highlights the urgent need for a new political settlement of an enabling state that tackles current systemic weaknesses from market failures and over-centralisation. This book offers an accessible, analytic account of government failures of the past century, and is essential reading for anyone who wants to make an informed contribution to what an innovative, capable state might look like in a post-pandemic world
