Collection and integration of local knowledge and experience through a collective spatial analysis
This article discusses the convenience of adopting an approach of Collective Spatial Analysis in the P/PGIS processes, with the aim of improving the collection and integration of knowledge and local expertise in decision-making, mainly in the fields of planning and adopting territorial policies. Based on empirical evidence, as a result of the review of scientific articles from the Web of Science database, in which it is displayed how the knowledge and experience of people involved in decision-making supported by P/PGIS are collected and used, a prototype of a WEB-GSDSS application has been developed. This prototype allows a group of people to participate anonymously, in an asynchronous and distributed way, in a decision-making process to locate goods, services, or events through the convergence of their views. Via this application, two case studies for planning services in districts of Ecuador and Italy were carried out. Early results suggest that in P/PGIS local and external actors contribute their knowledge and experience to generate information that afterwards is integrated and analysed in the decision-making process. On the other hand, in a Collective Spatial Analysis, these actors analyse and generate information in conjunction with their knowledge and experience during the process of decision-making. Determinants of User Acceptance of a Local eGovernment Electronic Document Management System (EDMS)
On numerous occasions the significant value of the investments involved in the development of eGovernment and the expectations of governmental information systems use do not correspond to the rate of effective use. This scenario makes it difficult to justify the development of electronic government by governments and local authorities among its citizens. It is therefore important to understand the factors that influence the employees' intention of using governmental information systems. With the aim of understanding the determining factors of using an Electronic Document Management System (EDMS) in the context of Portuguese municipalities, this study develops an empirical analysis using the Unified Theory of Acceptance and Use of Technology (UTAUT) model, (Venkatesh et al., 2003). This model's application for information systems research in the governmental context has a weak expression and is unique in EDMS research. This empirical research
follows a realist and positivist approach. Data was collected from a survey answered by 2,175 employees of Portuguese municipalities (EDMS users). Partial Least Squares (PLS) was used to test the model proposed. The
results showed that Intention to Use is positively affected by Performance Expectancy, Effort Expectancy, Social Influence and Facilitating Conditions. With respect to the EDMS Use, the results showed that it is positively
influenced by Intention to Use and Facilitating Conditions. The main result indicates that EDMS users believe that the use of this information system will help them to obtain performance benefits in their work. However, the
increasing use of EDMS is not very influenced by the system's perceived ease of use. In short, this study provides a contribution to the Information Systems Acceptance and Adoption literature in local eGovernmental
contexts. In addition, our contribution empirically tests the model for implementation in governmental organizations and provides a better understanding of the adoption and use of an EDM
MANAGING POLICY NETWORKS: A SOCIAL MARKETING- AND COLLECTIVE INTELLIGENCE SYSTEMS-DRIVEN VIEW
This research contributes a new view of Policy Networks (PN) management. The research object is a successful PN practice in the Basque Country (BC) over an 8-year period, in relation to Local Agenda 21 (LA21) promotion. The Basque experience is studied using a qualitative and a quantitative approach. PNs are viewed as social marketing-driven collective intelligence systems built to have an effect on municipality commitment to LA21 (in terms of value, satisfaction and loyalty). The research concludes that by fostering the co-development âgenomeâ (a mix of co-decision, co-creation, love, glory and money âgenesâ) a commitment to the new tool is achieved.

Abstract
This paper explores the rise of ICTs as instruments of government reform and the implication of their use from the vantage point of the relations between democratic governance, the aims of Buen Vivir, and the role of civil society. We discuss some of the contradictions inherent in the nature and organisation of ICTs, particularly in connection to such e-government projects as âsmart citiesâ and participatory budgeting, and focus on the centrality of social relationships, political agency and the operations of social capital as elements that determine the success of these initiatives in the promotion of democratic practice. We also examine the relevance of social capital and user control to organisational structure and the ways in which structure relates to social innovation and the access, transfer and diffusion of knowledge as a common good. The paper concludes with a discussion of the significance of ICTs as instruments of civil empowerment and introduces the notion of âgenerative democracyâ as a means of re-imagining and realigning the role and powers of the state and civil society for the social production of goods and services

A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context.
