    Collective Decision Dynamics in the Presence of External Drivers

    We develop a sequence of models describing information transmission and decision dynamics for a network of individual agents subject to multiple sources of influence. Our general framework is set in the context of an impending natural disaster, where individuals, represented by nodes on the network, must decide whether or not to evacuate. Sources of influence include a one-to-many externally driven global broadcast as well as pairwise interactions, across links in the network, in which agents transmit either continuous opinions or binary actions. We consider both uniform and variable threshold rules on the individual opinion as baseline models for decision-making. Our results indicate that 1) social networks lead to clustering and cohesive action among individuals, 2) binary information introduces high temporal variability and stagnation, and 3) information transmission over the network can either facilitate or hinder action adoption, depending on the influence of the global broadcast relative to the social network. Our framework highlights the essential role of local interactions between agents in predicting collective behavior of the population as a whole.Comment: 14 pages, 7 figure

    A Human-centric Perspective on Digital Consenting: The Case of GAFAM

    According to different legal frameworks such as the European General Data Protection Regulation (GDPR), an end-user's consent constitutes one of the well-known legal bases for personal data processing. However, research has indicated that the majority of end-users have difficulty in understanding what they are consenting to in the digital world. Moreover, it has been demonstrated that marginalized people are confronted with even more difficulties when dealing with their own digital privacy. In this research, we use an enactivist perspective from cognitive science to develop a basic human-centric framework for digital consenting. We argue that the action of consenting is a sociocognitive action and includes cognitive, collective, and contextual aspects. Based on the developed theoretical framework, we present our qualitative evaluation of the consent-obtaining mechanisms implemented and used by the five big tech companies, i.e. Google, Amazon, Facebook, Apple, and Microsoft (GAFAM). The evaluation shows that these companies have failed in their efforts to empower end-users by considering the human-centric aspects of the action of consenting. We use this approach to argue that their consent-obtaining mechanisms violate principles of fairness, accountability and transparency. We then suggest that our approach may raise doubts about the lawfulness of the obtained consent—particularly considering the basic requirements of lawful consent within the legal framework of the GDPR

    Social media in collaborative learning in higher education : a qualitative case study of teachers’ and students’ views

    In this study, it was investigated how social media are used in collaborative learning in higher education and also how it can be better used in teaching and learning according to the students and teachers. The research questions of this study were: 1) How social media are used in collaborative learning by the teachers and students in higher education for educational purposes? 2) How could social media be used in collaborative learning process in higher education, according to the students and teachers? Qualitative interviews were conducted to collect the data from ten students and five teachers from the different faculties of University of Lapland and Lapland University of Applied Sciences. In conclusion it was found that, social media were not much used in collaboration with teachers by the students of both institutions. In case of teachers, it was found that all of them were using social media in their collaborative ways of teaching design and they have found social media as useful tool to deliver their teaching. Most of the students and all the teachers found social media to be useful in their teaching and learning. But there were also some challenges faced and areas of improvements identified by them. Thus the higher educational institutions should understand the importance of using social media in teaching and learning and take initiatives to overcome the current challenges identified by the students and teachers

    A Roundtable on Cross-Sector Collaboration and Resource Alignment for Health Equity: Meeting Summary

    Cross-sector collaboration is a highly recommended strategy to eliminate health inequities nationally and globally. In the federal sector, it is evolving into an important approach for solving complex social problems, as evidenced by its steady proliferation the past few decades. Despite the increased adoption of cross-sector collaboration, it is still not a default strategy or preeminent option for managing complex social problems. In September 2015, the Federal Interagency Health Equity Team (FIHET) hosted a Roundtable event to discuss opportunities and strategies to foster widespread adoption of cross-sector collaboration and resource alignment. The Roundtable featured several expert panelists and participants from the government sector, foundations, and communities, and explored issues, barriers, and innovation in this area of practice. Key recommendations from the Roundtable centered on mission alignment, increasing investments in infrastructure and capacity building, establishment of common language and goals, and embracing innovation to overcome institutional barriers. Participants also offered recommendations to improve funding infrastructure and requirements, increase information access, and foster cross-sector collaboration at the local level

    Structural Justice: A critical feminist framework exploring the intersection between justice, equity and structural reconciliation.

    Violence against women is a human rights violation (UN, 2006). It affects the health of women globally (UN, 2009) and its elimination is at the heart of many international and national goals. Intimate partner violence (IPV), one of the most common forms of gender-based violence, affects one in three women worldwide (WHO, 2013). The consequences of IPV create negative health outcomes for women that diminish their quality of life and their overall well-being. Abused women access community supports such as shelters to seek safe refuge from the abuse and restore their lives. While shelters play an extensive role in helping women to rebuild their lives they often struggle to navigate inflexible and unjust systemic structures that can be re-victimizing to women and undermine their ability to live violence free. This study describes an emergent narrative of structural justice (SJ) that arose while examining the structural challenges of 6 shelters for abused women in urban and rural Virginia. It details the critical exploration of the intersection between structure and justice by integrating existing literature with qualitative participant narratives (N=36); and constructing an operational definition of structural justice (SJ) through an iterative process. Findings reveal SJ oriented patterns that shape five core tenets at the heart of this narrative. This SJ offers a framework out of which we can create a narrative of hope and a call-to-action. to rectify systemic violence. This framework contributes to the discourse concerning the elimination of VAW as it focuses on creating justice, equity and structural reconciliation

    Participatory Militias: An Analysis of an Armed Movement's Online Audience

    Armed groups of civilians known as "self-defense forces" have ousted the powerful Knights Templar drug cartel from several towns in Michoacan. This militia uprising has unfolded on social media, particularly in the "VXM" ("Valor por Michoacan," Spanish for "Courage for Michoacan") Facebook page, gathering more than 170,000 fans. Previous work on the Drug War has documented the use of social media for real-time reports of violent clashes. However, VXM goes one step further by taking on a pro-militia propagandist role, engaging in two-way communication with its audience. This paper presents a descriptive analysis of VXM and its audience. We examined nine months of posts, from VXM's inception until May 2014, totaling 6,000 posts by VXM administrators and more than 108,000 comments from its audience. We describe the main conversation themes, post frequency and relationships with offline events and public figures. We also characterize the behavior of VXM's most active audience members. Our work illustrates VXM's online mobilization strategies, and how its audience takes part in defining the narrative of this armed conflict.     Online civic intervention: A new form of political participation under conditions of a disruptive online discourse

    In the everyday practice of online communication, we observe users deliberately reporting abusive content or opposing hate speech through counterspeech, while at the same time, online platforms are increasingly relying on and supporting this kind of user action to fight disruptive online behavior. We refer to this type of user engagement as online civic intervention (OCI) and regard it as a new form of user-based political participation in the digital sphere that contributes to an accessible and reasoned public discourse. Because OCI has received little scholarly attention thus far, this article conceptualizes low- and high-threshold types of OCI as different kinds of user responses to common disruptive online behavior such as hate speech or hostility toward the media.
