    Change Of Routines: A Multi-Level Analysis

    This paper analyses how organizational routines change. It focuses on the level of learning groups within organizations. The paper starts with a summary of the 'activity theory' of knowledge used. Next, the notion of scripts is used, to analyse organizational groups as 'systems of distributed cognition', and to identify different levels of routines and their change.     The objective of this investigation was to provide another perspective on what it means to be digitally competent today, in addition to reviews of literature and current frameworks for the development of digital competence, 5 all of which constitute part of the wider IPTS Digital Competence Project (DIGCOMP). Some common ground exists at a general level in defining digital competence in terms of knowledge, skills, and attitudes, which may be hierarchically organised. However, this does not provide the clarity needed by teachers, employers, citizens – all those who are responsible for digital competence development, be it their own or other people’s ‐ to make informed decisions. Further work is needed to create a common language that helps to enhance understanding across the worlds of research, education, training, and work. This will make it easier for citizens and employers to see what digital competence entails and how it is relevant to their jobs and more generally, their lives

    Building Commons Governance for a Greener Economy

    Much recent work in ecological economics and political ecology, including calls for “de-growth” in the transition towards more sustainable economies, focuses on commons as a promising paradigm for sustainable governance institutions.  The vision involves people who depend on or have an interest in a resource or asset, working together co-operatively to use that asset for production, service provision, and exchange which creates value and well-being while integrating ecological care, justice, and long-term planning to the best of diverse communities’ abilities. This includes institutions such as co-ops, land trusts, and non-market or beyond-market collective ways of organizing production, distribution, consumption, and waste or materials management.Developing such collective institutions requires nurturing the skills and abilities needed to create and maintain them: empathy, communication and listening skills, a sense of shared purpose, creativity, dispute resolution across differences, long-term vision, environmental awareness and stewardship, among others. Transformative education praxis and transdisciplinarity facilitate the growth of these skills and abilities in children and adults, as Paulo Freire and other transformative learning practitioners have shown (Gadotti 2009; O’Sullivan 1999;Gutierrez & Prado 1998). Transformative pedagogy, including both eco-pedagogy and transdisciplinarity, is foundational as human society evolves institutions for sustainability such as commons.This research was supported by the International Development Research Centre, grant number IDRC GRANT NO. 106002-00

    Citizenship and the Politics of Civic Driven Change

    Nation states are premised on the legitimizing presence of a polity comprised of citizens. The politics of this relationship is central to discourse on how societies evolve. Yet in the discipline of international development studies the topic remains peripheral. Reasons can be found in conceptual confusion, in selectivity in donor thinking and policies towards civil society and in the growth-driven political economy of NGO-ism. Remedies for the political lacunae are being sought through a concerted focus on people's rights, citizenship and qualities of leadership that all show valuable progress. This chapter will examine a comprehensive complement to such efforts referred to as civic driven change (CDC). Originating in a grounded empirical approach, the constituent principles and elements of CDC offer a lens that can both sharpen and deepen insights and advance analysis of civic agency in socio-political processes. As an ontologically grounded normative proposition, CDC allows exposure and examination of 'uncivil' forces stemming from contending claims on citizenship. These factors are typically ignored or denied in an historical harmony model of societal change. A CDC narrative is illustrated by reference to contemporary examples of citizen action that play out at multiple sites of governance
