Product and Process Innovations in Subcontracting: Empirical Evidence from the French "Sillon Alpin"
International audienceThis paper investigates the role that subcontracting relationships (collaborative outsourcing vs. traditional subcontracting) can have on a subcontractor's ability to innovate in process and product. In order to measure the "full" impact of subcontracting relationships on innovation, we take into account the possible interaction between process and product innovations. The empirical test is based on 93 small firms operating in "pure subcontracting industries". Using a bivariate probit model, we give evidence that process and product innovations are not independent choices. The test confirms the positive impact of collaborative outsourcing agreement on the subcontractor's probability to innovate whatever the type of innovation. Finally, the results show that process and product innovations are reinforced by different inter-organizational practices and tools as well as distinct absorptive capabilities. This suggests important implications for subcontractors' competitive position

Multi Site Coordination using a Multi-Agent System
A new approach of coordination of decisions in a multi site system is
proposed. It is based this approach on a multi-agent concept and on the
principle of distributed network of enterprises. For this purpose, each
enterprise is defined as autonomous and performs simultaneously at the local
and global levels. The basic component of our approach is a so-called Virtual
Enterprise Node (VEN), where the enterprise network is represented as a set of
tiers (like in a product breakdown structure). Within the network, each partner
constitutes a VEN, which is in contact with several customers and suppliers.
Exchanges between the VENs ensure the autonomy of decision, and guarantiee the
consistency of information and material flows. Only two complementary VEN
agents are necessary: one for external interactions, the Negotiator Agent (NA)
and one for the planning of internal decisions, the Planner Agent (PA). If
supply problems occur in the network, two other agents are defined: the Tier
Negotiator Agent (TNA) working at the tier level only and the Supply Chain
Mediator Agent (SCMA) working at the level of the enterprise network. These two
agents are only active when the perturbation occurs. Otherwise, the VENs
process the flow of information alone. With this new approach, managing
enterprise network becomes much more transparent and looks like managing a
simple enterprise in the network. The use of a Multi-Agent System (MAS) allows
physical distribution of the decisional system, and procures a heterarchical
organization structure with a decentralized control that guaranties the
autonomy of each entity and the flexibility of the network
Information Society, Work and the Generation of New Forms of Social Exclusion (SOWING): National Report (Portugal)
The choice over the Portuguese case studies was based on the sample constructed for the application of the firm questionnaires, during the second year of the SOWING project, 1999. This sample was fulfilled of firms among several activity sectors: textile, manufacturing, electronics, transports and software industry, based on NACE – codes (2 – digit level). Thus, we agreed to include in a new database the remaining questionnaires and construct a sample with 113 observations. Concerning the organisational change we make a distinction of three categories of change. First we analyse changes taking place at the inter-firm level (outsourcing, subcontracting, geographic relocation), followed by changes at the organisational level (deconcentration/decentralisation, reduction of hierarchical levels, introduction of cost and profit centres). The third kind of changes analysed will be those taking place at the workplace level (job enlargement/enrichment, changing character of work, work load). A new governance approach for multi-firm projects: lessons from Olkiluoto 3 and Flamanville 3 nuclear power plant projects
We analyze governance in two contemporary nuclear power plant projects: Olkiluoto 3 (Finland) and Flamanville 3 (France). We suggest that in the governance of large multi-firm projects, any of the prevalent governance approaches that rely on market, hierarchy, or hybrid forms, is not adequate as such. This paper opens up avenues towards a novel theory of governance in large projects by adopting a project network view with multiple networked firms within a single project, and by simultaneously going beyond organizational forms that cut across the traditional firm–market dichotomy. Our analysis suggests four changes in the prevailing perspective towards the governance of large projects. First, there should be a shift from viewing multi-firm projects as hierarchical contract organizations to viewing them as supply networks characterized by a complex and networked organizational structure. Second, there should be a shift in the emphasis of the predominant modes of governance, market and hierarchy towards novel governance approaches that emphasize network-level mechanisms such as self-regulation within the project. Third, there should be a shift from viewing projects as temporary endeavors to viewing projects as short-term events or episodes embedded in the long-term sphere of shared history and expected future activities among the involved actors. Fourth, there should be a shift from the prevailing narrow view of a hierarchical project management system towards an open system view of managing in complex and challenging institutional environments
