Transparency, Openness and Knowledge Sharing for Rebuilding and Strengthening Government Institutions
The developing of the Open Government Model is
allowing an organizational revolution for public
administrations, providing to citizens and entrepreneurs a
better access to information and public services. It also
can allow the increasing of transparency in public
agencies and citizen participation, indirectly enhancing
collaboration and facilitating democratic processes.
Transparency and open data can be powerful tools to
stimulate and support public servicesâ improvements,
faster innovation and empower citizensâ rights. So
actually many governmental organizations are reviewing
and rearranging their processes, information and data to
improve policies, enhance legitimacy and openness
toward outside parties and citizens. An âopenâ public
knowledge may contribute to establish a collaboration and
participation culture among the main stakeholders. In this
paper authors focus on a new organizational model to
deliver transparent services and to improve an effective
collaboration between the public administrations. The
research methodology adopted is based on a theoreticaldeductive
approach. The study describes general
principles to come, through the case strategy, to the
empirical analysis of an innovative national government
portal called âTransparency Compass Portalâ. It tries also
to identify the distinctive aspects of some administrative
services offered by several public organizations
Orchestrating Forest Policy in Italy: Mission Impossible?
In the Italian political and economic agenda the forest sector occupies a marginal role. The forest sector in Italy is characterized by a high institutional fragmentation and centralized decision-making processes dominated by Public Forest Administrations. Public participation in forest policy processes has been implemented since the 1990s at national, regional and local levels in several cases. However, today no significant changes have been observed in the overall governance of the forest sector and stakeholders' involvement in Italian forest policy decision-making is still rather limited. The aims of this paper are to describe the state of forest-related participatory processes in Italy at various levels (national, regional and local) and identify which factors and actors hinder or support the establishment and implementation of participatory forest-related processes in the country. The forest-related participatory processes are analyzed adopting a qualitative-based approach and interpreting interactive, complex and non-linear participatory processes through the lens of panarchy theory

Agile and Pro-Active Public Administration as a Collaborative Networked Organization
In highly competitive, globalized economies and societies of always-on-line
people intensively using the Internet and mobile phones, public administrations
have to adapt to new challenges. Enterprises and citizens expect public
administrations to be agile and pro-active to foster development. A way to
achieve agility and pro-activity is application of a model of Collaborative
Network Organizations in its two forms: Virtual Organizations (VO) and Virtual
Organization Breeding Environments (VOBE). In the paper, advantages are shown
of public administration playing a role of a Virtual Organization customer on
the one hand, and a Virtual Organization member on the other hand. It is also
shown how public administration playing a role of a Virtual Organization
Breeding Environment may improve its agility and promote advanced technologies
and management methods among local organizations. It is argued in the paper
that public administration should provide a Virtual Organization Breeding
Environment as a part of public services.Comment: 6 pages, 2 figure
Incentives for the adoption of e-government by Greek municipalities
Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local egovernment in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of eGovernment at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.peer-reviewe

Knowledge Management for Public Administrations: Technical Realizations of an Enterprise Attention Management System
The improvement of governmentsâ efficiency has gained great importance and validity especially in the current times of economic downturn. E-Government constitutes the most contemporary techno-managerial proposition in the track of possible interventions. The paper addresses, more specifically, empowerments necessitated by Public Administration (PA) organizations. Anchored on the needs of three real-life cases, the paper describes the conception and the realization of an IT artefact together with its methodological appeals aiming at improving information access and delivery and thus PAsâ decision making capacity. Our proposition constitutes a novel approach for managing usersâ attention in knowledge intensive organizations which goes beyond informing a user about changes in relevant information towards proactively supporting the user to react on changes. The approach is based on an expressive attention model, which is realized by combining ECA (Event-Condition-Action) rules with ontologies. The technical realizations described in the paper constitute the underlying infrastructure of an Enterprise Attention Management System
