    Collaborative networks: A pillar of digital transformation

    UID/EEA/00066/2019 POCI-01-0247-FEDER-033926The notion of digital transformation encompasses the adoption and integration of a variety of new information and communication technologies for the development of more efficient, flexible, agile, and sustainable solutions for industrial systems. Besides technology, this process also involves new organizational forms and leads to new business models. As such, this work addresses the contribution of collaborative networks to such a transformation. An analysis of the collaborative aspects required in the various dimensions of the 4th industrial revolution is conducted based on a literature survey and experiences gained from several research projects. A mapping between the identified collaboration needs and research results that can be adopted from the collaborative networks area is presented. Furthermore, several new research challenges are identified and briefly characterized.publishe

    Catching up in pharmaceuticals: a comparative study of India and Brazil

    Since the mid-twentieth century, the national objective of India and Brazil has been to develop industrial capabilities in essential sectors such as pharmaceuticals. At the outset, they shared some common features: a considerable period of lax intellectual property rights regimes, large internal market and a reasonably strong cadre of scientists and engineers. However, over fifty years, India has had much more success in building indigenous capabilities in pharmaceuticals than Brazil, at least to date. Why? In exploring the answer to this question, we show that in both countries the design of State policy played a crucial role and the endogenous responses in the national system of innovation consisted of two parts. On the one hand, most of the time, the predicted and desired outcome was partially realized and on the other hand, there were invariably, other unpredicted responses that emerged.     Grafting: Balancing Control and Cultivation in Information Infrastructure Innovation

    This paper proposes grafting as a new perspective on information infrastructure (II) innovation. We introduce the organic notion of grafting to help explore innovation processes in settings where control is distributed and episodic. Our case study follows the implementation of mobile phone-based reporting of routine data from sub-district health facilities in Malawi. Initial grafting work entails the careful alignment of available resources, capacities, and interests through the proposition of an information system (IS) innovation (e.g., mobile phone-based reporting). The nurturing of the implementation involves collaborative efforts spanning technological, professional, geographical, and organizational boundaries. This work is taken forward by the identification of opportunities for merging an innovation with existing socio-technical arrangements (e.g., health management information systems in Malawi) in such a way that the parts continue to grow

    Interactive Learning Spaces and Development Policies in Latin America

    The emergent “learning economy” is truly global in the sense that it deeply affects the whole world. The emergence of “learning societies”, though, is a process that takes place only in some regions, the patterns followed by this highly complex social process being far from converging. The fact that some societies are becoming learning societies and others are hardly following that type of path is the new and most relevant feature of the development-underdevelopment divide: this is the “learning divide” which is studied in the paper. A main point at stake is that learning is bounded to having opportunities to learn, which are related with access to education and also with possibilities to apply knowledge creatively while interacting in problem solving activities..
