    Integrative Use of Information Extraction, Semantic Matchmaking and Adaptive Coupling Techniques in Support of Distributed Information Processing and Decision-Making

    In order to press maximal cognitive benefit from their social, technological and informational environments, military coalitions need to understand how best to exploit available information assets as well as how best to organize their socially-distributed information processing activities. The International Technology Alliance (ITA) program is beginning to address the challenges associated with enhanced cognition in military coalition environments by integrating a variety of research and development efforts. In particular, research in one component of the ITA ('Project 4: Shared Understanding and Information Exploitation') is seeking to develop capabilities that enable military coalitions to better exploit and distribute networked information assets in the service of collective cognitive outcomes (e.g. improved decision-making). In this paper, we provide an overview of the various research activities in Project 4. We also show how these research activities complement one another in terms of supporting coalition-based collective cognition

    UIDB/00183/2020 UIDP/00183/2020At the beginning of the 21st century we witnessed an exponential technological development that included applications in the fields of education, security, employability, health, personal autonomy, and social relations, among others. All these applications incorporate, implicitly or explicitly, a theory of cognition, that is, a theory of how the mind works and how humans can interact with these technologies. Following this development, new questions regarding technology and its relation to cognition are being posed in the Cognitive Sciences, broadening fields of study and opening new research lines. In particular, the rise of the 4E approach to cognition (embodied, embedded, enactive, and extended) can be noticed in the design of technologies like augmented reality or serious games. At the same time, studies in sensory substitution or social robotics offer innovative insights and theoretical discussions on the nature of cognition.     The Extended Mind and Network-Enabled Cognition

    In thinking about the transformative potential of network technologies with respect to human cognition, it is common to see network resources as playing a largely assistive or augmentative role. In this paper we propose a somewhat more radical vision. We suggest that the informational and technological elements of a network system can, at times, constitute part of the material supervenience base for a human agent’s mental states and processes. This thesis (called the thesis of network-enabled cognition) draws its inspiration from the notion of the extended mind that has been propounded in the philosophical and cognitive science literature. Our basic claim is that network systems can do more than just augment cognition; they can also constitute part of the physical machinery that makes mind and cognition mechanistically possible. In evaluating this hypothesis, we identify a number of issues that seem to undermine the extent to which contemporary network systems, most notably the World Wide Web, can legitimately feature as part of an environmentally-extended cognitive system. Specific problems include the reliability and resilience of network-enabled devices, the accessibility of online information content, and the extent to which network-derived information is treated in the same way as information retrieved from biological memory. We argue that these apparent shortfalls do not necessarily merit the wholesale rejection of the network-enabled cognition thesis; rather, they point to the limits of the current state-of-the-art and identify the targets of many ongoing research initiatives in the network and information sciences. In addition to highlighting the importance of current research and technology development efforts, the thesis of network-enabled cognition also suggests a number of areas for future research. These include the formation and maintenance of online trust relationships, the subjective assessment of information credibility and the long-term impact of network access on human psychological and cognitive functioning. The nascent discipline of web science is, we suggest, suitably placed to begin an exploration of these issues

    Cognition and the Web

    Empirical research related to the Web has typically focused on its impact to social relationships and wider society; however, the cognitive impact of the Web is also an increasing focus of scientific interest and research attention. In this paper, I attempt to provide an overview of what I see as the important issues in the debate regarding the relationship between human cognition and the Web. I argue that the Web is potentially poised to transform our cognitive and epistemic profiles, but that in order to understand the nature of this influence we need to countenance a position that factors in the available scientific evidence, the changing nature of our interaction with the Web, and the possibility that many of our everyday cognitive achievements rely on complex webs of social and technological scaffolding. I review the literature relating to the cognitive effects of current Web technology, and I attempt to anticipate the cognitive impact of next-generation technologies, such as Web-based augmented reality systems and the transition to data-centric modes of information representation. I suggest that additional work is required to more fully understand the cognitive impact of both current and future Web technologies, and I identify some of the issues for future scientific work in this area. Given that recent scientific effort around the Web has coalesced into a new scientific discipline, namely that of Web Science, I suggest that many of the issues related to cognition and the Web could form part of the emerging Web Science research agenda

    The Reappearing Tool: Transparency, Smart Technology, and the Extended Mind

    Some thinkers have claimed that expert performance with technology is characterized by a kind of disappearance of that technology from conscious experience, that is, by the transparency of the tools and equipment through which we sense and manipulate the world. This is a claim that may be traced to phenomenological philosophers such as Heidegger and Merleau-Ponty, but it has been influential in user interface design where the transparency of technology has often been adopted as a mark of good design. Moreover, in the philosophy of cognitive science, such transparency has been advanced as necessary for extended cognition (the situation in which the technology with which we couple genuinely counts as a constitutive part of our cognitive machinery, along with our brains). By reflecting on concrete examples of our contemporary engagement with technology, I shall argue that the epistemic challenges posed by smart artefacts (those that come equipped with artificial-intelligencebased applications) should prompt a reassessment of the drive for transparency in the design of some cases of technology-involving cognition. This has consequences for the place of extended minds in the contemporary technological context

    Minds Online: The Interface between Web Science, Cognitive Science, and the Philosophy of Mind

    Alongside existing research into the social, political and economic impacts of the Web, there is a need to study the Web from a cognitive and epistemic perspective. This is particularly so as new and emerging technologies alter the nature of our interactive engagements with the Web, transforming the extent to which our thoughts and actions are shaped by the online environment. Situated and ecological approaches to cognition are relevant to understanding the cognitive significance of the Web because of the emphasis they place on forces and factors that reside at the level of agent–world interactions. In particular, by adopting a situated or ecological approach to cognition, we are able to assess the significance of the Web from the perspective of research into embodied, extended, embedded, social and collective cognition. The results of this analysis help to reshape the interdisciplinary configuration of Web Science, expanding its theoretical and empirical remit to include the disciplines of both cognitive science and the philosophy of mind

    Adaptive Resonance: An Emerging Neural Theory of Cognition

    Adaptive resonance is a theory of cognitive information processing which has been realized as a family of neural network models. In recent years, these models have evolved to incorporate new capabilities in the cognitive, neural, computational, and technological domains. Minimal models provide a conceptual framework, for formulating questions about the nature of cognition; an architectural framework, for mapping cognitive functions to cortical regions; a semantic framework, for precisely defining terms; and a computational framework, for testing hypotheses. These systems are here exemplified by the distributed ART (dART) model, which generalizes localist ART systems to allow arbitrarily distributed code representations, while retaining basic capabilities such as stable fast learning and scalability. Since each component is placed in the context of a unified real-time system, analysis can move from the level of neural processes, including learning laws and rules of synaptic transmission, to cognitive processes, including attention and consciousness. Local design is driven by global functional constraints, with each network synthesizing a dynamic balance of opposing tendencies.     Imaginative Value Sensitive Design: How Moral Imagination Exceeds Moral Law Theories in Informing Responsible Innovation

    Safe-by-Design (SBD) frameworks for the development of emerging technologies have become an ever more popular means by which scholars argue that transformative emerging technologies can safely incorporate human values. One such popular SBD methodology is called Value Sensitive Design (VSD). A central tenet of this design methodology is to investigate stakeholder values and design those values into technologies during early stage research and development (R&D). To accomplish this, the VSD framework mandates that designers consult the philosophical and ethical literature to best determine how to weigh moral trade-offs. However, the VSD framework also concedes the universalism of moral values, particularly the values of freedom, autonomy, equality trust and privacy justice. This paper argues that the VSD methodology, particularly applied to nano-bio-info-cogno (NBIC) technologies, has an insufficient grounding for the determination of moral values. As such, an exploration of the value-investigations of VSD are deconstructed to illustrate both its strengths and weaknesses. This paper also provides possible modalities for the strengthening of the VSD methodology, particularly through the application of moral imagination and how moral imagination exceed the boundaries of moral intuitions in the development of novel technologies
