    Performance assessment of urban precinct design: a scoping study

    Executive Summary: Significant advances have been made over the past decade in the development of scientifically and industry accepted tools for the performance assessment of buildings in terms of energy, carbon, water, indoor environment quality etc. For resilient, sustainable low carbon urban development to be realised in the 21st century, however, will require several radical transitions in design performance beyond the scale of individual buildings. One of these involves the creation and application of leading edge tools (not widely available to built environment professions and practitioners) capable of being applied to an assessment of performance across all stages of development at a precinct scale (neighbourhood, community and district) in either greenfield, brownfield or greyfield settings. A core aspect here is the development of a new way of modelling precincts, referred to as Precinct Information Modelling (PIM) that provides for transparent sharing and linking of precinct object information across the development life cycle together with consistent, accurate and reliable access to reference data, including that associated with the urban context of the precinct. Neighbourhoods are the ‘building blocks’ of our cities and represent the scale at which urban design needs to make its contribution to city performance: as productive, liveable, environmentally sustainable and socially inclusive places (COAG 2009). Neighbourhood design constitutes a major area for innovation as part of an urban design protocol established by the federal government (Department of Infrastructure and Transport 2011, see Figure 1). The ability to efficiently and effectively assess urban design performance at a neighbourhood level is in its infancy.     Perspectives on subnational carbon and climate footprints: A case study of Southampton, UK

    Sub-national governments are increasingly interested in local-level climate change management. Carbon- (CO2 and CH4) and climate-footprints—(Kyoto Basket GHGs) (effectively single impact category LCA metrics, for global warming potential) provide an opportunity to develop models to facilitate effective mitigation. Three approaches are available for the footprinting of sub-national communities. Territorial-based approaches, which focus on production emissions within the geo-political boundaries, are useful for highlighting local emission sources but do not reflect the transboundary nature of sub-national community infrastructures. Transboundary approaches, which extend territorial footprints through the inclusion of key cross boundary flows of materials and energy, are more representative of community structures and processes but there are concerns regarding comparability between studies. The third option, consumption-based, considers global GHG emissions that result from final consumption (households, governments, and investment). Using a case study of Southampton, UK, this chapter develops the data and methods required for a sub-national territorial, transboundary, and consumption-based carbon and climate footprints. The results and implication of each footprinting perspective are discussed in the context of emerging international standards. The study clearly shows that the carbon footprint (CO2 and CH4 only) offers a low-cost, low-data, universal metric of anthropogenic GHG emission and subsequent management

    The inhabited environment, infrastructure development and advanced urbanization in China's Yangtze River Delta Region

    This paper analyzes the relationship among the inhabited environment, infrastructure development and environmental impacts in China's heavily urbanized Yangtze River Delta region. Using primary human environment data for the period 2006-2014, we examine factors affecting the inhabited environment and infrastructure development: urban population, GDP, built-up area, energy consumption, waste emission, transportation, real estate and urban greenery. Then we empirically investigate the impact of advanced urbanization with consideration of cities' differences. Results from this study show that the growth rate of the inhabited environment and infrastructure development is strongly influenced by regional development structure, functional orientations, traffic network and urban size and form. The effect of advanced urbanization is more significant in large and mid-size cities than huge and mega cities. Energy consumption, waste emission and real estate in large and mid-size cities developed at an unprecedented rate with the rapid increase of economy. However, urban development of huge and mega cities gradually tended to be saturated. The transition development in these cities improved the inhabited environment and ecological protection instead of the urban construction simply. To maintain a sustainable advanced urbanization process, policy implications included urban sprawl control polices, ecological development mechanisms and reforming the economic structure for huge and mega cities, and construct major cross-regional infrastructure, enhance the carrying capacity and improvement of energy efficiency and structure for large and mid-size cities

    Can urban metabolism models advance green infrastructure planning? Insights from ecosystem services research

    Urban metabolism studies have gained momentum in recent years as a means to assess the environmental performance of cities and to point to more resource-efficient strategies for urban development. Recent literature reviews report a growing number of applications of the industrial ecology model for Material Flow Analysis (MFA) in the design of the built environment. However, MFA applications in green infrastructure development are scarce. In this article, we argue that: i) the use of MFA in green infrastructure practice can inform decision-making towards more resource-efficient urban planning; ii) the ecosystem service concept is critical to operationalize MFA for green infrastructure planning and design, and, through this, can enhance the impact of urban metabolism research on policy making and planning practice. The article draws from a systematic review of literature on urban ecosystem services and benefits provided by green infrastructure in urban regions. The review focuses on ecosystem services that can contribute to a more energy-efficient and less carbon-intensive urban metabolism. Using the Common International Classification of Ecosystem Services as a baseline, we then discuss opportunities for integrating energy provision and climate regulation ecosystem services in MFA. Our discussion demonstrates that the accounting of ecosystem services in MFA enables expressing impacts of green infrastructure on the urban energy mix (renewable energy provision), the magnitude of energy use (mitigation of building energy demand), and the dynamics of biogeochemical processes in cities (carbon sequestration). We finally propose an expanded model for MFA that illustrates a way forward to integrate the ecosystem service concept in urban metabolism models and to enable their application in green infrastructure planning and design

    Characterizing urban landscapes using fuzzy sets

    Characterizing urban landscapes is important given the present and future projections of global population that favor urban growth. The definition of “urban” on a thematic map has proven to be problematic since urban areas are heterogeneous in terms of land use and land cover. Further, certain urban classes are inherently imprecise due to the difficulty in integrating various social and environmental inputs into a precise definition. Social components often include demographic patterns, transportation, building type and density while ecological components include soils, elevation, hydrology, climate, vegetation and tree cover. In this paper, we adopt a coupled human and natural system (CHANS) integrated scientific framework for characterizing urban landscapes. We implement the framework by adopting a fuzzy sets concept of “urban characterization” since fuzzy sets relate to classes of object with imprecise boundaries in which membership is a matter of degree. For dynamic mapping applications, user-defined classification schemes involving rules combining different social and ecological inputs can lead to a degree of quantification in class labeling varying from “highly urban” to “least urban”. A socio-economic perspective of urban may include threshold values for population and road network density while a more ecological perspective of urban may utilize the ratio of natural versus built area and percent forest cover. Threshold values are defined to derive the fuzzy rules of membership, in each case, and various combinations of rules offer a greater flexibility to characterize the many facets of the urban landscape. We illustrate the flexibility and utility of this fuzzy inference approach called the Fuzzy Urban Index for the Boston Metro region with five inputs and eighteen rules. The resulting classification map shows levels of fuzzy membership ranging from highly urban to least urban or rural in the Boston study region. We validate our approach using two experts assessing accuracy of the resulting fuzzy urban map.     Anthropogenic activities are significant drivers of climate change and environmental degradation. Such activities are particularly influential in the context of the land system that is an important medium connecting earth surface, atmospheric dynamics, ecological systems, and human activities. Assessment of land use land cover changes and associated environmental, economic, and social consequences is essential to provide references for enhancing climate resilience and improving environmental sustainability. On the one hand, this book touches on various environmental topics, including soil erosion, crop yield, bioclimatic variation, carbon emission, natural vegetation dynamics, ecosystem and biodiversity degradation, and habitat quality caused by both climate change and earth surface modifications. On the other hand, it explores a series of socioeconomic facts, such as education equity, population migration, economic growth, sustainable development, and urban structure transformation, along with urbanization. The results of this book are of significance in terms of revealing the impact of land use land cover changes and generating policy recommendations for land management. More broadly, this book is important for understanding the interrelationships among life on land, good health and wellbeing, quality education, climate actions, economic growth, sustainable cities and communities, and responsible consumption and production according to the United Nations Sustainable Development Goals.     Integrated Urban Metabolism Analysis Tool (IUMAT)

    A number of tools are available today for simulating different aspects of urban activity, but these efforts are fragmented and do not effectively reflect the interrelationships between very diverse groups of urban sectors and resource flows. There is a critical need for robust and reliable urban metabolism analysis tools that integrate socio-economic elements of urbanization and physicality of the built environment into evaluating sustainability in cities. This dissertation outlines the development of an Integrated Urban Metabolism Analysis Tool (IUMAT) that dynamically measures the environmental impacts of land cover, transportation, and consumption of energy, water and materials employing a holistic framework. It includes examination of the existing scholarship on urban metabolism as well as description of the calculative framework for IUMAT. The scope of work is establishment of the Residential Energy Model that would serve as a template for the larger Energy, Water and Materials (EWM) Model. The EWM model takes a bottom-up approach to generate spatial resource demand profiles based on building and neighborhood characteristics. Finally, Residential Energy Consumption Survey (RECS) 2009 data is used to explain how the proposed framework makes use of actual data to find determinants of resources’ demand and unravel correlations between environmental consequences and myriad of urban variables. Quantile regression is explored as a robust method for large-scale energy modeling that is a prototype for resource use projection within other urban sectors
