    Population mapping in informal settlements with high-resolution satellite imagery and equitable ground-truth

    We propose a generalizable framework for the population estimation of dense, informal settlements in low-income urban areas–so called ’slums’–using high-resolution satellite imagery. Precise population estimates are a crucial factor for efficient resource allocations by government authorities and NGO’s, for instance in medical emergencies. We utilize equitable ground-truth data, which is gathered in collaboration with local communities: Through training and community mapping, the local population contributes their unique domain knowledge, while also maintaining agency over their data. This practice allows us to avoid carrying forward potential biases into the modeling pipeline, which might arise from a less rigorous ground-truthing approach. We contextualize our approach in respect to the ongoing discussion within the machine learning community, aiming to make real-world machine learning applications more inclusive, fair and accountable. Because of the resource intensive ground-truth generation process, our training data is limited. We propose a gridded population estimation model, enabling flexible and customizable spatial resolutions. We test our pipeline on three experimental site in Nigeria, utilizing pre-trained and fine-tune vision networks to overcome data sparsity. Our findings highlight the difficulties of transferring common benchmark models to real-world tasks. We discuss this and propose steps forward

    A Computational Method based on Radio Frequency Technologies for the Analysis of Accessibility of Disabled People in Sustainable Cities

    The sustainability strategy in urban spaces arises from reflecting on how to achieve a more habitable city and is materialized in a series of sustainable transformations aimed at humanizing different environments so that they can be used and enjoyed by everyone without exception and regardless of their ability. Modern communication technologies allow new opportunities to analyze efficiency in the use of urban spaces from several points of view: adequacy of facilities, usability, and social integration capabilities. The research presented in this paper proposes a method to perform an analysis of movement accessibility in sustainable cities based on radio frequency technologies and the ubiquitous computing possibilities of the new Internet of Things paradigm. The proposal can be deployed in both indoor and outdoor environments to check specific locations of a city. Finally, a case study in a controlled context has been simulated to validate the proposal as a pre-deployment step in urban environments

    Collective Intelligence and the Mapping of Accessible Ways in the City: a Systematic Literature Review

    This paper has the objective of assessing how ICTs are being used to provide accessibility in urban mobility, with special interest to collective intelligence approaches. A systematic literature review (SLR) was performed, using several different criteria to filter down the 500+ academic papers that were originally obtained from a search for “accessible maps” to the 43 papers that finally remained in the corpus of the SLR. Among the findings, it was noticed that (i) few studies explored the motivations of users that actively contribute, providing information to feed maps, and they restricted themselves to exploring three techniques: gaming, monetary reward and ranking; (ii) social networks are rarely used as a source of data for building and updating maps; and (iii) the literature does not discuss any initiative that aims to support the needs of physically and visually impaired citizens at the same time

    Improved resource use decisions and actions through remote sensing

    Operational uses of remote sensing for improving management decisions and actions concerning resource uses are considered in terms of first generation, or direct-action; and second generation or indirect, delayed-action applications. From among applications completed during 1974-75, seven case studies are offered in illustration of the many contrasts which can be drawn between first and second generation application studies. These include: (1) multi-agency river basin planning; (2) corridor assessment and route location for highway location together with improvement of county-level planning decisions; (3) improving timber management practices; (4) enforcement of new state statutes; (5) county-wide open space preservation; (6) land value reappraisal relative to property tax equalization; and (7) optimizing agri-business processing plant locations

    Smart mobility: opportunity or threat to innovate places and cities

    The concept of the “smart mobility” has become something of a buzz phrase in the planning and transport fields in the last decade. After a fervent first phase in which information technology and digital data were considered the answer for making mobility more efficient, more attractive and for increasing the quality of travel, some disappointing has grown around this concept: the distance between the visionarypotentialthatsmartness is providingis too far from the reality of urban mobility in cities. We argue in particular that two main aspects of smart mobility should be eluded: the first refers to the merely application to technology on mobility system, what we called the techo-centric aspect; the second feature is the consumer-centric aspect of smart mobility, that consider transport users only as potential consumers of a service. Starting from this, the study critics the smart mobility approach and applications and argues on a“smarter mobility” approach, in which technologies are only oneaspects of a more complex system. With a view on the urgency of looking beyond technology and beyond consumer-oriented solutions, the study arguments the need for a cross-disciplinary and a more collaborative approach that could supports transition towards a“smarter mobility” for enhancing the quality of life and the development ofvibrant cities. The article does not intend to produce a radical critique of the smart mobility concept,denying a priori its utility. Our perspectiveisthat the smart mobility is sometimes used as an evocativeslogan lacking some fundamental connection with other central aspect of mobility planning and governance. Main research questions are: what is missing in the technology-oriented or in the consumers-oriented smart mobility approach? What are the main risks behind these approaches? To answer this questions the paper provides in Section 2 the rationale behind the paper;Section 3 provides a literature review that explores the evolution on smart mobility paradigm in the last decades analysing in details the “techno-centric”and the “consumer-centric” aspects. Section 4proposes an integrated innovative approach for smart mobility, providing examples and some innovative best practices in Belgium. Some conclusions are finally drawnin Section 5, based on the role of smart mobility to create not only virtual platforms but high quality urban places

    Understanding citizen science and environmental monitoring: final report on behalf of UK Environmental Observation Framework

    Citizen science can broadly be defined as the involvement of volunteers in science. Over the past decade there has been a rapid increase in the number of citizen science initiatives. The breadth of environmental-based citizen science is immense. Citizen scientists have surveyed for and monitored a broad range of taxa, and also contributed data on weather and habitats reflecting an increase in engagement with a diverse range of observational science. Citizen science has taken many varied approaches from citizen-led (co-created) projects with local community groups to, more commonly, scientist-led mass participation initiatives that are open to all sectors of society. Citizen science provides an indispensable means of combining environmental research with environmental education and wildlife recording. Here we provide a synthesis of extant citizen science projects using a novel cross-cutting approach to objectively assess understanding of citizen science and environmental monitoring including: 1. Brief overview of knowledge on the motivations of volunteers. 2. Semi-systematic review of environmental citizen science projects in order to understand the variety of extant citizen science projects. 3. Collation of detailed case studies on a selection of projects to complement the semi-systematic review. 4. Structured interviews with users of citizen science and environmental monitoring data focussing on policy, in order to more fully understand how citizen science can fit into policy needs. 5. Review of technology in citizen science and an exploration of future opportunities

    Integrating big data into a sustainable mobility policy 2.0 planning support system

    It is estimated that each of us, on a daily basis, produces a bit more than 1 GB of digital content through our mobile phone and social networks activities, bank card payments, location-based positioning information, online activities, etc. However, the implementation of these large data amounts in city assets planning systems still remains a rather abstract idea for several reasons, including the fact that practical examples are still very strongly services-oriented, and are a largely unexplored and interdisciplinary field; hence, missing the cross-cutting dimension. In this paper, we describe the Policy 2.0 concept and integrate user generated content into Policy 2.0 platform for sustainable mobility planning. By means of a real-life example, we demonstrate the applicability of such a big data integration approach to smart cities planning process. Observed benefits range from improved timeliness of the data and reduced duration of the planning cycle to more informed and agile decision making, on both the citizens and the city planners end. The integration of big data into the planning process, at this stage, does not have uniform impact across all levels of decision making and planning process, therefore it should be performed gradually and with full awareness of existing limitations

    An investigation into the role of crowdsourcing in generating information for flood risk management

    Flooding is a major global hazard whose management relies on an accurate understanding of its risks. Crowdsourcing represents a major opportunity for supporting flood risk management as members of the public are highly capable of producing useful flood information. This thesis explores a wide range of issues related to flood crowdsourcing using an interdisciplinary approach. Through an examination of 31 different projects a flood crowdsourcing typology was developed. This identified five key types of flood crowdsourcing: i) Incident Reporting, ii) Media Engagement, iii) Collaborative Mapping, iv) Online Volunteering and v) Passive VGI. These represent a wide range of initiatives with radically different aims, objectives, datasets and relationships with volunteers. Online Volunteering was explored in greater detail using Tomnod as a case study. This is a micro-tasking platform in which volunteers analyse satellite imagery to support disaster response. Volunteer motivations for participating on Tomnod were found to be largely altruistic. Demographics of participants were significant, with retirement, disability or long-term health problems identified as major drivers for participation. Many participants emphasised that effective communication between volunteers and the site owner is strongly linked to their appreciation of the platform. In addition, the feedback on the quality and impact of their contributions was found to be crucial in maintaining interest. Through an examination of their contributions, volunteers were found to be able to ascertain with a higher degree of accuracy, many features in satellite imagery which supervised image classification struggled to identify. This was more pronounced in poorer quality imagery where image classification had a very low accuracy. However, supervised classification was found to be far more systematic and succeeded in identifying impacts in many regions which were missed by volunteers. The efficacy of using crowdsourcing for flood risk management was explored further through the iterative development of a Collaborative Mapping web-platform called Floodcrowd. Through interviews and focus groups, stakeholders from the public and private sector expressed an interest in crowdsourcing as a tool for supporting flood risk management. Types of data which stakeholders are particularly interested in with regards to crowdsourcing differ between organisations. Yet, they typically include flood depths, photos, timeframes of events and historical background information. Through engagement activities, many citizens were found to be able and motivated to share such observations. Yet, motivations were strongly affected by the level of attention their contributions receive from authorities. This presents many opportunities as well as challenges for ensuring that the future of flood crowdsourcing improves flood risk management and does not damage stakeholder relationships with participants

    AbstractThis research proposes a methodology for digitizing street level accessibility with human sensing of wheelchair users. The dig- itization of street level accessibility is essential to develop accessibility maps or to personalize a route considering accessibility. However, current digitization methodologies are not sufficient because it requires a lot of manpower and therefore money and time cost. The proposed method makes it possible to digitize the accessibility semi-automatically. In this research, a three-axis accelerometer embedded on iPod touch sensed actions of nine wheelchair users across the range of disabilities and aged groups, in Tokyo, approximately 9hours.     Improving Urban Accessibility: A Methodology for Urban Dynamics Analysis in Smart, Sustainable and Inclusive Cities

    Despite the improvisations of current urban accessibility regulations and their application in urban systems, it is a fact that our cities are not accessible. Both, the assessment of the effectiveness of urban accessibility and its maintenance over time are issues that require a more consistent approach. In order to address these aspects, it is necessary to have an accurate awareness of the existing condition of urban accessibility. Therefore, the way this information is transformed into specific data, which must be collected, stored and assessed, is one of the main challenges that smart cities face. This research helps implement an integrated system for urban accessibility analysis, combining the latest advances in the Information and Communication Technologies, such as RF & GPS positioning, smart sensing and cloud computing. The main goal of this research is to develop a reliable and effective method to assess public space accessibility with special focus on people with disabilities, by eliciting from users personal experiences. Consequently, the data obtained will enable a better design for improving pedestrian mobility. As a result, a computational architecture for urban dynamics analysis has been designed. Finally, technology and data processing have been validated as an effective system for data collection, and, as a first approach to users’ real experience, it has been proposed to have a testing scenario at the University of Alicante
