    Horses as Sources of Proprietary Information: Commercialization, Conservation, and Compensation Pursuant to the Convention on Biological Diversity

    Horses indigenous to East and Southeast (E/SE) Asia, including native, landrace, feral, and wild populations, embody valuable genetic diversity. Conservation efforts for animals have largely been driven by humane altruism, with little consideration for the information value of genomes. Yet, if horses are viewed as archives of information as well as objects of affection, their conservation shifts to a market-based paradigm. Horse genetic resources (GR) likely contain significant value to the lucrative global horse industry, including veterinary applications such as diagnostics, therapeutics, genetic markers, gene therapies, and cloning technologies. As biotechnology becomes increasingly sophisticated, mining of horse GR will accelerate, thus facilitating identification, inventorying, bioprospecting, and commercialization of genetic information. Yet, establishing a value chain that balances equitable compensation for commercial applications while promoting conservation of horse populations remains a challenge. Recommendations presented here include establishing regional and national human resource and institutional capacity (competent national authorities), that catalog eco-geographical inventories of horse GR; monitor, manage, market and direct equitable value chains from horse to genetic information to commercial products; and ensure revenue flow back to support conservation. This system will foster market incentives to build capacity for sustainable conservation of the diverse horse populations of E/SE Asia

    Public-private partnerships in agricultural research: an analysis of challenges facing industry and the Consultative Group on International Agricultural Research

    "Public-private partnerships offer potentially important opportunities for pro-poor agricultural research in developing countries. Yet in the international agricultural research community-and with regard to the Consultative Group on International Agricultural Research (CGIAR) itself-we see few examples of successful public-private partnerships, and fewer examples where such collaborations have contributed to food security, poverty reduction and economic growth. This study assesses the opportunities for, and challenges to, creating and sustaining public-private partnerships between the international agricultural research centers of the CGIAR and leading multinational, research-based agribusiness companies. The study hypothesizes that the willingness and ability of public agencies and private firms to enter into partnerships are constrained by fundamentally different incentive structures; by insufficient minimization of the costs and risks of collaboration; by an inability to overcome mutually negative perceptions; by limited use of creative organizational mechanisms that reduce competition over key assets and resources; and by insufficient access to information on successful partnership models. The study methodology is based on interviews and discussions with key stakeholders and a wide review of the literature on public-private partnership. Tentative findings suggest that while incentives and perceptions do differ between sectors, sufficient common space exists or can be created through incentive structuring to facilitate greater partnership. However, both public- and private-sector partners inadequately account for and minimize the costs and risks of partnership. Similarly, partners discount the need for brokers and third-party actors to manage research collaborations and reduce competition between sectors.     International exchange of genetic resources, the role of information and implications for ownership: the case of the U.S. National Plant Germplasm System

    "Changing perceptions of resource ownership have altered international exchange of genetic resources. After summarizing the role of genebanks and issues related to property regimes, this paper presents an empirical study of one of the largest national genebanks, the U.S. National Germplasm System. The demand for its genetic resources appears to be substantial, both domestically and internationally. Utilization rates are higher than suggested by past studies. The role of information in enhancing the usefulness of NPGS resources is explored with an econometric model that indicates that accompanying data make germplasm more useful. U.S. requestors account for most of the germplasm demanded, but developing countries appear to make greater use of these resources, proportionally, in terms of overall usefulness, secondary sharing, and the presence of useful data.     Innovative in silico approaches to address avian flu using grid technology

    The recent years have seen the emergence of diseases which have spread very quickly all around the world either through human travels like SARS or animal migration like avian flu. Among the biggest challenges raised by infectious emerging diseases, one is related to the constant mutation of the viruses which turns them into continuously moving targets for drug and vaccine discovery. Another challenge is related to the early detection and surveillance of the diseases as new cases can appear just anywhere due to the globalization of exchanges and the circulation of people and animals around the earth, as recently demonstrated by the avian flu epidemics. For 3 years now, a collaboration of teams in Europe and Asia has been exploring some innovative in silico approaches to better tackle avian flu taking advantage of the very large computing resources available on international grid infrastructures. Grids were used to study the impact of mutations on the effectiveness of existing drugs against H5N1 and to find potentially new leads active on mutated strains. Grids allow also the integration of distributed data in a completely secured way.
