    Chinese agriculture technology demonstration centres in Southern Africa: The new business of development

    Chinese aid in the African agriculture sector is one of the enduring forms of involvement on the continent. The launching of Agriculture Technology Demonstration Centres (ATDCs) in 2006 marked a new intensive phase in agricultural aid, which seeks to find sustainability through public-private partnerships and to promote Chinese commercial pursuits. Based on in-depth fieldwork in Mozambique and South Africa, this paper provides a critical analysis of ATDCs practices. As per the three key objectives of the ATDC - technology transfer, business development, and sustainability -, the authors find three major results. First, the agro-technology transfer proves to be beneficial but at a very localized level. Second, Chinese agribusiness companies have been introduced to the host countries through the platform of the ATDC, and are partially fulfilling the commercial aim of the project. Third, the long-standing problem of aid unsustainability remains a major concern with the newly launched ATDC project.     China’s phenomenal growth offers an opportunity to boost development in African countries. Moreover, China’s loans and concessional assistance financed a wide range of development projects. China also is reaping significant benefits from this relationship, through access to raw materials, expanded markets for exports of manufactures, the establishment of investment relationships which could generate significant profits over time and diplomatic influence. But leadership from African governments, particularly to strengthen domestic policies and governance and to harmonize regional policies so as to improve the continent’s bargaining position with China, are required to ensure that the China-Africa relationship contributes to sustainable growth and poverty reduction. The twin goals of this paper are to summarizes the analysis on the economic exchange between China and Africa, and to outline policy recommendations to improve the benefits to both parties.

The Forum, established for the first time in October 2000 in Beijing, constitutes a platform for African and Chi-nese policymakers to enhance China’s relations with African countries. The years since 2000 have seen growing political, economic and diplomatic interests in China-Africa relations, attracting global attention toward China’s engagement in Africa. This has led to increasing analysis, research and studies which seek to better understand Sino-African partnerships and cooperation. FOCAC has deep-ened China-Africa’s relations in various fields: politics, economics, investments, trade, south-south cooperation and aid; etc. For Chinese and African officials, FOCAC constitutes a multilateral platform to evaluate the achievements and discuss the perspectives of Sino-African relations.     Business as usual? The role of BRICS co- operation in addressing health system priorities in East and Southern Africa

    There has been increased interest in whether “South-­‐South” co-­‐operation by Brazil, Russia, India, China and South Africa (BRICS) advances more equitable initiatives for global health. This article examines the extent to which resolutions, commitments, agreements and strategies from BRICS and Brazil, India and China (BIC) address regionally articulated policy concerns for health systems in East and Southern Africa (ESA) within areas of resource mobilization, research and development and local production of medicines, and training and retention of health workers. The study reviewed published literature and implemented a content analysis on these areas in official BRICS and ESA regional policy documents between 2007 and 2014. The study found encouraging signals of shared policy values and mutuality of interest, especially on medicines access, although with less evidence of operational commitments and potential divergence of interest on how to achieve shared goals. The findings indicate that African interests on health systems are being integrated into south-­‐south BRICS and BIC platforms. It also signals, however, that ESA countries need to proactively ensure that these partnerships are true to normative aims of mutual benefit, operationalize investments and programs to translate policy commitments into practice and strengthen accountability around their implementation

    China-Africa’s Emerging Economic Links: A review under the Core-Periphery perspective

    This essay has explored the validity of Marxist dependency theories in the context of the emerging China-Africa trade and economic relations. Whereas dependency theory assumes that economic domination runs across north-south geoeconomic patterns, this discussion has shown that the China-Africa economic links represent a distinct south-south dialectic occurring in an emerging new global economic configuration marked by a technology gap. Therefore, the discussion fails to support the idea that China’s involvement in Africa is of a conventional center-periphery type; which suggests the existence of nonexploitative, tough dependent, trade features. This dependence implies that external factors and decisions (included those related to China) also determine the real level of development in the Africa. Also worth mentioning is that for the first time Africa is drastically shifting its trade pattern away from its colonial framework: it too is becoming linked to a rapidly changing economy. Such a shift means that China’s own constant economic and social structural changes make it easy for Africa to adjust to the emerging new global economic order. At the same time, the China-Africa relationship is marked by unavoidable dialectic tensions like labor and competition issues. Even though synergies can be created by considering China’s legitimate interests in Africa and Africa’s own legitimate rights, no matter how well-intentioned China is, Africa must still generate its own technological capacities and rid itself of its legendary rampant corruption. Thus, both sides must admit that there will be no long-run benefit unless each contributes to the emergence of a new economic configuration that is deeply rooted not in mutual but in common or joint interests.China; Africa; Dependency theories; Economic Development; Globalization

    Chinese aid, finance, trade and investment flows to Africa are growing fast. We consider the consequences of these trends using a quantified framework. Very often, adequate data are simply non-available, but we find that existing data provide useful insights on what is ongoing. We first discuss the allocation of Chinese aid, using data on turnover of economic cooperation, and we find it is at least partially comparable to other bilateral aid. We also consider the potential issue created by re-indebtedness of African countries borrowing to China. Second, we show, through studying African import patterns, that the growing importation of Chinese products in Africa can be interpreted as trade creation instead of trade diversion. Hence it has positive rather than negative impact on African economies. Third, we study the influence of Chinese engagement on economic diversification. We show that the usual “Dutch disease” argument is debatable. We find that none of the various dimensions of China engagement has had so far a significant impact, positive or negative, on African economic diversification. For the future, the evolving preferential trade regime offered by China, and its policy of creating special economic zones, could help tip the balance on the positive side.
