    Cultural transformation in construction partnering projects

    In recent years there has been a growing interest in the use of partnering in construction. Since partnering is seen as changing behaviours and attitudes, cultural transformation cannot be forgotten in the process. Much of the literature tends to presume that cultural alignment is a prerequisite for partnering. Furthermore, the existing research fails to adequately address the complex relationship between individual or group behaviour and organisational culture which, nevertheless, lies at the heart of many prescriptions for improving collaboration within the industry. This paper initially reviews the major cultural and behavioural challenges and their root causes in construction partnering projects. Many commentators place considerable emphasis upon the importance of changing attitudes and cultural transformation to address various challenges in construction partnering. As the first step, this paper proposes a cultural web to understand organisational culture and to identify a substantial range of the elements which must be managed if a strategic and cultural change is to be successful

    Making Meaningful Connections: Characteristics of Arts Groups that Engage New and Diverse Participants

    For the last two decades, arts organizations of various kinds have focused increasing attention on participant development. Many have become more customer-centered in their practices and have successfully attracted more or different participants to their programs. These efforts have produced a growing body of knowledge on effective arts engagement techniques -- the specific programming, marketing and social media strategies that organizations are using to attract participants.Smart programming and marketing strategies are critical, and they have helped many cultural organizations attract new participants for specific programs. Depending on the organization, targeted populations have included teenagers, young adults, African American professionals, families, Latinos, veterans' groups, low-income populations, Arab Americans and others. Yet overall, the participant mix for the majority of cultural institutions remains largely unmixed. It is still the rare cultural organization whose regular participants truly reflect the socio-economic, ethnic or generational demographics of its wider community.This report offers an initial framework of key organizational characteristics for cultural institutions that are genuinely engaging participants who reflect their communities' changing demographics. It is not comprehensive, and the concepts outlined here may apply differently to different kinds of institutions. This summary is intended to spark thinking and discussion among organizations that are interested in better connecting with diverse participants and sustaining those relationships over time. It may also spur further experimentation and testing, and encourage leaders to deepen their understanding of the organizational dynamics that are essential to achieving more diverse participation in nonprofit cultural institutions.This research sought to understand the underlying organizational characteristics of successful engagement of diverse participants by arts organizations.     Pushing the bounds of rationality: Argumentation and extended cognition

    One of the central tasks of a theory of argumentation is to supply a theory of appraisal: a set of standards and norms according to which argumentation, and the reasoning involved in it, is properly evaluated. In their most general form, these can be understood as rational norms, where the core idea of rationality is that we rightly respond to reasons by according the credence we attach to our doxastic and conversational commitments with the probative strength of the reasons we have for them. Certain kinds of rational failings are so because they are manifestly illogical – for example, maintaining overtly contradictory commitments, violating deductive closure by refusing to accept the logical consequences of one’s present commitments, or failing to track basing relations by not updating one’s commitments in view of new, defeating information. Yet, according to the internal and empirical critiques, logic and probability theory fail to supply a fit set of norms for human reasoning and argument. Particularly, theories of bounded rationality have put pressure on argumentation theory to lower the normative standards of rationality for reasoners and arguers on the grounds that we are bounded, finite, and fallible agents incapable of meeting idealized standards. This paper explores the idea that argumentation, as a set of practices, together with the procedures and technologies of argumentation theory, is able to extend cognition such that we are better able to meet these idealized logical standards, thereby extending our responsibilities to adhere to idealized rational norms

    Authority and Discretion Tensions, Credible Delegation and Implications for New Organizational Forms

    We analyze a key problem in organization theory and design, namely the potential tension between authority (i.e., the power to make decisions which guide the decisions of another person) and the discretion of employees (i.e., the ability of an agent to control resources including his own human capital). The problem is rooted in the fact that in organizations, decisions rights are always loaned rather than owned; a hierarchical superior can always in principle overrule a hierarchical inferior. We provide an integrative treatment of the tensions that are involved in the interaction between authority and discretion, and the motivational problems that may result from this tension. We discuss how these problems may be checked by credible managerial commitments and other mechanisms. The framework is then applied to an analysis of new organizational forms, specifically internal hybrids. Thus, the framework adds to the understanding of the costs and benefits of alternative organizational forms.Managerial intervention, credible delegation, new organizational forms, organizational economics

    What makes ISAF s/tick: An investigation of the politics of coalition burden-sharing

    This paper is interested in conceptualising the often raised issue of over- and under-contributing in coalition operations; that of how and why members of complex coalitions2 may be punching above and below their weight, respectively. To this end, the first section presents a parsimonious baseline assumption regarding what variables may fundamentally inform coalition burden-sharing, to subsequently discuss how much each of these are found to play a role in the Afghanistan context. The second section elaborates on this by assessing the perception and the interpretation of threats by coalition member countries, related to Afghanistan, as this pertains to prioritising other variables within the scheme outlined in the previous section. The third and fourth sections then proceed to examine and further enrich the existing literature on coalition burden-sharing, and provide further insights regarding the operations of the International Security Assistance Force–Afghanistan, and regarding ISAF member-country decisionmaking; the objective here is to generate further refined assumptions, that can permit a preliminary assessment of the phenomenon of uneven burden-sharing in ISAF, complementing the initial baseline expectations
