Fighting for White Rule in Africa: The Central African Federation, Katanga and the Congo Crisis 1958-1965
This article assesses the role of the Central African Federation (CAF) of Southern Rhodesia, Northern Rhodesia and Nyasaland in the turmoil surrounding Belgium’s withdrawal from the Congo in June 1960. This is a subject largely ignored in the historiography on the collapse of the Congo and this article seeks to show that the CAF, keen to preserve white-settler rule in southern Africa, supported Belgian settler interests in the Congo, notably in neighbouring mineral-rich Katanga province, that were trying to block the transition to a united independent black Congo. Led by Sir Roy Welensky, the CAF initially pushed for a political union with Katanga province. When this failed, it actively supported the secession of Katanga, led by the pro-Western Congolese leader Moïse Tshombe, with economic, political and military assistance. The help included the extensive deployment of white mercenaries recruited in Southern Rhodesia and South Africa to support white-settler interests in the Congo from 1960 to 1965. Information Society, Work and the Generation of New Forms of Social Exclusion (SOWING): National Report (Portugal)
The choice over the Portuguese case studies was based on the sample constructed for the application of the firm questionnaires, during the second year of the SOWING project, 1999. This sample was fulfilled of firms among several activity sectors: textile, manufacturing, electronics, transports and software industry, based on NACE – codes (2 – digit level). Thus, we agreed to include in a new database the remaining questionnaires and construct a sample with 113 observations. Concerning the organisational change we make a distinction of three categories of change. First we analyse changes taking place at the inter-firm level (outsourcing, subcontracting, geographic relocation), followed by changes at the organisational level (deconcentration/decentralisation, reduction of hierarchical levels, introduction of cost and profit centres). The third kind of changes analysed will be those taking place at the workplace level (job enlargement/enrichment, changing character of work, work load). Growth in the ‘Cohesion Countries’: the Irish tortoise and the Portuguese hare, 1979-2002
The deepening of economic and financial integration in the European Union has led to different responses from the group of ‘cohesion’ countries. Ireland and Portugal stand out as the two extreme examples, as Ireland caught-up to the forerunners very rapidly after the launching of EMU, in 1992, whereas Portugal lost ground. This paper looks at structural shifts in order to explain the different performances of the two economies. We conclude that Portugal’s labour productivity lag was the outcome of a less favourable structure of employment; that differences in the structure of employment are not clustered in specific industries; and that such structural differences are associated with different factor endowments, namely physical and human capital.Economic growth; structural change; European integration; Ireland; Portugal.
Trends and dilemmas facing environmental education in Portugal: from environmental problem assessment to citizenship involvement
Environmental education (EE) emerged in Portugal as an organized field of collective action about 30 years ago. At this time of the return to democracy, major social and environmental changes had begun to occur. Yet, after 30 years of EE, together with significant improvements in the education system and curricula, the real impacts of these mostly voluntary and aggressive efforts aimed at preparing future citizens to deal effectively and sensitively with environmental problem solving are not yet evident. The pathways and social context of these efforts aimed at upgrading EE in Portugal, and their apparent failure to meet their objectives, form the basis of the analysis in this paper. The authors examine the results of a survey questionnaire sent to 15,000 public and private schools all running projects formally associated with both EE and education for sustainable development (ESD). The primary purpose of the analysis was to identify the trends, constraints, and potentials for these EE/ESD projects and initiatives within primary and secondary schools. In addition, perspectives as to the emerging trends in ESD in Portugal are discussed, bearing in mind the shifting educational context
Development of a mechanical maintenance training simulator in OpenSimulator for F-16 aircraft engines
Mechanical maintenance of F-16 engines is carried out as a team effort involving 3–4 skilled engine technicians, but the details of its procedures and requisites change constantly, to improve safety, optimize resources, and respond to knowledge learned from field outcomes. This provides a challenge for development of training simulators, since simulated actions risk becoming obsolete rapidly and require costly reimplementation. This paper presents the development of a 3D mechanical maintenance training simulator for this context, using a low-cost simulation platform and a software architecture that separates simulation control from simulation visualization, in view of enabling more agile adaptation of simulators. This specific simulator aims to enable technician training to be enhanced with cooperation and context prior to the training phase with actual physical engines. We provide data in support of the feasibility of this approach, describing the requirements that were identified with the Portuguese Air Force, the overall software architecture of the system, the current stage of the prototype, and the outcomes of the first field tests with users
Mutagenicity assessment of aerosols in emissions from wood combustion
Mestrado em Estudos AmbientaisPolycyclic aromatic hydrocarbon (PAH) extracts of PM2.5 collected from
combustion of seven wood species and briquettes were tested for mutagenic
activities using Ames test with Salmonella typhimurium TA98 and TA100. The
woods werePinuspinaster (maritime pine), Eucalyptus globulus (eucalypt),
Quercussuber (cork oak), Acacia longifolia (golden wattle), Quercusfaginea
(Portuguese oak), Oleaeuropea (olive), and Quercus ilex rotundifolia (Holm
oak). Burning experiments were done using woodstove and fireplace, hot start
and cold start. A mutagenic/weak mutagenic response was recorded for all
species except golden wattle. The extracts with indirect acting mutagenicity
were mainly obtained from fireplace and cold start conditions. The strong
mutagenic extracts were not correlated with high emission factors of
carcinogenic PAHs. Several samples were weak mutagens at low
concentration of PAHs. The negative result recorded for the golden wattle
extracts is positive since after confirmation, this species can be recommended

Public sector shared services and the lean methodology: implications on military organizations
During the economic and financial crisis, private and public organizations were subject to a constant reduction in costs and resources. Public shared service models felt compelled to adopt the Lean methodology with the aim of reducing costs, reducing waste and increasing employee satisfaction with the provision of quality services. Against this background, this article aims to evaluate the impact of the implementation of Shared Services and the inherent benefits of lean management in the Military Store, Contact Center, Post Office and Internal Portal used by the Portuguese Air Force. Using a case study methodology, this study portrays the elimination of waste and the optimization of existing human and financial resources. After the implementation in 2015, it is still possible now to verify that there is some resistance to change, and the fact that we are dealing with a hierarchical organization justifies this disadvantage. Size limiting in Tsallis statistics
Power law scaling is observed in many physical, biological and
socio-economical complex systems and is now considered as an important property
of these systems. In general, power law exists in the central part of the
distribution. It has deviations from power law for very small and very large
step sizes. Tsallis, through non-extensive thermodynamics, explained power law
distribution in many cases including deviation from the power law, both for
small and very large steps. In case of very large steps, they used heuristic
crossover approach. In real systems, the size is limited and thus, the size
limiting factor is important. In the present work, we present an alternative
model in which we consider that the entropy factor q decreases with step size
due to the softening of long range interactions or memory. This explains the
deviation of power law for very large step sizes. Finally, we apply this model
for distribution of citation index of scientists and examination scores and are
able to explain the entire distribution including deviations from power law.Comment: 22 pages, 8 figure
