    Measurement and reporting of climate-smart agriculture: technical guidance for a countrycentric process

    Given the extent of climate-smart agriculture (CSA) initiatives at project, national, regional and global levels, there is increasing interest in tracking progress in implementing CSA at national level. CSA is also expected to contribute to higher-level goals (e.g., the Paris Agreement, Africa Union’s Vision 25x25, and the Sustainable Development Goals [SDGs], etc.). Measurement and reporting of climate-smart agriculture (MR of CSA) provides intelligence on necessary the status, effectiveness, efficiency and impacts of interventions, which is critical for meeting stakeholders’ diverse management and reporting needs. In this paper, we build the case for a stakeholder-driven, country-centric framework for MR of CSA, which aims to increase coordination and coherence across stakeholders’ MR activities, while also aligning national reporting with reporting on international commitments. We present practical guidance on how to develop an integrated MR framework, drawing on findings from a multi-country assessment of needs, opportunities and capacities for national MR of CSA. The content of a unified MR framework is determined by stakeholders’ activities (how they promote CSA), needs (why MR is useful to them) and current capacities to conduct periodic monitoring, evaluation and reporting (how ready are institutions, staff and finances). Our analysis found that explicit demand for integration of data systems and active engagement of stakeholders throughout the entire process are key ingredients for building a MR system that is relevant, useful and acted upon. Based on these lessons, we identify a seven-step framework for stakeholders to develop a comprehensive information system for MR of progress in implementing CSA

It was assumed that innovation was both "good" and inevitable. This paper challenges these assumptions and presents a more realistic model of how innovation might occurs in UK local government.     Applying a unified public relations evaluation model in a European context

    The evaluation of public relations programmes has been a topic of keen interest to the public relations community for many years. A number of three level/stage models have been proposed to describe and explain the evaluation process. They have not been successful in terms of practitioner acceptance and have been criticised for being unrealistic and lacking feedback mechanisms. More recently the short-term and continuing models have been developed in response to these criticisms. This paper suggests a Unified Evaluation model which uses an established analysis of the communication/persuasion process as a framework to integrate and unify existing models that describe the public relations evaluation process. The proposed testing of this model in a European, transnational context is then outlined

    Evaluation of Public Housing Programmes in Nigeria: A Theoretical and Conceptual Approach

    The aim of this paper is to develop and test a theoretical and conceptual framework for an alternative approach to evaluation of public housing programmes in Nigeria. It seeks to address limitations of existing approaches where one theory or discipline has the upper hand in evaluating public housing programmes. This paper proposes a broad-based framework for assessing relationships between input, output and outcomes of public housing programmes through a realistic approach to evaluation based on objective-oriented theory, theory-driven evaluation paradigm and conceptual issues. This approach allows for the use of logical framework to explain the complex connections between underlying programme theory and outcomes. The distinct features of this alternative evaluation approach include: an open-ended evaluation approach; housing providers and residents participation; broad-based and a multi-faceted data gathering approaches and analysis in distinguishing the outcome of different housing delivery strategies in public housing programmes

    Short-term performance variations of different photovoltaic system technologies under the humid subtropical climate of Kanpur in India

    The study discusses the short-term performance variations of grid-connected photovoltaic (PV) systems installed in Kanpur, India. The analysis presents a holistic view of the performance variations of three PV array technologies [multi-crystalline (multi-Si), copper indium gallium diselenide and amorphous silicon] and two inverter types (high-frequency transformer and low-frequency transformer). The analysis considers the DC–AC conversion efficiency of the inverter, system performance through performance ratio (PR) calculations, energy variations between fixed and tracking systems and the comparison between calculated and simulated data for the examined period. The energy output difference between the tracking and fixed systems of the same PV technology show that these are dependent on differences in temperature coefficient, shading and other system related issues. The PR analysis shows the effect of temperature on the multi-Si system. The difference between the simulated and measured values of the systems was mostly attributed to the irradiance differences. Regarding the inverter evaluation, the results showed that both inverter types underperformed in terms of the conversion efficiency compared with nameplate values

    Plasma sprayed titanium coatings with/without a shroud

    Abstract: Titanium coatings were deposited by plasma spraying with and without a shroud. The titanium coatings were then assessed by scanning electron microscopy. A comparison in microstructure between titanium coatings with and without the shroud was carried out. The results showed that the shroud played an important role in protecting the titanium particles from oxidation. The presence of the shroud led to a reduction in coating porosity. The reduction in air entrainment with t he shroud resulted in better heating of the particles, and an enhanced microstructure with lower porosity in the shrouded titanium coatings were observed compared to the air plasma sprayed counterpart

    Sanitation and Hygiene Behaviour Change at Scale: Understanding Slippage

    As sanitation and hygiene programmes mature, the challenge shifts from bringing communities to ODF status to sustaining this status. In this context, many programmes are confronted with the issue of slippage. This concept refers to a return to previous unhygienic behaviours, or the inability of some or all community members to continue to meet all ODF criteria. This paper explores how to discern slippage nuances and patterns, strategies to address, pre-empt and mitigate it as well as alternative monitoring systems that capture the complexity of slippage more fully. The analysis and reflections are based on direct field experience, primarily from the GSF-supported programme in Madagascar. Moreover, the underpinning principle of the paper is that slippage is an expected aspect of behaviour change-oriented sanitation and hygiene interventions, especially those at scale, and not a sign of failure thereof

    The role of Framework Programmes in commercialisation and innovation growth shown through research results – evaluation research of the Polish effects

    The article presents the results of evaluation research whose aim was the assessment of the effects of completed projects implemented by Polish research departments within the European Union Framework Programmes. This evaluation is the first attempt at a comprehensive analysis of the effects of Polish projects backed by this type of financial support. The research was conducted on the basis of three evaluation structuring criteria: effectiveness, utility and sustainability. The analysis considers three consecutive Framework Programmes which enable the assessment of participation effects and evolution of experiences of Polish beneficiaries over time. The results of the research was juxtaposed with the results of similar evaluation research in other countries, which increased the objectivity of the conclusions. The research pointed to the high effectiveness of achieving strategic goals at institutional level and the career development of individual scientists, as well as low effectiveness in economic output, meaning the impact on innovation is low. Such results are not only a features of Polish participation in framework programmes, but they also correspond to international research which highlights the implementation of other non-innovation geared research objectives.Preparation and printing funded by the National Agency for Research and Development under project “Kreator Innowacyjności – wparcie dla Przedsiębiorczości akademickiej
