    Hydrographic Products/Services as a Fundamental Component of the e-Navigation Concept of Operation

    e-Navigation is a recent initiative aimed at moving traditional maritime navigation towards a connected digital environment. Defined by the International Maritime Organization (IMO) as “the harmonized collection, integration, exchange, presentation and analysis of maritime information onboard and ashore by electronic means to enhance birth-to-birth navigation and related services, for safety and security at sea and protection of the marine environment”, e-Navigation is not a new system of equipment but more an operational concept. Three significant outcomes are envisioned: 1) Shipboard navigation systems will benefit from the integration of own ship sensors, supporting information, standard user interface, and a comprehensive system for managing guard zones and alerts. Core elements include high-integrity electronic positioning, use of ENCs, and an analysis capability to reduce human error. 2) The management of vessel traffic and related services from ashore will be enhanced through better provision, coordination, and exchange of comprehensive data in formats that will be more easily understood and utilized. 3) A communications infrastructure designed to enable authorised seamless information transfer onboard ship, between ships, between ship and shore and between shore authorities. This paper discusses the main hydrographic-related components, implications for further standards development, some challenges/opportunities, and the role that IHO and others in the hydrographic community should play to facilitate the development and implementation of eNavigation

    Providing Meteorological and Hydrographic Information via AIS Application-Specific Messages: Challenges and Opportunities

    AIS Application-Specific Messages (ASMs) transmitted in binary format will be increasingly used to digitally communicate maritime safety/security information between participating vessels and shore stations. This includes time-sensitive metrological and hydrographic (met/hydro) information that is critical for safe vessel transits and efficient ports/waterways management. IMO recently published a new Safety-of-Navigation Circular (SN.1./Circ.289) that includes a number of meteorological and hydrographic message applications and data parameters. While there are no specific display standards for AIS ASMs on shipborne or shore-based systems, IMO Has also issued general guidance for the presentation/display of ASMs (SN.1/Circ.290). It includes specific mention of conforming to the e-Navigation concept-of-operation. For any new IHO S-57 or S-100-related product specifications dealing with dynamic met/hydro information, IHO and its Member States should use the same data content fields and parameters that are defined in IMO SN.1/Circ.289. Also, there is a need to consider the implications of IMO guidance regarding the presentation/display of AIS ASMs on ECDIS

In particular, this means actively engaging the mariner in the process of navigation while preventing distraction and overburdening. There are two main challenges in going from concept to implementation. 1) Ensuring the availability of all components of the system and using them effectively in order to simplify the display of crucial navigation-related information. 2) Incorporating new technologies in a structured way, while ensuring that their use is compliant with the existing navigational communication technologies and services. To date, the primary focus of IHO Member States has been to complete ENC coverage for major shipping routes.     Energy-efficient through-life smart design, manufacturing and operation of ships in an industry 4.0 environment

    Energy efficiency is an important factor in the marine industry to help reduce manufacturing and operational costs as well as the impact on the environment. In the face of global competition and cost-effectiveness, ship builders and operators today require a major overhaul in the entire ship design, manufacturing and operation process to achieve these goals. This paper highlights smart design, manufacturing and operation as the way forward in an industry 4.0 (i4) era from designing for better energy efficiency to more intelligent ships and smart operation through-life. The paper (i) draws parallels between ship design, manufacturing and operation processes, (ii) identifies key challenges facing such a temporal (lifecycle) as opposed to spatial (mass) products, (iii) proposes a closed-loop ship lifecycle framework and (iv) outlines potential future directions in smart design, manufacturing and operation of ships in an industry 4.0 value chain so as to achieve more energy-efficient vessels. Through computational intelligence and cyber-physical integration, we envision that industry 4.0 can revolutionise ship design, manufacturing and operations in a smart product through-life process in the near future

These changes have not significantly influenced the common practices in condition monitoring for shipping. In part this is due to the reduced trust in data security, data ownership issues, lack of technological integration and obscurity of direct benefit. This paper presents a method of incorporating smart sensor techniques and distributed processing in data acquisition for condition monitoring to assist decision support for maintenance actions addressing these inhibitors

    The U.S. Navy is undergoing a major transition from traditional, paper chart navigation to computer-based electronic charting. The Chief of Naval Operations (CNO) has mandated that all Navy ships will navigate strictly through electronic means by FY07. However, due to some recent groundings, the Navy is now striving to accelerate the full implementation of electronic navigation by FY04. The Naval Oceanographic Office (NAVOCEANO) is making a concerted effort to support this transition with upgrades to state-of-the-art survey ships, instrumentation, and data processing equipment. NAVOCEANO is increasing its capability to rapidly collect and process hydrographic survey data, and to quickly produce new electronic navigational charts in co-production with MMA. In addition to ensuring safe navigation, these new products will include tactical digital overlays for bafflespace awareness. At NAVOCEANO, a new program is under development to expand these capabilities in a joint effort with University of Southern Mississippi\u27s new Hydrographic Sciences Research Program. In September 2001, an ECDIS Development Laboratory and Navigation Technology Demonstration Center will be established. This facility will conduct quality assurance (QA) and test and evaluation @&E) of electronic chart products from NAVOCEANO and other hydrographidoceanographic data providers. This facility will also assist Navy ship personnel in gaining a greater understanding of electronic charting, as well as increased technical proficiency in properly using these systems to safely navigate - particularly in the shallow littoral areas of the world. The ECDIS Development Laboratory is envisioned to become an information clearinghouse and demonstration center on electronic charting technological development. In addition to explaining the range of currently available government data products and services, The Navigation Technology Demonstration Center will showcase the use of electronic charts and its capability when used to avoid groundings and collisions at sea. The Navigation Technology Center will also demonstrate the use of tactical digital overlays to provide naval vessels with critical military information that contributes to both safe navigation and increased warfrghting mission capability

In conjunction with the development of a new SN/Circ., IMO will establish an International Application (IA) Register for AIS Application-Specific Messages. IALA plans to establish a similar register for regional appli-cations. While there are no specific standards for the presentation/display of AIS application-specific messages on shipborne or shore-based systems, IMO issued guidance that includes specific mention of conforming to the e-Navigation concept of operation. For both IHO S-57 and S-100-related data dealing with dynamic met/hydro information, it is recommended that IHO uses the same data content fields and parameters that are defined in the new IMO SN/Circ. on AIS Application-specific Messages
