    Agile and Pro-Active Public Administration as a Collaborative Networked Organization

    In highly competitive, globalized economies and societies of always-on-line people intensively using the Internet and mobile phones, public administrations have to adapt to new challenges. Enterprises and citizens expect public administrations to be agile and pro-active to foster development. A way to achieve agility and pro-activity is application of a model of Collaborative Network Organizations in its two forms: Virtual Organizations (VO) and Virtual Organization Breeding Environments (VOBE). In the paper, advantages are shown of public administration playing a role of a Virtual Organization customer on the one hand, and a Virtual Organization member on the other hand. It is also shown how public administration playing a role of a Virtual Organization Breeding Environment may improve its agility and promote advanced technologies and management methods among local organizations. It is argued in the paper that public administration should provide a Virtual Organization Breeding Environment as a part of public services.Comment: 6 pages, 2 figure

    Online service marketplaces will soon be part of the economy to scale the provision of specialized multi-party services through automation and standardization. Current research, such as the *-USDL service description language family, is already deïŹning the basic building blocks to model the next generation of business services. Nonetheless, the developments being made do not target to interconnect services via service relationships. Without the concept of relationship, marketplaces will be seen as mere functional silos containing service descriptions. Yet, in real economies, all services are related and connected. Therefore, to address this gap we introduce the concept of open semantic service network (OSSN), concerned with the establishment of rich relationships between services. These networks will provide valuable knowledge on the global service economy, which can be exploited for many socio-economic and scientiïŹc purposes such as service network analysis, management, and control

    Aligning a Service Provisioning Model of a Service-Oriented System with the ITIL v.3 Life Cycle

    Bringing together the ICT and the business layer of a service-oriented system (SoS) remains a great challenge. Few papers tackle the management of SoS from the business and organizational point of view. One solution is to use the well-known ITIL v.3 framework. The latter enables to transform the organization into a service-oriented organizational which focuses on the value provided to the service customers. In this paper, we align the steps of the service provisioning model with the ITIL v.3 processes. The alignment proposed should help organizations and IT teams to integrate their ICT layer, represented by the SoS, and their business layer, represented by ITIL v.3.
