Future challenges and recommendations
Rapid advances in information technology and telecommunications, and in particular mobile and wireless communications, converge towards the emergence of a new type of “infostructure” that has the potential of supporting a large spectrum of advanced services for healthcare and health. Currently the ICT community produces a great effort to drill down from the vision and the promises of wireless and mobile technologies and provide practical application solutions. Research and development include data gathering and omni-directional transfer of vital information, integration of human machine interface technology into handheld devices and personal applications, security and interoperability of date and integration with hospital legacy systems and electronic patient record. The ongoing evolution of wireless technology and mobile device capabilities is changing the way healthcare providers interact with information technologies. The growth and acceptance of mobile information technology at the point of care, coupled with the promise and convenience of data on demand, creates opportunities for enhanced patient care and safety. The developments presented in this section demonstrate clearly the innovation aspects and trends towards user oriented applications
Computer Access Technologies for Controlling Assistive Robotic Manipulators: Potentials and Challenges
One of the most challenging barriers to a successful application of the assistive robots is how to enable users who have special needs to interact with the robot aids in an efficient and comfortable manner, since the conventional control method using a traditional joystick combined with buttons and/or knobs demands fine motor control and good dexterity resulting in cognitive and physical workload. Adopting computer access technology, which has provided an alternative means to allow people who have a wide range of special needs to independently access their computer, can be a practical solution to this issue. In this paper, we reviewed and discussed the potentials and challenges of computer access technologies as an alternative control method for controlling assistive robotic manipulators, focusing on most widely adopted interventions in the clinical settings, including alternative pointing, keyboard-only access, switch scanning interface and speech recognition
Adopting Children with Down Syndrome: A qualitative study of family experiences
The purpose of this study is to qualitatively investigate and compare the family beliefs, values, and perceptions of parenting of families who have adopted children with Down syndrome (DS) to parents who have biological children with DS. Participants in the study included 27 parents of biological children with DS and six parents of adopted children with DS. Participants were interviewed through a digital survey that was distributed through Qualtrics Online Survey Software. Quantitative analysis placed the participants into groups and qualitative analysis was used to identify beliefs, values, and perceptions. Results showed that while both adoptive and biological parents indicated that support services have played an important role in raising their child with DS, 100% of adoptive parents indicated a desire for the creation of additional services/programs to better serve their child with DS and only 63% of biological parents indicated the same desire. There were no significant differences in level of stress seen between the two groups, joys and benefits added to family life, or challenges faced by families. While participants from both groups reported similar values and beliefs that have contributed to their parenting decisions, themes found in motivation differed between biological and adoptive parents

Artificial Intelligence, International Competition, and the Balance of Power (May 2018)
World leaders, CEOs, and academics have suggested that a revolution in artificial intelligence is upon us. Are they right, and what will advances in artificial intelligence mean for international competition and the balance of power? This article evaluates how developments in artificial intelligence (AI) — advanced, narrow applications in particular — are poised to influence military power and international politics. It describes how AI more closely resembles “enabling” technologies such as the combustion engine or electricity than a specific weapon. AI’s still-emerging developments make it harder to assess than many technological changes, especially since many of the organizational decisions about the adoption and uses of new technology that generally shape the impact of that technology are in their infancy. The article then explores the possibility that key drivers of AI development in the private sector could cause the rapid diffusion of military applications of AI, limiting first-mover advantages for innovators. Alternatively, given uncertainty about the technological trajectory of AI, it is also possible that military uses of AI will be harder to develop based on private-sector AI technologies than many expect, generating more potential first-mover advantages for existing powers such as China and the United States, as well as larger consequences for relative power if a country fails to adapt. Finally, the article discusses the extent to which U.S. military rhetoric about the importance of AI matches the reality of U.S. investments.LBJ School of Public Affair
