From Sensor to Observation Web with Environmental Enablers in the Future Internet

This paper outlines the grand challenges in global sustainability research and the objectives of the FP7 Future Internet PPP program within the Digital Agenda for Europe. Large user communities are generating significant amounts of valuable environmental observations at local and regional scales using the devices and services of the Future Internet. These communities’ environmental observations represent a wealth of information which is currently hardly used or used only in isolation and therefore in need of integration with other information sources. Indeed, this very integration will lead to a paradigm shift from a mere Sensor Web to an Observation Web with semantically enriched content emanating from sensors, environmental simulations and citizens. The paper also describes the research challenges to realize the Observation Web and the associated environmental enablers for the Future Internet. Such an environmental enabler could for instance be an electronic sensing device, a web-service application, or even a social networking group affording or facilitating the capability of the Future Internet applications to consume, produce, and use environmental observations in cross-domain applications. The term ?envirofied? Future Internet is coined to describe this overall target that forms a cornerstone of work in the Environmental Usage Area within the Future Internet PPP program. Relevant trends described in the paper are the usage of ubiquitous sensors (anywhere), the provision and generation of information by citizens, and the convergence of real and virtual realities to convey understanding of environmental observations. The paper addresses the technical challenges in the Environmental Usage Area and the need for designing multi-style service oriented architecture. Key topics are the mapping of requirements to capabilities, providing scalability and robustness with implementing context aware information retrieval. Another essential research topic is handling data fusion and model based computation, and the related propagation of information uncertainty. Approaches to security, standardization and harmonization, all essential for sustainable solutions, are summarized from the perspective of the Environmental Usage Area. The paper concludes with an overview of emerging, high impact applications in the environmental areas concerning land ecosystems (biodiversity), air quality (atmospheric conditions) and water ecosystems (marine asset management)

Future internet enablers for VGI applications

This paper presents the authors experiences with the development of mobile Volunteered Geographic Information (VGI) applications in the context of the ENVIROFI project and Future Internet Public Private Partnership (FI-PPP) FP7 research programme.FI-PPP has an ambitious goal of developing a set of Generic FI Enablers (GEs) - software and hardware tools that will simplify development of thematic future internet applications. Our role in the programme was to provide requirements and assess the usability of the GEs from the point of view of the environmental usage area, In addition, we specified and developed three proof of concept implementations of environmental FI applications, and a set of specific environmental enablers (SEs) complementing the functionality offered by GEs. Rather than trying to rebuild the whole infrastructure of the Environmental Information Space (EIS), we concentrated on two aspects: (1) how to assure the existing and future EIS services and applications can be integrated and reused in FI context; and (2) how to profit from the GEs in future environmental applications.This paper concentrates on the GEs and SEs which were used in two of the ENVIROFI pilots which are representative for the emerging class of Volunteered Geographic Information (VGI) use-cases: one of them is pertinent to biodiversity and another to influence of weather and airborne pollution on users’ wellbeing. In VGI applications, the EIS and SensorWeb overlap with the Social web and potentially huge amounts of information from mobile citizens needs to be assessed and fused with the observations from official sources. On the whole, the authors are confident that the FI-PPP programme will greatly influence the EIS, but the paper also warns of the shortcomings in the current GE implementations and provides recommendations for further developments

One of the main government’s actions is to provide internet access to the most part of the population, people and organisations. Internet provides the required support for connecting organizations, people and geographically distributed developments teams. Software developments are tightly related to the availability of tools and platforms needed for products developments. Internet is becoming the most widely used platform. Software forges such as SourceForge provide an integrated tools environment gathering a set of tools that are suited for each development with a low cost. In this paper we propose an innovating approach based on Web2.0, services and a method engineering approach for software developments. Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges

Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited

Water management strategies in urban Mexico: Limitations of the privatization debate

Water management provides a critical lens onto the development process. For the last several centuries, improvements in clean water and sanitation have contributed to better health and increased life expectancies. Currently, however, developing countries seem unable to make much progress in bringing these benefits of development to significant sectors of their citizens. Water coverage is incomplete and water is of uneven quality. Just as serious, however, are the environmental impacts of water extraction, untreated sewage disposal, and the depletion of water sources through excessive withdrawals and pollution. In this research report, we present a framework for the analysis of the social appropriation of water based upon the concept of the New Culture of Water. Using that framework, we review the Mexican water sector in light of a set of original case studies. Although privatization might have some role to play in improving the performance of certain functions of water management agencies, it has clearly not proved superior to the public agencies we review. More importantly, however, the privatization solution has proved incapable of tackling the very serious problems of environmental destruction and the over-exploitation of finite water sources that plague the country. Bringing troubled water: quality of experience in a mobile media context

The ICT environment went through notable changes, which have had an irreversible and strong influence on both ICT innovation processes and the role of end-users. In this context, technology developers are increasingly expected to take users’ experiences with technology into account during the process of developing applications or frameworks. As technology is more and more embedded in users’ daily lives, they seek out those personalized values to satisfy their own, situational needs. As a result, a thorough insight in users’ expectations and experiences at various levels (both explicit and more latent) and in different contexts (eg. mobile) has become a crucial determinant for the successful development, introduction and adoption of new ICTs. To this end, our paper focuses on the increased importance of Quality of Experience (QoE). It provides a conceptual model for QoE and furthermore discusses the prevalent gap that still exists between QoE and Quality of Service (QoS). Our main objective is to present a new methodology for correlating user experience to QoS parameters. This methodology was tested in the context of an exploratory interdisciplinary study on QoE-measurement. This new approach goes beyond QoS-parameters and aims to also grasp the social and contextual dimensions of users’ experiences
