    An investigation of the value recovery process in the automotive remanufacturing industry : an empirical approach

    Remanufacturers have been experiencing challenges when optimising the value recovery process mostly due to the uncertainties of cores regarding quality, quantity, arrival time and demand. Hence, the aim of this study is to gather relevant information from the literature and current industrial practice and then define research gaps to improve the decision-making practice for managing value recovery processes in the automotive remanufacturing industry. The case studies used in this paper are an original equipment remanufacturer and a contract remanufacturer. Both companies in the case studies use credit-based systems to take back old cores which can reduce the severity of cores’ unavailability. The ability to access the parts and specifications of the original equipment was the primary factor considered by the contract remanufacturer before deciding to remanufacture the product. In daily operations, the condition of cores was the main factors the OER and the contract remanufacturer considered to make a decision. Finally, the results of this study indicate further research areas from the intersection of industry’s needs and research gaps

Deindustrialization of the cities and struggles with its consequences are one of the fundamental economic problems in current global economy. Some hope to find an answer to that problem is associated with the idea of next industrial revolution and reindustrialization initiatives. In the paper, projects aimed at developing next industrial revolution clusters are analyzed.     Case Studies of Performance Based Logistics in the Military: International Lessons Learned

    Performance-based logistics (PBL) represents a support strategy for weapon systems and manifests in contracts that focus on the delivery of outcome performance not process outputs. Despite the high research interest in the underlying theory, only few studies address the question how PBL is actually used. Some quantitative studies have researched this question by evaluating the perceptions of involved management people. Other data, such as prices, contract terms, or performance indicators, are often only available in form of qualitative case studies. Therefore, the purpose of this research is to report on a number of PBL cases and to provide a holistic view on their characteristics and the effectiveness as a support strategy. The analysis identified a high number of more than 100 cases that are reported in the literature. Filter methods are used to identify heterogenous case examples. The chosen cases are described and analyzed considering contract terms, price mechanisms and performance indicators. The findings show the wide range of PBL applications in international weapon system support. This guides this research to a number of research and practical propositions

Involved research team members include: Dr. Donna H. Rhodes, Principal Investigator; Dr. Eric Rebentisch, Research Associate; and Mr. Allen Moulton, Research Scientist. Systems engineering practice is evolving under the digital engineering paradigm, including use of model-based systems engineering and newer approaches such as agile. This drives a need to re-examine the existing use of metrics and leading indicators. Early engineering metrics were primarily lagging measures, whereas more recent leading indicators draw on trend information to provide more predictive analysis of technical and programmatic performance of the engineering effort. The existing systems engineering leading indicators were developed under the assumption of paper-based (traditional) systems engineering practice. This research investigates the model-based implications relevant to the existing leading indicators. It aims to support program leaders, transitioning to model-based engineering on their programs, in continued use of leading indicators. It provides guiding insights for how current leading indicators can be adapted for model-based engineering. The study elicited knowledge from subject matter experts and performed literature review in identifying these implications. An illustrative case was used to investigate how four leading indicators could be generated directly from a model-based toolset. Several recommendations for future research are proposed extending from the study. A companion research study (“phase 2”) under contract HQ0034-20-1-0008 provides insights for the art of the possible for future systems engineering leading indicators and their use in decision-making on model-centric programs. For completeness, selected background information and illustrative case are included in the technical reports in both studies. This research aims to provide insights for current practice within programs transforming to digital engineering, for continued use of systems engineering leading indicators.     Enhancing Auction Systems with Blockchain Technology

    This research paper examines the use of blockchain technology in auction systems. Traditional auction systems face issues related to trust, transparency, and security. Blockchain offers a decentralized and immutable solution that can enhance the efficiency, security, and transparency of auctions. The paper provides an overview of blockchain technology and identifies the challenges in traditional auctions that blockchain can address. It explores existing blockchain-based auction systems and evaluates their effectiveness in mitigating issues such as bid manipulation and fraud. The impact of blockchain on auction participants is also discussed, including benefits like increased trust and reduced transaction costs, as well as challenges related to adoption and scalability. The paper considers both theoretical and practical aspects, analyzing case studies and implementation challenges. It concludes by summarizing the key findings and suggesting future research directions to advance the application of blockchain in auction systems. Sokołowicz.In the environment of global competition, the role of clusters in creating national competitive advantage is rapidly increasing. One of the first and successfully developing clusters in Bulgaria, with a contribution to the economic development of the country, is mining cluster “Srednogorie Med.” Established on the regional industrial principle, the cluster, as a type of local production systems, brings together the efforts of the companies for the mining and processing of copper and gold-containing ores, located on the territory of Central Sredna Gora, the companies, serving industrial production and the municipalities on whose territory the companies operate. This paper aims mainly presenting the level of competitiveness of the local “Srednogorie Med” cluster with the usage of M. E. Porter’s diamond model as well as at outlining the preconditions and limitations for the creation of a competitive advantage for the cluster in its future development.     Ex-post service contract performance management

    This paper highlights how contract incompleteness can threaten the performance of public procurement facilities management contracts during their implementation stages, based on a multiple case study comprising five public procurement services contracts. The paper takes a principle-agent view and with the unit of analysis being the contract itself. The paper shows that contract contingencies are almost inevitable and may stem from the written contract or from the participating organisations. Written and unwritten contract management mechanisms were used in practice to deal with contingencies as they arose in the services case studies examined. The paper found that written contracts do not always provide satisfactory remedies for unexpected contingencies. Ex post mechanisms were used to manage the contract including incentives, information systems and signals. Time, resource or position signals were used in all five cases and provided an effective mechanism to manage unexpected contingencies in written contracts that proved to be incomplete

    Managing application software suppliers in information system development projects

    Information system development (ISD) projects have been associated with the "software crisis" for over three decades. A set of common "root causes" has often been cited in literature with corresponding "solutions". Yet the overall project success rate has remained low, resulting in a paradox of many solutions and little progress over the years. This study examines the management of application software acquisition from external suppliers in ISD projects. Three case studies are documented based on participant observation with complete membership roles. After within-case analyses highlighting issues in individual cases, crosscase analyses are conducted, first to identify a pattern of ISD project challenges and then to search for their explanations. Concepts from agency theory, contract theory and product development literature are used in the process of diagnosing root causes behind the observations. The proposed explanation is that the Traditional Systems Development Framework (TSDF), characterized by competitive-bidding-monopolized-development, underlies the identified root causes. Accordingly, competitive development is suggested as an alternative approach. Following the "Inference to the Best Explanation" (IBE) analytical strategy, the suggested approach is subject to two contrastive analyses, first with the prepackaged software development and then with the construction industry, to demonstrate that the suggestion is a "warranted inference". Further analogical analyses illustrate the feasibility of development competition for software product development. A Performance-Based Systems Development Framework (PBSDF) is outlined as a tentative implementation of the suggested competitive development approach for ISD projects supported by risk-sharing supplier contract and a relative product evaluation approach.
