    Improving health and public safety through knowledge management

    This paper reports on KM in public healthcare and public safety. It reflects the experiences of the author as a CIO (Chief Information Officer) in both industries in Australia and New Zealand. There are commonalities in goals and challenges in KM in both industries. In the case of public safety a goal of modern policing theory is to move more towards intelligence-driven practice. That means interventions based upon research and analysis of information. In healthcare the goals include investment in capacity based upon knowledge of healthcare needs, evidence-based service planning and care delivery, capture of information and provision of knowledge at the point-of-care and evaluation of outcomes. The issue of knowledge management is explored from the perspectives of the user of information and from the discipline of Information Technology and its application to healthcare and public safety. Case studies are discussed to illustrate knowledge management and limiting or enabling factors. These factors include strategy, architecture, standards, feed-back loops, training, quality processes, and social factors such as expectations, ownership of systems and politics

    An investigation of management accounting control systems in the palm oil industry:a sociomaterial approach to practice change

    The primary aim of this research is to understand what constitutes management accounting and control (MACs) practice and how these control processes are implicated in the day to day work practices and operations of the organisation. It also examines the changes that happen in MACs practices over time as multiple actors within organisational settings interact with each other. I adopt a distinctive practice theory approach (i.e. sociomateriality) and the concept of imbrication in this research to show that MACs practices emerge from the entanglement between human/social agency and material/technological agency within an organisation. Changes in the pattern of MACs practices happens in imbrication processes which are produced as the two agencies entangle. The theoretical approach employed in this research offers an interesting and valuable lens which seeks to reveal the depth of these interactions and uncover the way in which the social and material imbricate. The theoretical framework helps to reveal how these constructions impact on and produce modifications of MACs practices. The exploration of the control practices at different hierarchical levels (i.e. from the operational to middle management and senior level management) using the concept of imbrication process also maps the dynamic flow of controls from operational to top management and vice versa in the organisation. The empirical data which is the focus of this research has been gathered from a case study of an organisation involved in a large vertically integrated palm oil industry company in Malaysia specifically the refinery sector. The palm oil industry is a significant industry in Malaysia as it contributed an average of 4.5% of Malaysian Gross Domestic Product, over the period 1990 -2010. The Malaysian palm oil industry also has a significant presence in global food oil supply where it contributed 26% of the total oils and fats global trade in 2010. The case organisation is a significant contributor to the Malaysian palm oil industry. The research access has provided an interesting opportunity to explore the interactions between different groups of people and material/technology in a relatively heavy process food industry setting. My research examines how these interactions shape and are shaped by control practices in a dynamic cycle of imbrications over both short and medium time periods

    Context and change in management accounting and control systems: A case study of Telecom Fiji Limited

    This thesis aims to contribute to research in management accounting and control systems (MACS) in a developing country context: that of Fiji. It seeks to gain a theoretical understanding of how MACS reflect the social and political contexts in which they operate by using a case study of Telecom Fiji Limited (a major supplier of telephone communications in Fiji). The definition of MACS for the purpose of the thesis is broad- a social constructivist perspective is adopted in which systems are used to align employee behaviour with organisational objectives and to assist external relationships (with the State, Commerce Commission, aid agencies and customers). The thesis draws on institutional theory while raising questions as to how to refine and extend institutional theory. This theory has often been associated with institutional embeddedness (stability). The social constructivist approach helps to incorporate agency and cultural issues normally missing in conventional applications of institutional theory to accounting change. Telecom Fiji Limited (TFL) was restructured under the Fiji government's public sector reforms. Such reforms were insisted upon by the international financial agencies of the World Bank, the Asian Development Bank and the International Monetary Fund. Under the reform policy, TFL was transformed from a government department into a corporatised organisation and was subsequently privatised. The MACS changes which eventuated helped to change TFL management and employees' interpretive schemes. However, employees resisted initial changes to commercial business routines and it took some years for TFL actors to assimilate commercial practices. While the literature dealing with MACS changes has mostly portrayed changes as occurring with little resistance, MACS changes at TFL took several years to become institutionalised, partly because of cultural and political factors specific to Fiji. The study has practice implications as it shows that management accountants can act as institutional entrepreneurs in organisations, shaping new accounting technologies in reformed entities, and changing actors' interpretive schemes. The study has implications for policy makers, consultants and other stakeholders in terms of promoting a need for better understanding of the sensitivity to cultural and political circumstances in Less Developed Countries (LDC's) like Fiji in relation to the introduction of MACS changes. The study has implications for other recently corporatized/ privatised and state-sector organisations in Fiji and elsewhere. It also has implications for other researchers as institutional theory can be refined on the basis of new empirical evidence

    Porting Computer Vision Models to the Edge for Smart City Applications: Enabling Autonomous Vision-Based Power Line Inspection at the Smart Grid Edge for Unmanned Aerial Vehicles (UAVs)

    Smart grid infrastructure must be monitored and inspected - especially when subject to harsh operating conditions in extreme, remote environments such as the highlands of Iceland. Current methods for monitoring such critical infrastructure includes manual inspection, static video analysis (where connectivity is available) and unmanned aerial vehicle (UAV) inspection. UAVs offer certain inspection efficiencies; however, challenges persist given the time and UAV operator skill required. Collaborating with Landsnet, the Icelandic smart grid operator, we apply convolutional neural networks for image processing to detect smart grid transmission infrastructure and modify the resulting computer vision (CV) model to function on the edge of a UAV. In doing so, we overcome significant edge processing barriers. Our real-time CV model delivers decision insight on the UAV edge and enables autonomous flight path planning for use in smart grid inspection. Our approach is transferable to other smart city applications that could benefit from edge-based monitoring and inspection

    A software maintenance method based on the software configuration management discipline

    Software maintenance has until recently been the neglected phase in the software engineering process, despite the fact that maintenance of existing software systems may account for over half of all efforts expended by a software organization. Research into software maintenance, compared to other phases of the software engineering process is rare. Moreover, it is widely accepted that current software maintenance methods and techniques are unable to cope with the complexity inherent in maintaining software systems. This thesis is concerned with the development of a method, named Configuration Management Formalization for Maintenance (COMFORM), designed for the maintenance of existing software systems. COMFORM provides guidelines and procedures for carrying out a variety of activities performed during software maintenance. It accommodates a change control framework, around which the Software Configuration Management discipline is applied. Redocumentation is another problem tackled by COMFORM, which gathers together the documentation necessary to improve the maintainability and quality of existing software systems. This is achieved by the use of forms representing the output of each phase of a proposed software maintenance model. The information obtained by filling in forms is formalized according to a data model, which provides a common basis for the representation of the method's functionality. Finally, a prototype of COMFORM has been implemented, so that the procedures and guidelines set up by the method can be enforced and followed by its users

    Learning preferences for personalisation in a pervasive environment

    With ever increasing accessibility to technological devices, services and applications there is also an increasing burden on the end user to manage and configure such resources. This burden will continue to increase as the vision of pervasive environments, with ubiquitous access to a plethora of resources, continues to become a reality. It is key that appropriate mechanisms to relieve the user of such burdens are developed and provided. These mechanisms include personalisation systems that can adapt resources on behalf of the user in an appropriate way based on the user's current context and goals. The key knowledge base of many personalisation systems is the set of user preferences that indicate what adaptations should be performed under which contextual situations. This thesis investigates the challenges of developing a system that can learn such preferences by monitoring user behaviour within a pervasive environment. Based on the findings of related works and experience from EU project research, several key design requirements for such a system are identified. These requirements are used to drive the design of a system that can learn accurate and up to date preferences for personalisation in a pervasive environment. A standalone prototype of the preference learning system has been developed. In addition the preference learning system has been integrated into a pervasive platform developed through an EU research project. The preference learning system is fully evaluated in terms of its machine learning performance and also its utility in a pervasive environment with real end users
