    Identity management policy and unlinkability: a comparative case study of the US and Germany

    This study compares the privacy policies of Germany and the US in the field of identity management. It analyses the emergence of unlinkability within the countries’ electronic citizen identity initiatives. The study used qualitative research methods, including semi-structured interview and document analysis, to analyse the policy-making processes surrounding the issue of unlinkability. The study found that unlinkability is emerging in different ways in each country. Germany’s data protection and privacy regimes are more coherent than the US, and unlinkability was an incremental policy change. US unlinkability policies are a more significant departure from its data protection and policy regimes. New institutionalism is used to help explain the similarities and differences between the two countries’ policies. Scholars have long been calling for the use of privacy-enhancing technologies (PETs) in policy-making, and unlinkability falls into this category. By employing PETs in this way, German and US identity management policies are in the vanguard of their respective privacy regimes. Through these policies, the US comes closer to German and European data protection policies, doing so non-legislatively. The digital citizen identities appearing in both countries must be construed as commercial products inasmuch as official identities. Lack of attendance to the commercial properties of these identities frustrates policy goals. As national governments embark on further identity management initiatives, commercial and design imperatives, such as value to the citizen and usability, must be considered for policy to be successful

    Security Strategies of Electronic Health Record Systems

    Users of electronic health record (EHR) systems lack data security mechanisms and are at risk of patient data breaches. Grounded in routine activities theory, the purpose of this qualitative case study was to explore strategies information technology security managers in the health care industry use to minimize electronic health record data breaches. The participants were nine information security managers of large, medium, and small health care organizations in the Midwest United States. Data collection included semistructured interviews and organizational documents. Through methodological triangulation, three themes emerged: (a) requirements based on government and organizational regulations, (b) implementation of best practice industry-standard security measures, and (c) emerging interoperability with a security and privacy program. A key recommendation is for information security managers to understand the motivations and triggers of positive behavior change that minimizes organizations\u27 external and internal data breaches. The implications for positive social change include the potential to enhance the security presence and reputation of the health care organizations

    The Chrysalid Crown: An un-national history of the Crown in Australia 1808 – 1986

    This thesis set out to answer a deceptively simple question: why did the 1999 referendum to abolish the Australian Crowns fail? It focuses on the evolving civic personalities, communal identities and popular representations of the Crown in Australia, and how those representations and agents changed over 180 years. Capacities for the Crown’s continuing mutability, especially its divisibility, are at the heart of these imaginings. The answer to the question lies partly in emotions, in passion and the heart rather than in reason and the mind, along with a complex historical mix of other factors. Each chapter focuses on a single event or artefact: a usurpation of vice-regal authority, a proposal for a cadet kingdom of Australia, a mystic royal response to anti-German persecution, a State’s attempt to secede under the Crown and the invention of a chivalric order. The thesis posits a complex, iterative and changing network of social relationships rather than a simple metropole-periphery binary or hierarchy. It disaggregates ideas of crown, Britishness, empire, nation and Australianess, and concludes on the eve of the 1988 bicentennial celebrations when the Crown in Australia appeared splendid, popular, modern, federal, natural and regenerative. They were characteristics that, with hindsight, girded an Australian institution at once ancient and contemporary for the challenges of the 1990s when it stared-down what appeared to be an existential threat from Australian republicanism

    Responsible AI : the praxis of AI and data protection management : negotiating innovation and FAT principles

    The increasing deployment of Artificial Intelligence applications has sparked a debate on its possible uses and potential problems, and many questions on the protection of personal data have emerged. The General Data Protection Regulation (GDPR) imposed new requirements for organisations handling personal data, and the implications for organisations managing AI technologies are particularly significant. Whereas much research focuses on algorithmic biases and the development of AI, this research explores other important concerns arising from the uses of personal data during the introduction of AI, which impact on individuals and organisations. It investigates innovation in different organisational contexts and how people perceive, understand and apply AI, data protection and FAT principles (fairness, accountability and transparency).Drawing on responsible research and innovation (RRI) and Feenberg’s critical theory of technology, the research investigates the praxis of AI and GDPR management within UK organisations, examining the interplay between AI, data protection and FAT principles.The methodology comprises a multi method approach, employing a survey of experts and dual case studies of organisations implementing responsible AI projects. This research investigates organisational practices and people's agency, providing in-depth analysis of values, power dynamics, experience, understanding, perceptions, and difficulties of various stakeholders (leaders, senior managers, data protection and ML experts) in their specific contexts, all of which shapes and constructs this ambivalent technology.The research indicates that GDPR is often misinterpreted, there is limited understanding of AI and its specific risks, and there are diverse perceptions of the relevance of FAT principles. Discussion on ethics is usually focused on data and activities conducted prior to the implementation of new AI systems. Internal processes and personal data created by AI are generally unconcerned by discourse on responsible innovation. External partners raise special concerns around compliance and unethical practices.This research critically reflects upon these flaws, identifies rarely discussed problems that obstruct responsible innovation and defines areas for innovation. Explaining how roles, positionality and personal experiences can impact management decisions regarding AI implementation, the research proposes an approach to AI innovation studies that foregrounds the active role of people in shaping technology. These insights are systematised in the creation of a critical AI and data protection management model aimed at supporting organisations to understand and address specific challenges, risks, and benefits in their responsible management. The research thereby offers leaders and senior managers important instruments for increasing awareness and control while using AI to process personal data. Highlighting the multilevel and multidisciplinary aspects of AI management, unveiling the complexities around ML predictions and decision-making, and showing innovative potentials residing within the GDPR, this further contributes important insights to business and management studies and to interdisciplinary debates on AI, data protection, and organisational ethics
