Understanding the introduction and use of a mobile device-supported health information system in Nigeria

Copyright @ 2014 The Authors.This paper presents an in-depth analysis of efforts to introduce a mobile health information system in Nigeria as part of a development initiative aimed at improving maternal and child health. Specifically, it examines the use of mobile devices to facilitate maternal health information accessibility and exchange among health practitioners in order to reducing maternal, newborn and child mortality. Further, it also looks at the challenges raised while introducing mobile devices into work practices in the healthcare sector. The study adopts a case study approach, relying on semi-structured interviews and document analysis as its main methods for collecting data. The specific case examined is a mobile phone-based information system introduced to support a national government effort in Nigeria, known as the midwives service scheme. The findings of this study show that this integrated approach of using mobile phones to support (health) information systems has vast potential; for instance increasing the timeliness of (health) data available to stakeholders for monitoring and planning purposes. However, we also find that over time, attaining the potential of development efforts such as this remains difficult as initiatives involving the use of mobile devices is not just about getting the technical aspect right. It is equally dependent on deep seated social-cultural influences such as poor political and financial commitment. These two mutually reinforcing influences have been identified in this study as significant impediments to efforts of this kind. Therefore, this paper argues for, first a strong political commitment across all levels of government whereby their words are backed with action. Second it is important that the government maintains financial integrity by releasing the funds budgeted to support the smooth running of these efforts, for such initiatives to thrive and ultimately contribute to development

The availability of data related to the employment relationship has ballooned into an unruly mass of performance metrics, personal characteristics, biometric recordings, and creative output. The law governing this collection of information has been awkwardly split between privacy regulations and intellectual property rights, with employees generally losing on both ends. This Article rejects a binary approach that either carves out private spaces ineffectually or renders data into isolated pieces of ownership. Instead, the law should implement a hybrid system that provides workers with continuing input and control without blocking efforts at joint production. In addition, employers should have fiduciary responsibilities in managing employee data, and workers should have collective governance rights over the data’s collection and use

Technological national learning in France : from minitel to internet

In France, the development of the Internet has been influenced by the evolution of the inherited information technology. France had many of the elements needed for the Internet to flourish: excellent engineering schools, participation of scientists and academic researchers in data networks, financial markets with venture capital companies, supportive government, and high incomes. Thus, France had many of the components that constitute the American, or even the Silicon Valley, model. And yet, the internet economy did not begin until some years after the United States, Sweden, and the United Kingdom. Many have argued that the monopoly of France Telecom slowed the Internet's development in France. Memos to the new Commission- Europe's economic priorities 2010-2015

These Memos, addressed to the next Commission President and to the new European commissioners, are written by Bruegel Scholars and edited by Senior Research Fellow André Sapir and focus on key economic aspects of EU policy-making. The new Commission will enter office at a challenging time for Europe, the EU and the Commission itself. The crisis has clearly exposed weaknesses in EU governance which need to be addressed and the memos make a number of concrete recommendations of relevance for major economic fields, as well as for the EU and Commission as a whole. Addressing the next Commission President, André Sapir and Jean Pisani-Ferry propose that effective leadership will be necessary to give strategic direction to the Commission, "you [the president] should therefore be ready to fight for ideas and take risks" (JPF-AS). The Memos suggest that the EU will need to assert a position on commonly agreed rules, propose new solutions and, importantly, has an opportunity now to redefine the European narrative in the global arena. Focusing on the most important economic questions at EU level, the Bruegel memos are intended to be strategic, outlining the state of affairs that will be met by the new Commission and the key challenges and priorities they will need to consider over the next five years.

Student, Interrupted: Can Digital Badging Improve Programmatic Agility and Help IS Students During Crises?

We propose that a stackable badged micro-credential system could increase academic programmatic agility, in turn helping university students cope with personal crises (illness, accidents, family emergencies), and societal-level crises (pandemics, natural disasters, geopolitical events). We demonstrate how our proposed system would certify students’ mastery of several modules comprising a required graduate-level Strategic IS Management course. This proposed system will provide helpful structure (through a modular design and reliance on well-accepted faculty governance, including the traditional college registrar role), and temporal flexibility (enabling students to receive credit for course modules taken in different terms/semesters, and taught by the same or different instructors) and portability (given that micro-credentials provide valid evidence of specific skills or knowledge a student has acquired, regardless of learning modality or instructor). This stackable badged micro-credential system would help students during crises, by making it easy for them to temporarily drop out of a course when circumstances impede effective learning and making it easy for them to resume studies when they are ready and able to do so. We discuss technical challenges that university administrators may face in implementing micro-credentialing in IS classes, offer suggestions for pilot-testing the proposed system, and suggest possible future extensions of this idea

Self-Determination Requires Social Capital, Not Just Skills and Knowledge

Curricula and programs designed to support students with disabilities to gain greater self-determination are typically rooted in individualistic values stressing independence and self-reliance. However, it can be cogently argued that the collectivistic value of interdependence is actually essential for self-determination in all cultures because interdependent social relationships yield the social capital that most people need to achieve their self-determined goals. Interdependent relationships should therefore be given greater weight and attention in self-determination theory and practice

FROM GOLDEN HANDCUFFS TO PIG IRON: PROJECTING PENSION REFORM’S IMPACT ON THE HOMELAND SECURITY ENTERPRISE

The chronic underfunding of numerous public pensions, along with historic capital-market setbacks, has created a public pension debt crisis throughout much of the nation. The depth of this crisis makes pension reform inevitable, and that reform will transform the nature of public-servant compensation in the coming decades. This thesis explores the impact pension reform will have on the effectiveness of public-sector organizations with homeland security missions. To approach this issue, this thesis draws on existing academic literature from a wide range of disciplines, including economics, public administration, organizational behavior, sociology, and social psychology. Emerging from the research is a clear recognition that pension reform will change employee behavior, organizational culture, and the market for human capital through second- and third-order effects. Exactly how such change will play out is not so clear. The thesis turns to scenario-planning techniques to synthesize the diverse literature and provide plausible responses to the question of what pension reform’s impact will be within the homeland security domain.
