IT process architectures for enterprises development: A survey from a maturity model perspective
During the last years much has been published about IT governance. Close to the success of many governance efforts are the business frameworks, quality models, and technology standards that help enterprises improve processes, customer service, quality of products, and control. In this paper we i) survey existing frameworks, namely ITIL, ASL and BiSL, ii) find relations with the IT Governance framework CobiT to determine if the maturity model of CobiT can be used by ITIL, ASL and BiSL, and (iii) provide an integrated vista of IT processes viewed from a maturity model perspective. This perspective can help us understand the importance of maturity models for increasing the efficiency of IT processes for enterprises development and business-IT alignment
Conflicting Commitments: The Politics of Enforcing Immigrant Worker Rights in San Jose and Houston
[Excerpt] This book examines how immigrant workers\u27 rights are enforced in practice, how claims are channeled, and why and how advocates take on particular battles. In the chapters that follow, I draw on an in-depth comparative case study of two immigrant-receiving destinations—San Jose, California, and Houston, Texas—to examine the dynamics of enforcing immigrant worker rights. I consider how certain solutions become commonly understood as appropriate responses to a given issue that affects immigrant laborers, and which actors take on responsibility for the advancement of particular worker problems. For example, why does a construction worker who has been cheated of a week\u27s pay in San Jose get funneled to a local legal aid clinic and eventually a state agency to file a formal claim, while his counterpart working in one of Houston\u27s sprawling track developments will struggle to find any lawyer willing to serve him and will perhaps never set foot in a government office to file a claim? Why do the San Jose police have little to offer this worker, while in Houston any police officer is required to make a theft-of-service report when asked? How is it that if this nonunionized worker were to call the South Bay AFL-CIO Labor Council in San Jose, he would be advised to call the California Department of Labor Standards Enforcement or seek out a local legal aid clinic, while in Houston the Harris County AFL-CIO Council would be more likely to encourage him to pay a visit to city hall, the federal building, or perhaps even a worker center to help organize a direct action, depending on his situation? And how do we understand the vastly different support immigrant workers will find from their consulates in these two cities?
The goal of this book is to help answer these questions and expand our understanding of how immigrant worker rights are enforced and advanced. I situate the rights of immigrant workers in the space between both labor standards enforcement and immigration control, two conflicting jurisdictions whose implementation can vary widely, depending on their local political context. I then look beyond government bureaucrats to understand how enforcement strategies are influenced by local intermediaries who may have diverse interests in the advancement of immigrant worker rights. These include local elected officials, who can either intensify or mitigate the surveillance of undocumented immigrants and promote or stymie the interests of workers; civil society actors, who have direct knowledge of and access to immigrant workers, and who work in diverse ways to advance their rights; and consular institutions, whose unique combination of political legitimacy, institutionalized resources, and unfettered support for their emigrant population creates a unique pathway for rights enforcement
Uncovering Vulnerable Industrial Control Systems from the Internet Core
Industrial control systems (ICS) are managed remotely with the help of
dedicated protocols that were originally designed to work in walled gardens.
Many of these protocols have been adapted to Internet transport and support
wide-area communication. ICS now exchange insecure traffic on an inter-domain
level, putting at risk not only common critical infrastructure but also the
Internet ecosystem (e.g., DRDoS~attacks).
In this paper, we uncover unprotected inter-domain ICS traffic at two central
Internet vantage points, an IXP and an ISP. This traffic analysis is correlated
with data from honeypots and Internet-wide scans to separate industrial from
non-industrial ICS traffic. We provide an in-depth view on Internet-wide ICS
communication. Our results can be used i) to create precise filters for
potentially harmful non-industrial ICS traffic, and ii) to detect ICS sending
unprotected inter-domain ICS traffic, being vulnerable to eavesdropping and
traffic manipulation attacks
Reconsidering Resolutions
In Willing, Wanting, Waiting, Richard Holton lays out a detailed account of resolutions, arguing that they enable agents to resist temptation. Holton claims that temptation often leads to inappropriate shifts in judgment, and that resolutions are a special kind of first- and second-order intention pair that blocks such judgment shift. In this paper, I elaborate upon an intuitive but underdeveloped objection to Holton’s view – namely, that his view does not enable agents to successfully block the transmission of temptation in the way that he claims, because the second-order intention is as equally susceptible to temptation as the first-order intention alone would be. I appeal to independently compelling principles – principles that Holton should accept, because they help fill an important explanatory gap in his account – to demonstrate why this objection succeeds. This argument both shows us where Holton’s view goes wrong and points us to the kind of solu-tion we need. In conclusion, I sketch an alternative account of resolutions as a first-order intention paired with a second-order desire. I argue that my account is not susceptible to the same objection because a temptation that cannot be blocked by an intention can be blocked by a desire
Participation and the City
The City of Ann Arbor is working on reducing its energy consumption and
greenhouse gas emissions. Historically, it has focused on municipal
operations but is now working on community-wide outreach. Currently the
City’s focus is on increasing home weatherization rates.
In this practicum I focused on creating an outreach and engagement
model for the City. I chose “participation” as a core intervention strategy.
Literature and case studies suggest that participation can be an effective
intervention method, and one that could be used to address the City’s
constraints (e.g. financial, staff limitations). I suggested that the City could
use participation to identify barriers preventing weatherization in the
community, build relationships with the community, communicate the City’s
energy and greenhouse gas emission reduction targets, and engage and
involve the community in finding local and applicable solutions. I argue that
a participation strategy can be used to improve weatherization rates.
However, I also suggested that an engagement strategy making use of
participatory methods would benefit from a broad focus on residential energy
use, rather than a sole focus on weatherization, and would help achieve the

Understanding the key drivers of and technology related issues associated with going multi-channel
A multi-channel retail strategy is viewed by many academics and practitioners to be the success model for most retailers. Yet, while there are many drivers of, and advantages related to, using multiple channels to sell products and services to customers likewise there are numerous technology-related issues. Despite this, the multi-channel retailing literature provides little empirical insight into these technology-related constraints. Moreover, there is a lack of multi-channel retailing research which explores the impetuses behind retailers adding new channels to go multi-channel, especially in the context of the UK retail sector. To contribute to gaps in the literature this study utilises a case study research strategy to examine the key motivations behind, and technology-related issues associated with, multi-channel retail strategic implementation, in the setting of the UK retail sector. Three UK based retailers (Boots, Screwfix and Bettys) are used which have different approaches to, and are at different stages of, adopting a multi-channel retail strategy. In addition, they have different backgrounds such as size, product range, sector and type. Consequently, the use of these three different retailers enables exploration of the drivers behind, and technological problems associated with, implementing a multi-channel retail strategy in the context of store and Internet/catalogue retailers. Case analysis reveals novel themes which are not identified, or not clearly recognised, in the literature. These include that key drivers behind retailers going multi-channel are to increase sales, and, meet the needs of the multi-channel shopper. Indeed, customers want to shop via multiple channels and therefore, these retailers have no choice but to go multi-channel if they are to meet customer needs. However, while at a strategic level these motivations were similar across the case study retailers, they also differed. For example, Screwfix added a store channel to enable customers to purchase products and receive them instantly. In contrast, Boots added an Internet channel to drive footfall in-store and increase store sales. Boots were also adding an Internet channel since it provided them with a marketing channel, which, going forward, was likely to replace other communications channels. The findings from this study also reveal that retailers encounter major technology-related issues when adding new, and using multiple, channels. These problems stem from the need to re-design existing logistics and IT infrastructure to offer a seamless, integrated offer to the customer. For instance, to leverage the brand and marketing mix consistently across all channels, and, to implement ‘click and collect’ (i.e. where customers purchase a product in one channel and collect it in another). Also, due to the need to use innovative marketing techniques, in particular, social media. Importantly, this study highlights that these technology-related multi-channel retailing constraints often have a ‘softer’ side. Technology-related problems are frequently intertwined with cultural, engagement and financial/staff resource related issues. This suggests a need for retailers to find entwined solutions to both technology and non- technology related issues to effectively implement a multi-channel retail strategy
Factors Affecting Implementation of the California Childhood Obesity Research Demonstration (CA-CORD) Project, 2013.
IntroductionEcological approaches to health behavior change require effective engagement from and coordination of activities among diverse community stakeholders. We identified facilitators of and barriers to implementation experienced by project leaders and key stakeholders involved in the Imperial County, California, Childhood Obesity Research Demonstration project, a multilevel, multisector intervention to prevent and control childhood obesity.MethodsA total of 74 semistructured interviews were conducted with project leaders (n = 6) and key stakeholders (n = 68) representing multiple levels of influence in the health care, early care and education, and school sectors. Interviews, informed by the Multilevel Implementation Framework, were conducted in 2013, approximately 12 months after year-one project implementation, and were transcribed, coded, and summarized.ResultsRespondents emphasized the importance of engaging parents and of ensuring support from senior leaders of participating organizations. In schools, obtaining teacher buy-in was described as particularly important, given lower perceived compatibility of the intervention with organizational priorities. From a program planning perspective, key facilitators of implementation in all 3 sectors included taking a participatory approach to the development of program materials, gradually introducing intervention activities, and minimizing staff burden. Barriers to implementation were staff turnover, limited local control over food provided by external vendors or school district policies, and limited availability of supportive resources within the broader community.ConclusionProject leaders and stakeholders in all sectors reported similar facilitators of and barriers to implementation, suggesting the possibility for synergy in intervention planning efforts
