The Vadalog System: Datalog-based Reasoning for Knowledge Graphs
Over the past years, there has been a resurgence of Datalog-based systems in
the database community as well as in industry. In this context, it has been
recognized that to handle the complex knowl\-edge-based scenarios encountered
today, such as reasoning over large knowledge graphs, Datalog has to be
extended with features such as existential quantification. Yet, Datalog-based
reasoning in the presence of existential quantification is in general
undecidable. Many efforts have been made to define decidable fragments. Warded
Datalog+/- is a very promising one, as it captures PTIME complexity while
allowing ontological reasoning. Yet so far, no implementation of Warded
Datalog+/- was available. In this paper we present the Vadalog system, a
Datalog-based system for performing complex logic reasoning tasks, such as
those required in advanced knowledge graphs. The Vadalog system is Oxford's
contribution to the VADA research programme, a joint effort of the universities
of Oxford, Manchester and Edinburgh and around 20 industrial partners. As the
main contribution of this paper, we illustrate the first implementation of
Warded Datalog+/-, a high-performance Datalog+/- system utilizing an aggressive
termination control strategy. We also provide a comprehensive experimental

Functional impairment in patients with myotonic dystrophy type 1 can be assessed by an ataxia rating scale (SARA)
Myotonic dystrophy type 1 (DM1) is not characterised by ataxia per se; however, DM1 and ataxia patients show similar disturbances in movement coordination often experiencing walking and balance difficulties, although caused by different underlying pathologies. This study aims to investigate the use of a scale previously described for the assessment and rating of ataxia (SARA) with the hypothesis that it could have utility in DM1 patients as a measure of disease severity and risk of falling. Data from 54 DM1 patients were pulled from the PHENO-DM1 natural history study for analysis. Mean SARA score in the DM1 population was 5.45 relative to the maximum score of eight. A flooring effect (score 0) was observed in mild cases within the sample. Inter-rater and test–retest reliability was high with intraclass coefficients (ICC) of 0.983 and 1.00, respectively. Internal consistency was acceptable as indicated by a Cronbach’s alpha of 0.761. Component analysis revealed two principle components. SARA correlated with: (1) all measures of muscle function tested, including quantitative muscle testing of ankle dorsiflexion (r = −0.584*), the 6 min walk test (r = −0.739*), 10 m walk test (r = 0.741*), and the nine hole peg test (r = 0.602*) and (2) measures of disease severity/burden, such as MIRS (r = 0.718*), MDHI (r = 0.483*), and DM1-Activ (r = −0.749*) (*p < 0.001). The SARA score was predicted by an interaction between modal CTG repeat length and age at sampling (r = 0.678, p = 0.003). A score of eight or above predicted the use of a walking aid with a sensitivity of 100% and a specificity of 85.7%. We suggest that further research is warranted to ascertain whether SARA or components of SARA are useful outcome measures for clinical trials in DM1. As a tool, it can be used for gathering information about disease severity/burden and helping to identify patients in need of a walking aid, and can potentially be applied in both research and healthcare settings
Urban Sanitation Research Initiative 2017-2020: Driving Sector Change in Urban Sanitation
The Urban Sanitation Research Initiative aims to make a substantive contribution to achieving universal urban sanitation coverage in low-income contexts. This will be achieved through a) direct research-into policy impacts in focus countries, b) contribution to research capacity development in focus countries, and c) contribution to global understanding of how to achieve universal urban sanitation.The research will contribute to the evidence base available to in-country actors including national and city governments, and to major international donors and financing institutions. Research will reflect WSUP's core philosophy that at-scale improvement in urban WASH essentially requires two things: market thinking, including the development of dynamic small businesses in the WASH service delivery sector, and institutional change, including substantially increased government investment in WASH services for low-income communities

The Global academic research organization network: Data sharing to cure diseases and enable learning health systems.
Introduction:Global data sharing is essential. This is the premise of the Academic Research Organization (ARO) Council, which was initiated in Japan in 2013 and has since been expanding throughout Asia and into Europe and the United States. The volume of data is growing exponentially, providing not only challenges but also the clear opportunity to understand and treat diseases in ways not previously considered. Harnessing the knowledge within the data in a successful way can provide researchers and clinicians with new ideas for therapies while avoiding repeats of failed experiments. This knowledge transfer from research into clinical care is at the heart of a learning health system. Methods:The ARO Council wishes to form a worldwide complementary system for the benefit of all patients and investigators, catalyzing more efficient and innovative medical research processes. Thus, they have organized Global ARO Network Workshops to bring interested parties together, focusing on the aspects necessary to make such a global effort successful. One such workshop was held in Austin, Texas, in November 2017. Representatives from Japan, Taiwan, Singapore, Europe, and the United States reported on their efforts to encourage data sharing and to use research to inform care through learning health systems. Results:This experience report summarizes presentations and discussions at the Global ARO Network Workshop held in November 2017 in Austin, TX, with representatives from Japan, Korea, Singapore, Taiwan, Europe, and the United States. Themes and recommendations to progress their efforts are explored. Standardization and harmonization are at the heart of these discussions to enable data sharing. In addition, the transformation of clinical research processes through disruptive innovation, while ensuring integrity and ethics, will be key to achieving the ARO Council goal to overcome diseases such that people not only live longer but also are healthier and happier as they age. Conclusions:The achievement of global learning health systems will require further exploration, consensus-building, funding aligned with incentives for data sharing, standardization, harmonization, and actions that support global interests for the benefit of patients
The evolution of bits and bottlenecks in a scientific workflow trying to keep up with technology: Accelerating 4D image segmentation applied to nasa data
In 2016, a team of earth scientists directly engaged a team of computer scientists to identify cyberinfrastructure (CI) approaches that would speed up an earth science workflow. This paper describes the evolution of that workflow as the two teams bridged CI and an image segmentation algorithm to do large scale earth science research. The Pacific Research Platform (PRP) and The Cognitive Hardware and Software Ecosystem Community Infrastructure (CHASE-CI) resources were used to significantly decreased the earth science workflow's wall-clock time from 19.5 days to 53 minutes. The improvement in wall-clock time comes from the use of network appliances, improved image segmentation, deployment of a containerized workflow, and the increase in CI experience and training for the earth scientists. This paper presents a description of the evolving innovations used to improve the workflow, bottlenecks identified within each workflow version, and improvements made within each version of the workflow, over a three-year time period
Responding to unaccompanied minors in Scotland:policy and local authority perspectives
Following the provisions of the 2016 Immigration Act to permit the transfer of unaccompanied children the Scottish Government, COSLA, and local authorities have entered into negotiations with the Home Office to facilitate the arrival of children and young people to Scotland The present research sought to explore the capacity, experience and understanding of local authorities to provide a support system that can best ensure the wellbeing of children, as it has been suggested that outside of the large urban authorities there is limited experience of working with separated children.The study planned to conduct a survey across all 32 Scottish local authorities; undertake a qualitative analysis of key policy and guidance and to conduct focus group interviews with professionals in the field to explore in depth the findings of the first two stages. Due to access and engagement issues it was not possible to do focus group interviews. The findings of the report are based on the return of 14 questionnaires (44% of local authorities in Scotland) and a policy analysis of four key documents. As such the findings can be described as indicative, further work is required to explore further a number of the key issues identified.The Bacchian policy analysis indicated that some of the key guidance documents for local authorities and professionals are reluctant to engage with the more complex issues relating to children on the move, especially any reflection on the societal and geo-political reasons why children migrate in the first instance. Coupled with this there is also indication of language in documents that problematises routes of arrival that are not considered ‘legal’ and ‘safe’ thereby creating deserving and undeserving arrivals. Within the context of the documents there is concern that children are either characterised as either children or asylum seekers, when in fact they are both. While the guidance is useful for process and procedure, overall, the broader contextual analysis of children’s decisions to move is largely omitted, such that any ethical or sociological understanding of needs and responses is minimised.Local authorities are reporting higher numbers of unaccompanied children coming in to care with the number of local authorities who have over 10 in their care increasing; while official statistics are rarely published for the number of unaccompanied asylum seeking children in Scotland, it is estimated that at present local authorities are looking after approximately 140 separated children. For those local authorities that have larger numbers of children, there is greater familiarity with the processes and procedures, both in relation to immigration and welfare issues and legislation. Across all authorities there is some inconsistency in guidance consulted, with little indication of specific guidance in relation to unaccompanied children in use universally. Age assessments were the most common assessment undertaken by local authorities, although only three local authorities indicated they had consulted age assessment guidance. There was clear recognition of the needs presented by children and local authorities indicated they drew on the expertise of a number of partner agencies to support children and young people.While the present findings are limited by the number of local authorities responding, they indicate that understanding and responses to key issues and policy guidance varies substantially across local authorities in Scotland. These findings indicate children and young people may well receive different levels of service in different areas, with implications for both short and long term outcomes. While there is evidence of good work across the country, key questions remain about consistency and further, more in depth analysis of practice is required
Apprenticeship training in England: a cost-effective model for firms?
In England, the government plans to incentivise spending of billions of pounds over the next few years promoting apprenticeships, with most of the finance raised from the apprenticeship levy on employers.
Promoting more apprenticeships is designed to improve England’s skill base – a government policy priority given the relatively low level of skills and educational qualifications amongst a large part of the country’s workforce.
But does such a policy make sense in an English context, with a historically limited participation of many employers in work related formal training?
Is additional spending on apprenticeships likely to lead to positive economic returns for employers, workers and for England itself? And how varied are the net economic returns by employer and by sector? What works for one category of employment may not bring positive gains where returns to training are much lower.
To answer these questions the JPMorgan Chase Foundation, the Education Policy Institute and the Bertelsmann Stiftung have come together and partnered with the internationally acknowledged economist Prof. Dr. Stefan C. Wolter to explore the costs and benefits of apprenticeship training for companies in England. This report by Prof. Dr. Stefan C. Wolter and Eva Joho brings a much needed degree of rigour and quantification to a policy area which is too often characterised by assumption, hunch, and international experience which may not apply in a very different country context.
The authors have used evidence from Germany, Switzerland and Austria to simulate the costs and benefits of an apprenticeship policy applied in an English context. They are aware of the limitations of this approach - not least given the different tradition of employer engagement in England - but the analysis in this report is important and could help guide employer and government policies in directions that maximise economic returns and limit low return scenarios.
In particular, the return by occupations is shown to be highly varied based on the return and cost characteristics of each sector. The returns by employer within each sector also vary markedly.
The key conclusions the authors have derived in the report could help steer English policymakers and employers in more evidence based directions, which should help ensure that England’s large investment in this area is properly informed by evidence and more likely to yield positive returns. In addition, the present study complements studies with a similar methodology in Spain (2016) and Italy (to be published 2018), which will enable learnings for successful implementation of apprenticeship models across countries
