    A 3G mobil rendszerek szabványosítása a végéhez közeledik, legalábbis a meghatározó képességek tekintetében. Ezért létfontosságú azon technikák, eljárások vizsgálata, melyek a következő, 4G rendszerekben meghatározó szerepet töltenek majd be. Több ilyen kutatási irányvonal is létezik, ezek közül projektünkben a fontosabbakra koncentráltunk. A következőben felsoroljuk a kutatott területeket, és röviden összegezzük az elért eredményeket. Szórt spektrumú rendszerek Kifejlesztettünk egy új, rádiós interfészen alkalmazható hívásengedélyezési eljárást. Szimulációs vizsgálatokkal támasztottuk alá a megoldás hatékonyságát. A projektben kutatóként résztvevő Jeney Gábor sikeresen megvédte Ph.D. disszertációját neurális hálózatokra épülő többfelhasználós detekciós technikák témában. Az elért eredmények Imre Sándor MTA doktori disszertációjába is beépültek. IP alkalmazása mobil rendszerekben Továbbfejlesztettük, teszteltük és általánosítottuk a projekt keretében megalkotott új, gyűrű alapú topológiára épülő, a jelenleginél nagyobb megbízhatóságú IP alapú hozzáférési koncepciót. A témakörben Szalay Máté Ph.D. disszertációja már a nyilvános védésig jutott. Kvantum-informatikai módszerek alkalmazása 3G/4G detekcióra Új, kvantum-informatikai elvekre épülő többfelhasználós detekciós eljárást dolgoztunk ki. Ehhez új kvantum alapú algoritmusokat is kifejlesztettünk. Az eredményeket nemzetközi folyóiratok mellett egy saját könyvben is publikáltuk. | The project consists of three main research directions. Spread spectrum systems: we developed a new call admission control method for 3G air interfaces. Project member Gabor Jeney obtained the Ph.D. degree and project leader Sandor Imre submitted his DSc theses from this area. Application of IP in mobile systems: A ring-based reliable IP mobility mobile access concept and corresponding protocols have been developed. Project member Máté Szalay submitted his Ph.D. theses from this field. Quantum computing based solutions in 3G/4G detection: Quantum computing based multiuser detection algorithm was developed. Based on the results on this field a book was published at Wiley entitled: 'Quantum Computing and Communications - an engineering approach'

    The European Regulatory Framework and its implementation in influencing organic inspection and certification systems in the EU

    The report presents a review of the most important European and international legislation that set the framework for organic certification, of reports prepared by international agencies working with organic standard setting and certification, and of relevant scientific literature. It discusses problems, future challenges of the organic control systems in Europe leading to suggestions for improvement. Food quality assurance is of key importance for the future development of the Common Agricultural Policy of the EU. A large number of mandatory and voluntary assurance and certification schemes exist for agriculture and in the food industry leading to the risk of increased costs for producers and confusion of consumers. Such schemes include the setting of requirements and bodies that undertake control and provide certificates. Requirements can be divided into statutory regulations regarding food safety and good agricultural practice and standards for voluntary attributes. Basic requirements of food safety, animal health and animal welfare are controlled by the Official Food and Feed Control (OFFC) systems, governed by Council Regulation (EC) 882/2004. Third party certification provides credibility to claims related to voluntary standards and is communicated to the consumers through the use of certification marks. The EU has developed a legislative basis for quality claims in relation to geographical indications, traditional specialities and organic farming and considers introducing labelling rules in relation to animal welfare, environmental impact and the origin of raw materials. Organic certification is one of a number of overlapping and competing schemes. The development of organic standards and certification in Europe started with private standards and national rules, leading to Regulation (EEC) 2092/1991. The requirements for competent authorities, control bodies and operators in this regulation regarding the control systems are reviewed. The discussion highlights the low level of knowledge among consumers of the requirements of organic certification, a weak emphasis of the control system on operator responsibility for organic integrity, issues of competition and surveillance of control bodies, a lack of consideration of risk factors in designing the inspection systems and a lack of transparency. A total revision of the European Regulations on organic production began in 2005. One important change introduced by the new Council Regulation (EC) 834/2007 for Organic Food and Farming is that the organic control system is placed under the umbrella of Council Regulation (EC) 882/2004 on Official Food and Feed Controls. Regulation (EC) 834/2007 also requires that control bodies have to be accredited according to general requirements for bodies operating product certification systems (ISO Guide 65/EN 45011). From July 2010 packaged organic products will have to carry the new EU logo as well as the compulsory indication of the control body. The report reviews the requirements for competent authorities, control bodies and operators from the various legal sources. The discussion highlights a lack of clarity on the impact of the OFFC regulation on the organic control system including how risk based inspections are to be implemented and the potential for in-consistencies in the enforcement of the regulation. A number of international initiatives concerned with the harmonisation of organic standards and to a lesser extent certification are reviewed, such as the International Task Force on Harmonisation and Equivalence (ITF)1 Two main alternative guarantee systems for organic production have been developed and researched by a number of organisations including IFOAM, ISEAL, FAO and the EU Commission. Smallholder Group Certification based on an Internal Control System (ICS) and Participatory Guarantee Systems (PGS) could also represent ways to minimize certification costs also for European farmers, in particular for operators that market directly or through very short supply chains. Both systems also illustrate examples of certification systems with a focus on system development and improvement. , the European Organic Certifiers Council (EOOC), the International Social and Environmental Accreditation and Labelling Alliance (ISEAL) and the Anti-Fraud Initiative (AFI). The multilateral initiatives have led to a better understanding of current problems and the scope and limitations for harmonisation. They have also contributed to the sharing of tools and methods and the identification of best practice. Apart from organic farming the European Union has two other food quality schemes: Regulation (EC) 510/2006 on geographical indications and Regulation (EC) 509/2006 on traditional specialities. The report explores the potential for combining these with organic certification, and draws lessons for organic certification based on Italian experience. The final chapter summarises problems and challenges from the previous chapters. Suggestions for improvements of the organic control system focus on two issues: the need for further harmonisation of the surveillance of control bodies and enforcement of the regulation and how operators’ responsibility for further development of organic systems could be supported in the control and certification system

    Mitigation and adaptation to climate change

    Climate change produces significant social and economic impacts in most parts of the world, thus global action is needed to address climate change. In this chapter, the different possibilities of mitigation are explored from different points of view, and analyse the possibilities of adaptation to climate change. First, substantial reduction of GHG emission is needed, on the other hand adaptation action must deal with the inevitable impacts. According to the assessment of the chapter, it is essential that coordinated actions be taken at an EU level. In our argumentation, a macroeconomic model is used for the cost- benefit analysis of GHG gas emissions reduction. The GHG emission structure is analysed on European and global level. Even in the case of a successful mitigation strategy there rest the long-term effects of climate change which will need a coherent adaptation strategy to be dealt with. Although certain adaptation measures already have been taken, these initiatives are still very modest, and insufficient to deal with the economic effects of climate change properly

    The economic design of a potential tradable permit system for SO2 emissions in the European Union

    This paper contains two main parts. The first develops the issues of the European acid policy, and sets out the general background of the related regulatory regime. It also gives an overview of the theoretical and actual features of emissions trading mechanisms. It then considers the potential attractiveness of SO2 trading in the EU. This background throws light on the more specific analyses and proposals described in the second part of the paper, which is devoted to a presentation of possible frameworks for SO2 trading in the power generation sector in the EU. In section 2.1., we look at some key design variables. In section 2.2., we present three alternative ways of designing a trading scheme. In section 2.3., we consider specific issues related to zoning and scaling.

    Economic Incentives Versus Command and Control: What's the Best Approach for Solving Environmental Problems?

    Now, decades after the first environmental laws were passed in this country, policymakers face many choices when seeking to solve environmental problems. Will taxing polluters for their discharges be more effective than fining them for not meeting certain emissions standards? Will a regulatory agency find it less costly to enforce a ban or oversee a system of tradable permits? Which strategy will reduce a pollutant the quickest? Clearly, there are no "one-size-fits-all" answers. Many factors enter into the decision to favor either policies that lean more toward economic incentives (EI) and toward direct regulation, commonly referred to as command-and-control (CAC) policy. Underlying determinants include a country's governmental and regulatory infrastructure, along with the nature of the environmental problem itself. Even with these contextual factors to consider, we thought it would be useful to compare EI and CAC policies and their outcomes in a real-world setting. To do this, we looked at six environmental problems that the United States and at least one European country dealt with differently (see box on page 14.) For each problem, one approach was more of an EI measure, while the other relied more on CAC. For example, to reduce point-source industrial water pollution, the Netherlands implemented a system of fees for organic pollutants (EI), while the United States established a system of guidelines and permits (CAC). It turned out, in fact, that most policies had at least some elements of both approaches, but we categorized them as EI or CAC based on their dominant features. We then asked researchers who had previously studied these policies on either side of the Atlantic to update or prepare new case studies. We analyzed the 12 case studies (two for each of the six environmental problems) against a list of hypotheses frequently made for or against EI and CAC, such as which instrument is more effective or imposes less administrative burden

    Choosing policy instruments for pollution control : a review

    This paper presents the design of cost effective interventions to protect the environment from excessive pollution in developing countries. The concept of intervention is motivated by the typical explanation for environmental problems in economic theory--external effects. The aim of the paper is to review the relevant theoretical and empirical economic literature in order: (a) to distill the principal lessons and evaluate general rules of thumb; and (b) to identify gaps that need to be filled in order to make them more accessible and relevant to developing countries. The paper defines broadly the range of policy instruments that can be used to address pollution problems in developing countries. It includes instruments that have traditionally been in the realm of public finance, such as taxes, prices and subsidies. But it also covers regulations and other instruments designed to affect the amount of pollution or to mitigate its damage. To limit the scope of this paper, the authors treat pollution control policies, but not policies to address other environmental problems, such as soil erosion, deforestation, desertification or other natural resource problems. Many of the principles presented, however, broadly relate to the problem of correcting for external effects, and can be applied to these other problems as well.     Efficient Resource Management Mechanism for 802.16 Wireless Networks Based on Weighted Fair Queuing

    Wireless Networking continues on its path of being one of the most commonly used means of communication. The evolution of this technology has taken place through the design of various protocols. Some common wireless protocols are the WLAN, 802.16 or WiMAX, and the emerging 802.20, which specializes in high speed vehicular networks, taking the concept from 802.16 to higher levels of performance. As with any large network, congestion becomes an important issue. Congestion gains importance as more hosts join a wireless network. In most cases, congestion is caused by the lack of an efficient mechanism to deal with exponential increases in host devices. This can effectively lead to very huge bottlenecks in the network causing slow sluggish performance, which may eventually reduce the speed of the network. With continuous advancement being the trend in this technology, the proposal of an efficient scheme for wireless resource allocation is an important solution to the problem of congestion. The primary area of focus will be the emerging standard for wireless networks, the 802.16 or “WiMAX”.     Market-based Instruments for Environmental Policymaking in Latin America and the Caribbean: Lessons from Eleven Countries

    This report is a summary of country studies in Latin America and the Caribbean, addressing the use of market-based instruments (MBIs) and command-and-control (CAC) measures for environmental management in the region. Even though MBIs can significantly add efficiency to existing CAC mechanisms, the scope of MBIs should match the countries institutional capacity to implement them. Gradual and flexible reforms are likely to succeed within the current regional context of continued institutional changes. A key function of MBIs is usually revenue collection, though it does not necessarily lead to successful environmental management. The study suggests that revenues should be channeled to local authorities for an effective MBI's implementation. The report also critiques the regular practice of international donor agencies in recommending the solutions suitable for developed countries, without considering the institutional conditions in developing countries. Further, the study explores both the successes and difficulties experienced in the region regarding regulations, macro-policies, and MBIs; the institutional frameworks of the countries under review; and, the issues considered in the design of MBIs, in order to promote a beneficial dialogue among them
