    The Use of Human Behaviour in Fire to Inform Canadian Wildland Urban Interface Evacuations

    Wildland urban interface (WUI) communities are generally the most at risk of being impacted by wildfires. In order to assess the vulnerability of these communities, it is important to understand the impact that human behaviour in fire (HBiF) can have on wildfire evacuations, specifically in Canada where such data is lacking. To lay the groundwork for a comprehensive vulnerability assessment of a Canadian case study community, a conceptual model of protective action decision-making during WUI fires was created. This was used to develop a survey to understand the WUI fire awareness and experience as well as the anticipated protective actions of the case study community residents. The microsimulation software PTV VISSIM was used to model 10 evacuation scenarios to identify key evacuation modelling considerations and potential evacuation challenges faced by the community. In doing so, a framework for using HBiF to inform WUI vulnerability assessments and evacuations was developed

    The Virginia Modeling, Analysis and Simulation Center (VMASC) of Old Dominion University hosted the 2015 Modeling, Simulation, & Visualization Student capstone Conference on April 16th. The Capstone Conference features students in Modeling and Simulation, undergraduates and graduate degree programs, and fields from many colleges and/or universities. Students present their research to an audience of fellow students, faculty, judges, and other distinguished guests. For the students, these presentations afford them the opportunity to impart their innovative research to members of the M&S community from academic, industry, and government backgrounds. Also participating in the conference are faculty and judges who have volunteered their time to impart direct support to their students’ research, facilitate the various conference tracks, serve as judges for each of the tracks, and provide overall assistance to this conference. 2015 marks the ninth year of the VMASC Capstone Conference for Modeling, Simulation and Visualization. This year our conference attracted a number of fine student written papers and presentations, resulting in a total of 51 research works that were presented. This year’s conference had record attendance thanks to the support from the various different departments at Old Dominion University, other local Universities, and the United States Military Academy, at West Point. We greatly appreciated all of the work and energy that has gone into this year’s conference, it truly was a highly collaborative effort that has resulted in a very successful symposium for the M&S community and all of those involved. Below you will find a brief summary of the best papers and best presentations with some simple statistics of the overall conference contribution. Followed by that is a table of contents that breaks down by conference track category with a copy of each included body of work. Thank you again for your time and your contribution as this conference is designed to continuously evolve and adapt to better suit the authors and M&S supporters.     Potential Terrorist Uses of Highway-Borne Hazardous Materials, MTI Report 09-03

    The Department of Homeland Security (DHS) has requested that the Mineta Transportation Institutes National Transportation Security Center of Excellence (MTI NTSCOE) provide any research it has or insights it can provide on the security risks created by the highway transportation of hazardous materials. This request was submitted to MTI/NSTC as a National Transportation Security Center of Excellence. In response, MTI/NTSC reviewed and revised research performed in 2007 and 2008 and assembled a small team of terrorism and emergency-response experts, led by Center Director Brian Michael Jenkins, to report on the risks of terrorists using highway shipments of flammable liquids (e.g., gasoline tankers) to cause casualties anywhere, and ways to reduce those risks. This report has been provided to DHS. The teams first focus was on surface transportation targets, including highway infrastructure, and also public transportation stations. As a full understanding of these materials, and their use against various targets became revealed, the team shifted with urgency to the far more plentiful targets outside of surface transportation where people gather and can be killed or injured. However, the team is concerned to return to the top of the use of these materials against public transit stations and recommends it as a separate subject for urgent research

    Novel applications and contexts for the cognitive packet network

    Autonomic communication, which is the development of self-configuring, self-adapting, self-optimising and self-healing communication systems, has gained much attention in the network research community. This can be explained by the increasing demand for more sophisticated networking technologies with physical realities that possess computation capabilities and can operate successfully with minimum human intervention. Such systems are driving innovative applications and services that improve the quality of life of citizens both socially and economically. Furthermore, autonomic communication, because of its decentralised approach to communication, is also being explored by the research community as an alternative to centralised control infrastructures for efficient management of large networks. This thesis studies one of the successful contributions in the autonomic communication research, the Cognitive Packet Network (CPN). CPN is a highly scalable adaptive routing protocol that allows for decentralised control in communication. Consequently, CPN has achieved significant successes, and because of the direction of research, we expect it to continue to find relevance. To investigate this hypothesis, we research new applications and contexts for CPN. This thesis first studies Information-Centric Networking (ICN), a future Internet architecture proposal. ICN adopts a data-centric approach such that contents are directly addressable at the network level and in-network caching is easily supported. An optimal caching strategy for an information-centric network is first analysed, and approximate solutions are developed and evaluated. Furthermore, a CPN inspired forwarding strategy for directing requests in such a way that exploits the in-network caching capability of ICN is proposed. The proposed strategy is evaluated via discrete event simulations and shown to be more effective in its search for local cache hits compared to the conventional methods. Finally, CPN is proposed to implement the routing system of an Emergency Cyber-Physical System for guiding evacuees in confined spaces in emergency situations. By exploiting CPN’s QoS capabilities, different paths are assigned to evacuees based on their ongoing health conditions using well-defined path metrics. The proposed system is evaluated via discrete-event simulations and shown to improve survival chances compared to a static system that treats evacuees in the same way.Open Acces

    Assessing vulnerability and modelling assistance: using demographic indicators of vulnerability and agent-based modelling to explore emergency flooding relief response

    Flooding is a significant concern for much of the UK and is recognised as a primary threat by most local councils. Those in society most often deemed vulnerable: the elderly, poor or sick, for example, often see their level of vulnerability increase during hazard events. A greater knowledge of the spatial distribution of vulnerability within communities is key to understanding how a population may be impacted by a hazard event. Vulnerability indices are regularly used – in conjunction with needs assessments and on-the-ground research – to target service provision and justify resource allocation. Past work on measuring and mapping vulnerability has been limited by a focus on income-related indicators, a lack of consideration of accessibility, and the reliance on proprietary data. The Open Source Vulnerability Index (OSVI) encompasses an extensive range of vulnerability indicators supported by the wider literature and expert validation and provides data at a sufficiently fine resolution that can identify vulnerable populations. Findings of the OSVI demonstrate the potential cascading impact of a flood hazard as it impacts an already vulnerable population: exacerbating pre-existing vulnerabilities, limiting capabilities and restricting accessibility and access to key services. The OSVI feeds into an agent-based model (ABM) that explores the capacity of the British Red Cross (BRC) to distribute relief during flood emergencies using strategies based upon the OSVI. A participatory modelling approach was utilised whereby the BRC were included in all aspects of the model development. The major contribution of this work is the novel synthesis of demographics analysis, vulnerability mapping and geospatial simulation. The project contributes to the growing understanding of vulnerability and response management within the NGO sector. It is hoped that the index and model produced will allow responder organisations to run simulations of similar emergency events and adjust strategic response plans accordingly
