Country Concepts and the Rational Actor Trap - Limitations to Strategic Management of International NGOs
Growing criticism of inefficient development aid demanded new planning instruments of donors, including international NGOs (INGOs). A reorientation from isolated project-planning towards holistic country concepts and the increasing rationality of a result-orientated planning process were seen as answer. However, whether these country concepts â newly introduced by major INGOs too - have increased the efficiency of development cooperation is open to question. Firstly, there have been counteracting external factors, like the globalization of the aid business, that demanded structural changes in the composition of INGO portfolios towards growing short-term humanitarian aid; this was hardly compatible with the requirements of medium-term country planning. Secondly, the underlying vision of rationality as a remedy for the major ills of development aid was in itself a fallacy. A major change in the methodology of planning, closely connected with a shift of emphasis in the approach to development cooperation, away from project planning and service delivery, towards supporting the socio-cultural and political environment of the recipient communities, demands a reorientation of aid management: The most urgent change needed is by donors, away from the blinkers of result-orientated planning towards participative organizational cultures of learning.foreign aid; aid effectiveness; INGOs; planning policy; development management; participation; Africa; globalization;
Cross-collaborative supply chains. How logistics services contribute to social responsibility.
Abstract
Purpose - The collaboration between profit and nonprofit entities has become a burning topic in
supply chain management studies and corporate strategies. The worldâs largest logistics service
providers (LSPs) have been developing several practices improving social responsibility while
collaborating with nonprofit actors. In particular, their core competences and offered services
become extremely relevant in the context of humanitarian logistics initiatives. A key purpose of
this article is to examine the projects currently undertaken by LSPs in humanitarian logistics.
Methodology/Approach - This research follows a qualitative approach based on multiple case
studies.
Findings - The paper provides an overview of the leading LSPsâ involvement in humanitarian
logistics and presents an analysis of their current âbest practicesâ services in disaster relief with
high impact in terms of social responsibility.
Research Limitations/implications - There has been increased interest on the part of international
academic and professional communities in humanitarian logistics. This study constitutes
a platform for benchmarking analysis of logistics services to assure effective implementation of
social responsibility principles.
Originality/Value of paper - Humanitarian logistics is a rather new field in logistics management.
This paper addresses the innovative socially responsible initiatives undertaken by the
main international LSPs in the area of humanitarian logistics.

This article systematically reviews the literature on using IT (Information Technology) in humanitarian logistics focusing on disaster relief operations. We first discuss problems in humanitarian relief logistics. We then identify the stage and disaster type for each article as well as the articleâs research methodology and research contribution. Talent Management in the Humanitarian Aid Context
Talent management is currently seen as a high-priority issue in organizations worldwide, and a critical determinant of organizational success. Organizations spend a great deal of resources on identifying and developing talent necessary for strategy implementation and to achieve strategic targets. When looking at critical factors for competitive advantage and business success, âtalentâ is gaining status as an important element, almost equal to financial resources. Furthermore, both management researchers and practitioners have found the identification and development of high potential employees to be one of the major challenges of the current human resource function.
Even if talent management has in recent years received much attention in academia, research on different contexts, such as that of non-profit organizations, is limited. This dissertation explores talent management in the context of Non-Governmental Organizations (NGO), and more precisely in humanitarian aid organizations. The focal organization of this study is the International Federation of the Red Cross and Red Crescent Societies.
The main question of my study is: âDo the managerial or business approaches to talent management and the principal assumption of organizations as money-making entities make talent management frameworks and theories non-applicable in the context of e.g. non-profit organizations?â I studied this question by beginning with the pivotal matter of âwhat is talentâ, and how it is defined both in academia and by practitioners. The notion of potential is of essence in talent definition, and is thus included in the way I advocate that âtalentâ should be defined: it is a formula multiplying competence by commitment and contribution. Furthermore, each of these components is divided into two distinctive time dimensions: the present and future. Particularly the future dimension of âcontributionâ involves factors that epitomize potential; insight, curiosity, and determination, to name a few.
Talent management, i.e. attracting, identifying, recruiting, developing, and retaining people, is a strategic process that should contribute to competitive advantage by first identifying the strategically pivotal positions in the organization and then making sure that these positions are filled with talent: right people at the right time in the right job. Talent management at its most mature stage should both inform the overall strategy of the organization and be informed by it.
Overall, the results indicated that talent management frameworks and related activities are applicable to non-profit organizations, and can contribute to better attraction, identification, and retention of talent in humanitarian aid organizations. Traditionally, particularly in humanitarian aid organizations, the determining factors in recruitment and retention have been experience in similar organizations and a significant number of required competencies. The results suggest that these so-called competency frameworks are not ideal in the current VUCA (volatile, uncertain, complex, and ambiguous) world, since they do not take e.g. meta-competencies into account, and tend to be rather mechanical in their approach.
Furthermore, the development approach of humanitarian aid organizations can arguably be beneficial for corporations as well. This is particularly the case when developing high potentials or talent at the early stages of their careers. Namely, the way these organizations use mentoring â equaling to strong involvement of oneâs supervisor in the corporate world â and deployments to emergency operations â i.e. not simulations or experiments in âsafeâ environments â are among development activities corporations could benefit from. The ability to identify potential remains to be one of the priorities of any manager, be it in non- or for-profit organizations. The competencies that guaranteed success in the past will most probably not be adequate, and managers need to learn to detect potential, with its components of curiosity and learning agility seeming crucial
Messy supply chains
Extant research has made many advances in our understanding of how relatively stable, repetitive supply chains (SCs) can be run effectively. This study focuses on the less researched SCs that are not stable or repetitive. To capture the management challenges of this type of SC, a definition of "messy supply chains" (MSCs) for SCs presenting "wicked" (Rittel and Webber, 2007) or "messy" problems (Ackoff, 1981) is proposed. A conceptual framework is explored in the context of the literature on humanitarian operations. This framework will form the foundation of an in-depth examination of MSCs to aid research and managerial practice.

To Greener Pastures: An Action Research Study on the Environmental Sustainability of Humanitarian Supply Chains
Purpose: While humanitarian supply chains (HSCs) inherently contribute to social sustainability by alleviating the suffering of afflicted communities, their unintended adverse environmental impact has been overlooked hitherto. This paper draws upon contingency theory to synthesize green practices for HSCs, identify the contingency factors that impact on greening HSCs and explore how focal humanitarian organizations (HOs) can cope with such contingency factors. Design/methodology/approach: Deploying an action research methodology, two-and-a-half cycles of collaboration between researchers and a United Nations agency were completed. The first half-cycle developed a deductive greening framework, synthesizing extant green practices from the literature. In the second and third cycles, green practices were adopted/customized/developed reflecting organizational and contextual contingency factors. Action steps were implemented in the HSC for prophylactics, involving an operational mix of disaster relief and development programs. Findings: First, the study presents a greening framework that synthesizes extant green practices in a suitable form for HOs. Second, it identifies the contingency factors associated with greening HSCs regarding funding environment, stakeholders, field of activity and organizational management. Third, it outlines the mechanisms for coping with the contingency factors identified, inter alia, improving the visibility of headquarters over field operations, promoting collaboration and resource sharing with other HOs as well as among different implementing partners in each country, and working with suppliers for greener packaging. The study advances a set of actionable propositions for greening HSCs. Practical implications: Using an action research methodology, the study makes strong practical contributions. Humanitarian practitioners can adopt the greening framework and the lessons learnt from the implementation cycles presented in this study. Originality/value: This is one of the first empirical studies to integrate environmental sustainability and HSCs using an action research methodology
Countering crime in hostile environments: securing vulnerable humanitarian aid workers in Paua New Guinea
Crime is a core issue for companies and more recently for NGOs working in Papua New Guinea (PNG). The nation is facing major challenges as crime levels rise exponentially across the country. Erstwhile un-affected humanitarian operations were often seen as immune from criminality, but now have become just as likely to be targeted as any other organisation. Consequently, there is a need to adopt security measures, but maybe not necessarily as draconian as those used hitherto by major companies. People-centered, locally-owned is a concept whereby the local population is encouraged to protect the delivery of health services and aid from humanitarian providers. The inclusive approach challenges previous concepts of what is required to protect workers in intimidating and dangerous areas. A mind-set change is required. The proposed multi-layered approach stems from defence-in-depth strategies. Although such a strategy is still primarily based upon the security risk assessment process, at the core of all operational security required in challenging environments, it also requires a proactive approach combined with engagement with the local population based around the Aid-security-triangle. Big data and humanitarian supply networks: Can Big Data give voice to the voiceless?

This aid flows through a humanitarian system that consists of governments, different United Nations agencies, the Red Cross movement and myriad non-governmental organizations (NGOs). As scarcer resources, financial crisis and economic inter-dependencies continue to constrain humanitarian relief there is an increasing focus from donors and governments to assess the impact of humanitarian supply networks. Using commercial (`for-profit') supply networks as a benchmark; this paper exposes the counter-intuitive competition dynamic of humanitarian supply networks, which results in an open-loop system unable to calibrate supply with actual need and impact. In that light, the phenomenon of Big Data in the humanitarian field is discussed and an agenda for the `datafication' of the supply network set out as a means of closing the loop between supply, need and impact
