    A Conceptual Framework for B2B Electronic Contracting

    Electronic contracting aims at improving existing business relationship paradigms and at enabling new forms of contractual relationships. To successfully realize these objectives, an integral understanding of the contracting field must be established. In this paper, we propose a conceptual framework for business-to-business contracting support. The framework provides a complete view over the contracting field. It allows positioning research efforts in the domain, analysing them, placing their goals into perspective, and overseeing future research topics and issues. It is the basis for drawing conclusions about basic requirements to contracting systems

    Web Services Support for Dynamic Business Process Outsourcing

    Outsourcing of business processes is crucial for organizations to be effective, efficient and flexible. To meet fast-changing market conditions, dynamic outsourcing is required, in which business relationships are established and enacted on-the-fly in an adaptive, fine-grained way unrestricted by geographic distance. This requires automated means for both the establishment of outsourcing relationships and for the enactment of services performed in these relationships over electronic channels. Due to wide industry support and the underlying model of loose coupling of services, Web services increasingly become the mechanism of choice to connect organizations across organizational boundaries. This paper analyzes to which extent Web services support the dynamic process outsourcing paradigm. We discuss contract -based dynamic business process outsourcing to define requirements and then introduce the Web services framework. Based on this, we investigate the match between the two. We observe that the Web services framework requires further support for cross - organizational business processes and mechanisms for contracting, QoS management and process-based transaction support and suggest ways to fill those gaps

    Genre Taxonomy: A Knowledge Repository of Communicative Actions

    In this paper, we propose a genre taxonomy as a knowledge repository of communicative structures or "typified actions" enacted by organizational members. The Genre taxonomy aims at helping people to make sense of diverse types of communicative actions, and has three features to achieve this objective. First, the genre taxonomy represents the elements of both genres and genre systems, sequences of interrelated genres, as embedded in a social context considering the "5W1H" questions (Why, What, Who/Whom, When, Where, and How). In other words, the genre taxonomy represents the elements of both genres and genre systems in terms of purpose, contents, participants, timing of use, place of communicative action, and form including media, structuring devices and linguistic elements. Second, the genre taxonomy represents both widely recognized genres such as a report and specific genres such as a technical report used in a specific company, because the difference between a widely recognized genre and a specific variant based on the more general genre sheds light on the context of genre use. Third, the genre taxonomy represents use and evolution of genre over time to help people to understand how a genre is relevant to a community where the genre is enacted and changed. We have constructed a prototype of such a genre taxonomy using the Process Handbook, a process knowledge repository developed at MIT. We have included both widely recognized genres such as the memo and specific genres such as those used in the Process Handbook itself. We suggest that this genre taxonomy may be useful in the innovation of new document templates or methods for communication because it helps to clarify different possible uses of similar genres and explicates how genres play a coordination role among people and between people and their tasks.

    The internet and public bureaucracies: towards balancing competing values

    Innovation in public administration is one of the central aspects of public sector reforms. Given the procedural nature of government tasks, the adoption of the Internet and related information and communication technologies (ICT) has become critical for government organisations. The aim of this paper is to discuss the implications of the diffusion Internet led innovations in the public sector on balancing public values. Rather than diminishing their benefits, we aim at highlighting challenges and dilemmas that can emerge from ICT implementation in the public sector. The paper starts by reviewing the main trends of e-government research and show a dominant view towards managerial and private sector values embedded in the literature. To propose an alternative approach, we then draw on an empirical example from Mexico, that of the Federal Transparency and Access to Government Information Law. Using Mexico’s available statistics and secondary data, the case explores how a quicker ICT-mediated interaction between citizens and government can result in social and political dilemmas. We propose to bring into play the public value paradigm to highlight these issues. Conclusions follow

    Web-based support for managing large collections of software artefacts

    There has been a long history of CASE tool development, with an underlying software repository at the heart of most systems. Usually such tools, even the more recently web-based systems, are focused on supporting individual projects within an enterprise or across a number of distributed sites. Little support for maintaining large heterogeneous collections of software artefacts across a number of projects has been developed. Within the GENESIS project, this has been a key consideration in the development of the Open Source Component Artefact Repository (OSCAR). Its most recent extensions are explicitly addressing the provision of cross project global views of large software collections as well as historical views of individual artefacts within a collection. The long-term benefits of such support can only be realised if OSCAR is widely adopted and various steps to facilitate this are described

    Business-to-business (B2B) collaboration is becoming a pivotal way to bring today's enterprises to success in the dynamically changing, e-business environment. Though many business-to-business protocols are developed to support B2B interaction, none are generally accepted. A B2B system should support different B2B protocols dynamically to enable interaction between diverse enterprises. This paper proposes a framework for dynamic B2B interaction. A B2B transaction is divided into the interaction part and business implementation part to support flexible interaction. A component based system framework is proposed,to support the B2B transaction execution. To support. dynamic B2B services, dynamic component composition is required.     This account identifies some of the tensions that became apparent in a large interdisciplinary technology-enhanced learning project as its members attempted to maintain their commitment to responsive, participatory research and development in naturalistic research settings while also ‘enacting’ these commitments in formal research review processes. It discusses how these review processes were accompanied by a commitment to continuing discussion and elaboration across an extended research team and to a view of ethical practice as an aspect of phronesis or ‘practical wisdom’ which demands understanding of specific situations and reference to prior experience.
